The Maritime Institute of Malaysia recently welcomed a high-level delegation from the Embassy of France in Malaysia and the French Regional Economic Department for ASEAN for a strategic dialogue on the nation's evolving maritime and port sectors, with a special focus on the vital Strait of Malacca.

Represented by its Centre for Coastal and Marine Environment (CMER) and the Centre for Maritime Economics and Industries (MEI), MIMA hosted key French officials, including Transport Counsellor Mr. Simon Cancès, Economic Department Head Mr. Pierre Farineau, and French Navy Liaison Officer Cdr. Xavier Henry. The engaging session fostered a powerful exchange of perspectives on modernizing Malaysia's maritime landscape.

Discussion highlights centered on crucial paths forward, including advancing maritime decarbonisation and green shipping corridors, exploring alternative marine fuels and green bunkering, and enhancing regional maritime security and safety through innovative port technologies.

Engagements like these underscores the lasting value of international cooperation and knowledge exchange. By joining forces, Malaysia and France are paving the way for a greener, smarter, and more resilient maritime future in the region.

On 4 September 2026, the Maritime Institute of Malaysia (MIMA) received a courtesy visit from Deputy Minister So Bong-Seok, Ministry of Unification of the Republic of Korea (ROK). The delegation was received by Dr. Sumathy Permal, Acting Director of the Research Division and Senior Fellow at the Centre for Maritime Security and Diplomacy (MSD), Ms. Cheryl Rita Kaur, Fellow and Centre Head of the Centre for Coastal and Marine Environment (CMER), together with Senior Researchers and Researchers from Coastal and Marine Environment (CMER), the Ocean Law and Policy Centre (OLAP), and Maritime Security and Diplomacy (MSD). The session provided a platform for both sides to exchange regional perspectives and experiences on peaceful negotiation, maritime boundary management, dispute settlement, and joint resource development.

The discussion underscored Malaysia’s practical experience in implementing Joint Development Agreements (JDAs) with Thailand, Vietnam, and Brunei, highlighting how such frameworks facilitate resource exploration. The discussion also explored dispute settlement mechanisms, the Declaration on the Conduct of Parties in the South China Sea (DOC) and the ongoing development of the Code of Conduct (COC) in the South China Sea.

The session further touched upon non-traditional maritime security cooperation, particularly marine environmental protection and regional initiatives such as the Same Risk Area (SRA) framework for ballast water management involving the littoral states of the Straits of Malacca. The exchange provided a valuable opportunity for both sides to share lessons learned on confidence-building, peaceful dispute management, and cooperation in contested maritime spaces, while highlighting the importance of dialogue and practical cooperation in promoting regional stability.

MIMA was delighted to participate at the ASEAN-Australia MARSEC Symposium organised by Royal Australian Air Force – Air and Space Power Centre. The Symposium was co-organised by the Royal Malaysian Navy – Sea Power Centre (RMN-SPC) and the Sea Power Centre – Australia (SPC-A) from 2-3 September 2026.

Dr. Sumathy Permal, Senior Fellow, centre for Maritime Security & Diplomacy, the Maritime Institute of Malaysia spoke on Straits Used for International Navigation: Blockades and Strategic Control of Maritime Chokepoint. Her presentation examined the strategic importance of international maritime chokepoints and evaluates their influence on maritime security, naval strategy, energy security, and geopolitical rivalry.

Attention was given to the Strait of Hormuz, the Turkish Straits, the Kerch Strait, and the Straits of Malacca (SOM). She argued that these waterways are no longer merely transit corridors but politically sensitive arenas where economic interests, military power, and international law intersect. The presentation also reinforced the role of the United Nations Convention on the Law of the Sea (UNCLOS) in regulating navigation and managing disputes over maritime access. create keywords for media social.

The Maritime Institute of Malaysia (MIMA) was pleased to host a meeting with the Embassy of the Russian Federation in Kuala Lumpur. The meeting was chaired by YBhg Dato’ Mohamed Suffian Awang, Chairman of MIMA, alongside with YBhg Dato’ Monaliza Suhaimi, Director General of MIMA.

The Russian delegation was led by H.E. Ambassador Naiyl M. Latypov, Ambassador of the Russian Federation to Malaysia, accompanied by Mr. Matvey Sidorov, First Secretary, Embassy of the Russian Federation.

MIMA researchers including Dr. Sumathy Permal, Acting Director of Research/Senior Fellow for Maritime Security and Diplomacy (MSD), and Ms. Cheryl Rita, Fellow and Centre Head, Centre for Coastal and Marine Environment (CMER), had the opportunity to exchange ideas on matters concerning maritime affairs.

The engagement was also joined by Associate Professor Dr. Mohd Hazmi Mohd Rusli, Faculty of Syariah and Law, Universiti Sains Islam Malaysia (USIM), further contributing to the exchange through academic and maritime perspectives.

MIMA appreciates the visit and the constructive exchange with the Embassy of the Russian Federation and USIM. Such engagements contribute towards fostering greater understanding, promoting informed dialogue, and exploring opportunities for future cooperation in areas of shared interest.

This strategic partnership reinforces a shared commitment to sustainable ocean governance, policy-driven research, and the long-term preservation of Malaysia’s marine ecosystem

The Maritime Institute of Malaysia (MIMA) successfully hosted the 11th International Conference on the Straits of Malacca (ICSOM) 2026 at PARKROYAL COLLECTION Kuala Lumpur.

Officiated by the Deputy Minister of Transport Malaysia, YB Datuk Haji Hasbi bin Haji Habibollah, this flagship gathering brought together regional leaders, maritime experts, and policymakers under the theme: "Addressing Current and Emerging Challenges in Ensuring Safety of Navigation and Environmental Protection for Economic Prosperity."

Building on MIMA’s legacy of driving international maritime dialogue since 1993, ICSOM 2026 focused on key pillars including:

𝐍𝐚𝐯𝐢𝐠𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐚𝐟𝐞𝐭𝐲 & 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 – Integrating technology and enhancing maritime domain awareness across littoral and user states.

𝐌𝐚𝐫𝐢𝐧𝐞 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐒𝐚𝐟𝐞𝐠𝐮𝐚𝐫𝐝𝐬 – Driving proactive policies for marine protection, decarbonization, and climate resilience in one of the world's busiest sea lanes.

As a Council Member under Category C of the International Maritime Organization (IMO), Malaysia is deeply committed to upholding this delicate equilibrium. The long-term economic viability of the Straits depends entirely on navigating safely while preserving its marine environment—a balance achieved through steadfast cooperation between littoral states, global shipping lines, and international stakeholders.
