LHDNM - Special Voluntary Disclosure Programme (PKPS) Stamp Duty 2026
On 28 January 2026, Lembaga Hasil Dalam Negeri Malaysia (LHDNM) issued a Media
Release stating that the Special Voluntary Disclosure Programme (PKPS) for Stamp Duty
will be implemented for a period of six (6) months, from 1 January 2026 to 30 June 2026.
In general under the PKPS Stamp Duty 2026:

The PKPS Stamp Duty 2026 will be implemented for a period of six (6) months,
from 1 January 2026 to 30 June 2026, covering instruments executed between 1
January 2023 and 31 December 2025.

During the PKPS Stamp Duty 2026 period, instruments executed within the said
timeframe are eligible for a waiver of penalties based on the authority conferred
upon the Collector of Stamp Duties under subsection 47A (2) of the Stamp Act
1949.
Stamping and payment of stamp duty must be made within the PKPS period, i.e.
from 1 January 2026 to 30 June 2026.
No application for penalty remission is required, and penalties will be
automatically waived upon payment of the stamp duty.
The PKPS Stamp Duty 2026 does not apply to cases involving elements of fraud.
