🇲🇾 2026 马来西亚国庆献词｜企业与民生 6 大重点措施

配合第 69 届马来西亚国庆日，首相拿督斯里安华今日宣布多项惠及企业、车主、青年、教育及公共医疗领域的措施。

其中，最受中小企业关注的莫过于：

📌 e-Invoice 豁免门槛拟从 RM1 million 提高至 RM3 million！

预计约 110 万家企业 将因此获得豁免，有望进一步减轻微型及中小企业在数码转型与合规方面的负担。

🔹 6 项重点措施：

✅ e-Invoice 豁免门槛上调
年销售额 RM1 million ➡️ RM3 million

✅ BUDI 95 / BUDI Diesel 配额增加
RON95：200L ➡️ 300L
Pickup / Jeep Diesel：300L ➡️ 400L
最快于 1 September 2026 起生效。

✅ 微型企业融资及补助加码
2026 年微型企业贷款总额增至 RM6 billion，并拨款 RM200 million Geran Sejahtera MADANI，协助小商家添购设备。

✅ 青年免费 AI 计划
18–30 岁青年完成指定 AI 学习模块后，可获得 3 个月免费 AI 订阅，首阶段目标惠及 100,000 人。

✅ 学校维修拨款增加
2027 年学校维修及设施改善拨款提高至 RM1.5 billion。

✅ 公共医疗数码化
拨款 RM1 billion 推动电子医疗记录系统（EMR）及公共医疗设施 WiFi，涵盖 150 家医院及 2,000 所政府诊所。

⚠️ BP-AST 提醒：
对于企业最关注的 e-Invoice RM3 million 豁免门槛，实际生效日期、营业额计算方式、资格判定及过渡安排，仍须以 LHDN / HASiL 后续发布的正式指南 为准。

企业暂时不宜单凭宣布内容自行停止或延后原有的 e-Invoice 实施安排，建议等待官方细则进一步确认。
