With HDI of 0.838 (Very High) and per capita (nominal) USD 14,312 (as of December 2021), Penang is the 8th most populated state in Malaysia. In addition, Penang is one of the most urbanized Malaysian states, with an urbanization level of nearly 95%. Due to its vibrant economy, Penang is also one of the major recipients of interstate migrants within Malaysia.

Its heterogeneous population is highly diverse in ethnicity, culture, language and religion. Aside from the 3 main races, the Malays (as the majority with the current census, > 45%), Chinese, and Indians, Penang is also home to significant Eurasian, Siamese and expatriate communities.

Penang is the top destination within Malaysia for foreign investors, where the state held the largest share of Malaysia's foreign direct investment (FDI) in 2017, gaining nearly 40% of the nation's overall FDI.

In addition, George Town was ranked Malaysia's most attractive destination for commercial property investment by Knight Frank in 2016, surpassing even Kuala Lumpur.
The bulk of Penang's FDI are mostly originated from Switzerland, Germany, Hong Kong, the Netherlands, Ireland and Singapore.
