The visit in November 2021 of the entourage of the Management and Science University (MSU) to Navoi State Pedagogical Institute (NSPI) in the Navoiy region, Uzbekistan, received wide coverage in local TV channels.

In September 2021, vide an online session, both universities signed an MOU witnessed by the His Highness, the Uzbekistan Ambassador in Kuala Lumpur. The signing of the MOU is a significant event not only for NSPI but for the region, given on May 15, 2019, the Uzbekistan president signed a decree making the Navoiy region a free economic zone (FEZ).

The Navoiy region is located in the central part of the nation and is the largest in Uzbekistan (110,800 sq. km). Its subsoil is rich in precious metals including gold, tungsten, phosphorites, basalt, kaolin, quartz sand, cement raw materials, limestone and other minerals. The region is therefore the centre of the mining, chemical and energy industries of the nation.

Navoi Mining and Metallurgical Plant, Navoi Thermal Power Plant JSC, Navoiazot JSC, Kyzylkumcement JSC and other large enterprises are located in this region aided by the Navoi International Airport operated by Uzbekistan Airways. The airport is part of an international intermodal logistics centre, not to mention that it is in partnership with Korean Air through which it operates its Incheon-Navoi-Milan, Incheon-Navoi-Brussels and Shanghai-Navoi-Milan routes.
It is noteworthy that the first FEZ in Uzbekistan was established in Karamin district of Navoi region in 2008. Now with the enactment of Presidential Decree No. UP-5719 of May 15, 2019 (the “Decree”) an unprecedented decision has been made to expand the territory of the FEZ to the entire Navoiy region for the period up to January 1, 2030, with the possibility of a further extension of this period.

The visit of the MSU delegation led by its President, Tan Sri Professor Dr Mohd Shukri Yajid is very significant to Navoiy Region in their quest to further expand its economy. The delegation was welcomed personally by its Governor Mr. Tursunov Kobul Beknazarovich, its Deputy Governor, Mr. Khasanov Kamoliddin Abdurazokovich and the Rector of NSPI Prof. Bakhodir Sobirov. NSPI planned to offer bachelor degree courses in tourism management, halal studies, business management and pharmacy, all to be taught in English as early as April 2022.

These initiatives in the higher education sectors are seen as the accelerator to economic growth for the region.
Angkasa International JV is well positioned in assisting the promotion of the Navoiy region as an excellence centre for education research and investment destination in Uzbekistan. We are now inviting companies from ASEAN countries to invest in Navoiy region.

Malaysian companies are beginning to show interest investment and tourism in Uzbekistan, and it has been observed that our companies are seeking opportunities in doing business in that Central Asian nation. Many are planning to visit the country for first-hand knowledge of opportunities available and meeting their business counterparts. This is confirmed by the Embassy of Uzbekistan Kuala Lumpur; and Angkasa International Joint-venture (AJIV) appreciates the trust and confidence given by the embassy for assisting businesses in seeking opportunities in Uzbekistan.

The government of Uzbekistan has long emphasised the importance of attracting foreign direct investment (FDI) to ensure sustainable economic growth and modernisation through the influx of foreign capital, technology and expertise. Its foreign investment legislation provides an open and liberal FDI framework, including guarantees of national treatment, non-expropriation, free repatriation of funds, freedom of monetary transactions, and stability in legal relations, access to open-source information, observance of intellectual property rights and access to international arbitration. Essentially, it is a good time to invest in Uzbekistan.

Uzbekistan is located on the route of the ancient Silk Road and has been a cradle of culture for millennia, the trading hub between the East and West. One will find a variety of people here, from Mongols to Korean, Indians to Persian, Arabs to Russian and now the modern-day Uzbek.

Uzbekistan is one of the five Central Asian countries, the others being Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan. They are differences in composition and cultures and while the others may boast the natural scenery and dramatic mountains, Uzbekistan has the lion's share of the ancient and unforgettable cities and architecture. Uzbekistan was, and still is, a principal centre of contemporary Islamic learning.

In collaboration with Embassy of Uzbekistan Kuala Lumpur, AJIV is currently working with business communities and trade associations in Malaysia towards a business trip and trade mission to Tashkent to reciprocate a similar mission of premier education groups that will be arriving from Tashkent to Malaysia early November 2021.

In the tourism sector, Uzbekistan is aggressively marketing their tourism products in the hope that Malaysians will reciprocate by traveling to Uzbekistan. Needless to say tourists from Uzbekistan are expected to visit Malaysia once its border opens in November 2021 and AJIV is working closely with Langkawi Development Authority (LADA) to prepare for the arrival.

Plans are underway for the first group of tourists from Uzbekistan to arrive in Langkawi Island in mid-November 2021.

Virtual Meeting with LADA on 27 September 2021

It was a fruitful meeting indeed with the team from Langkawi Development Authority (LADA) encompassing the preparation of the health and safety requirements pertaining to international tourist arrivals to Langkawi.

We express our appreciation to Chief Executive Officer Tuan Nasaruddin Abdul Muttalib and Tuan Azmil Munif Mohd Bukhari from Tourism Section of LADA for sharing with us the progress of the preparation and specific SOP protocols that will be implemented later.

Angkasa International (AIJV) is in the advance stage of planning to bring tourist from Uzbekistan and other Central Asian countries once Malaysia commences the opening of its international borders.

Langkawi will be the first destination, gradually expanding to other destinations as the COVID-19 pandemic situation improves. Langkawi is one of the more popular holiday destinations in Malaysia amongst the people in Uzbekistan.

We are also in discussion with several airlines towards securing chartered flights from Tashkent, the Uzbekistan capital,
to Langkawi with frequency of three flights a month.

AJIV is a company incorporated in Uzbekistan. It is involved in diverse businesses such a trading (import and export), education, tourism, halal certification, business consultancies and project management.
