The briefing also featured a special focus on the Xizang (Tibet) Autonomous Region, led by H.E. Wang Junzheng and his delegation. Participants gained valuable insights into Xizang’s development planning, ecological conservation efforts, and future potential under China’s 15th Five-Year Plan.

A Xizang-themed photo exhibition and cultural performances—including Gzhas Chen and traditional Tibetan instruments—offered a vivid glimpse into the region’s rich cultural heritage, reminding us that sustainable development goes hand in hand with cultural preservation.

As Malaysia–China relations continue to deepen through trade, infrastructure, tourism, and people-to-people exchanges, this engagement reaffirmed a shared commitment towards a resilient and inclusive future.

Ouyang Yujing, Ambassador of the People’s Republic of China to Malaysia, shared insights on China’s economic outlook, reaffirming China’s commitment to high-quality development, high-level opening-up, and Belt and Road Initiative (BRI) cooperation—opening new opportunities for bilateral and regional collaboration, particularly in green growth and emerging technologies.

On 12 December 2025, high-level officials, policymakers, and strategic experts gathered at the Shangri-La Hotel, Kuala Lumpur, for the landmark briefing “New Blueprint, New Horizons: China’s 15th Five-Year Plan and Xizang’s Development.”

The session provided an important platform to explore China’s upcoming national development strategy and its strategic alignment with Malaysia’s long-term plans, particularly RMK-13 under the Malaysia MADANI framework.

Organised by Friends of Silk Road and the Centre of Regional Strategic Studies (CROSS), with the Malaysia-China Friendship Association and support from the Embassy of the People’s Republic of China in Malaysia, the briefing reflected strong collaboration across policy, diplomacy, and research communities.

[REPOST] Saya berbesar hati dapat menyertai The Third Global South Think Tanks Dialogue 2025 yang telah berlangsung di Shanghai, China.

Dialog bertaraf antarabangsa ini menghimpunkan seramai 350 wakil pemikir (Think Tank), pembuat dasar, ahli akademik serta pakar dalam bidang ekonomi dan pentadbiran dari 120 negara di Global South bagi membincangkan hala tuju negara-negara membangun dalam mendepani cabaran global yang semakin kompleks. Ia turut menjadi platform strategik untuk memperkukuh kerjasama antarabangsa dalam aspek ekonomi, budaya, tadbir urus serta perumusan dasar awam.

Antara fokus utama perbincangan termasuk pembangunan mampan, pembasmian kemiskinan, transformasi ekonomi, teknologi hijau, (AI), keselamatan global serta pengukuhan kerjasama strategik dalam kalangan negara-negara Global South.

Sepanjang penyertaan dalam dialog ini, saya turut diberi peluang untuk berkongsi pandangan mengenai kekuatan Malaysia sebagai sebuah negara berbilang kaum dan budaya yang menjadi kelebihan dalam perdagangan global. Saya juga menyentuh keutamaan Kerajaan Malaysia dalam usaha membasmi kemiskinan, memperkukuh tadbir urus yang baik serta membina ekonomi yang inklusif dan berdaya tahan. Hubungan antara Malaysia dan China turut dilihat berteraskan nilai bersama dalam memacu pembangunan yang mampan dan saling menguntungkan.

Saya turut menekankan kepentingan hubungan strategik antara Malaysia, China serta negara-negara Global South lain termasuk di rantau ASEAN, Amerika Latin, Afrika dan Eropah yang kini semakin penting. Kerjasama ini amat signifikan dalam memacu pembangunan bersama, khususnya dalam bidang teknologi strategik seperti AI, pembangunan infrastruktur dan teknologi hijau, demi manfaat bersama serta pembangunan yang lebih mampan.

Sebagai kesinambungan kepada dialog ini, saya turut mengambil kesempatan untuk menjemput rakan-rakan dari negara-negara Global South agar berkunjung ke Malaysia bagi meneroka potensi kerjasama secara lebih dekat. Beberapa inisiatif susulan juga telah dibincangkan bagi memperkukuh jaringan kerjasama strategik dalam bidang pertukaran ilmu, pembangunan belia, teknologi, ekonomi serta tadbir urus demi manfaat bersama.

Yesterday morning, in my capacity as Executive Director of the Centre of Regional Strategic Studies - CROSS, together with Semambu State Assemblyman Chan Chun Kuang to see off Wang Junzheng, Party Secretary of the Tibet Autonomous Region who was visiting Malaysia.

Before his departure, we presented a small token of goodwill from Malaysia — a traditional Wau. This was not a casual souvenir, but a piece handcrafted by local artisans, woven carefully stitch by stitch.

As a think tank, we firmly believe that diplomacy is not only about relations between states, but also between societies, cultures, and people. Policies may be rational, but relationships must have warmth.

There remains significant potential for cooperation between Tibet and Malaysia in areas such as trade and investment, education, youth engagement, and cultural exchange. Moving forward, CROSS is committed not merely to discussing these possibilities, but to gradually transforming them into long-term, sustainable collaborations.

临别前,我们送上了一份来自马来西亚的心意—一只传统风筝 Wau。这不是随手准备的纪念品,而是由本地手工艺人亲手编织、一针一线完成的作品。

作为智库,我们始终相信:
外交不只是国家之间的事,也是社会之间、文化之间、人与人之间的事。政策可以很理性,但关系一定要有温度。

西藏与马来西亚,在经贸、教育、青年与文化交流上,仍有很大的合作空间。CROSS 接下来要做的,不只是“讨论”,而是继续把这些交流,一步一步变成长期、可持续的合作。
