KUALA LUMPUR: The Inland Revenue Board (IRB) has collected RM512.6 million out of the total tax assessment of RM1.29 billion during the Special Voluntary Disclosure Programme (SVDP) 2.0, which ran from June 6, 2023, to May 31, 2024.

Finance Minister II Datuk Seri Amir Hamzah Azizan said that the assessment surpassed the initial target of RM1 billion.

"During the period, the IRB approved 141,406 voluntary disclosure applications, including 102,572 individual taxpayer cases, 27,707 company cases, and other categories such as organisations.

"This amount involves reported tax assessments totalling RM1.29 billion," he said during the Minister's Question Time in the Dewan Rakyat today.

He said this in reply to a question from Datuk Mohd Isam Mohd Isa (BN-Tampin), who inquired about the effectiveness of SVDP 2.0, the number of participants, and the amount collected that could be used for the people’s benefit.

Meanwhile, the Royal Malaysian Customs Department (RMCD) received a total of 1,542 voluntary disclosure applications from individual and corporate taxpayers, with the declared tax amounting to RM229 million.

This amount also exceeded the target of 500 applications with a tax collection value of RM200 million, said Amir Hamzah.

SVDP 2.0 is a programme implemented by IRB and RMCD, offering a zero per cent penalty rate for voluntary disclosures made by individuals and companies within the specified period.

"The one-year period for SVDP 2.0 is sufficient to give taxpayers the opportunity to report income or tax liabilities for past sales or service transactions.

"At this point, the government does not plan to extend this programme. Even though SVDP 2.0 will not be continued, both IRB and RMCD have devised strategies to boost tax compliance,” he said.

The minister said that RMCD has prepared a new audit strategy for 2024-2026 to prevent and detect revenue leakage.

This strategy will enhance business entities’ compliance with indirect tax laws through a comprehensive and customer-friendly audit approach, namely the Compliance Verification Audit.

In his reply to a supplementary question from Datuk Mohd Suhaimi Abdullah (PN-Langkawi) on the reintroduction of the Goods and Services Tax (GST), Amir Hamzah said there have been no proposals for the reimplementation of the tax.

"The government is not planning to reimplement the GST yet because it is a broad-based consumption tax, and thus, it is not the right time to reintroduce it as some people, especially those with low incomes, are facing cost of living challenges.

"Therefore, the government will continue to prioritise improving the existing tax system and introducing taxation that does not affect the vulnerable groups before evaluating the need to introduce a new consumption tax like GST,” he said. - Bernama

KUALA LUMPUR: The public issue of Well Chip Group Bhd's initial public offering has been oversubscribed 12.87 times.

In a statement, Malaysian Issuing House Sdn Bhd said a total of 13,057 applications for 416.12 million IPO shares were received for the 30 million shares made available for application by the Malaysian public.

For the Bumiputera portion, a total of 3,572 applications for 96.6 million IPO shares were received, representing an oversubscription rate of 5.44 times.

The non-Bumiputera portion, meanwhile, received a total of 9,485 applications for 319.56 million IPO shares, representing an oversubscription rate of 20.3 times.

Further, the joint placement agents have confirmed 75 million IPO Shares offered to Bumiputera investors approved by the Ministry of Investment, Trade and Industry, as well as 45 million IPO shares offered to institutional and selected investors have been fully placed out.

Kenanga Investment Bank Bhd is the principal adviser, managing underwriter, joint underwriter and joint placement agent for the IPO.

KUALA LUMPUR/MUMBAI: Malaysia's palm oil stocks surged to a four-month high in June, driven by a steeper decline in exports compared to production, the industry regulator said on Wednesday.

The rise in stocks in Malaysia, the world's second-largest palm oil producer after Indonesia, would put pressure on benchmark futures, which fell more than 4% in two days.

Malaysia's palm oil stocks at the end of June rose 4.35% from May to 1.83 million metric tons, the highest since February, the Malaysian Palm Oil Board (MPOB) said.

Crude palm oil production declined 5.23% from May to 1.62 million tons, while palm oil exports plunged 12.82% to 1.21 million tons, A Reuters survey forecast inventories at 1.83 million tons, with output at 1.62 million tons and exports at 1.24 million tons.

"Stocks rose as expected, but the buildup is concerning. Palm oil inventories are increasing even before the peak production season begins in August," said a New Delhi-based dealer with a global trade house.

"The discount of palm oil to soyoil and sunflower oil is small and needs to widen to stimulate demand. Otherwise, traditional buyers may shift to competing oils."

Bitcoin sank to a four-month low on Friday and was on course for its worst weekly performance in a year, hurt by uncertainty over whether Joe Biden will remain the Democrats' U.S. presidential candidate and by worries about potential increases in crypto supply.

Bitcoin prices fell 5% to $55,366, their lowest since February end on Friday, and was down 10% for the week. Ether slid 8% to $2,891, a one and half month low.

Bitcoin had a strong start to the year after the launch of exchange-traded funds in the U.S., propelling it to a record $73,803.25 in mid-March. However, bitcoin has lost more than 21% since then.

Investors are also fretting about the possibility of Biden being replaced as the Democrats' presidential nominee by someone who is less pro-crypto, market participants said, after his poor performance in the first debate against Donald Trump.

Analysts also pointed to reports that Mt. Gox, the world's leading exchange for cryptocurrencies before it went defunct in 2014, is repaying its creditors. That has sparked concern that bitcoin is likely to face further downward pressure if those creditors offload their tokens. - Reuters

KUALA LUMPUR: Sapura Energy Bhd said it has been "advancing its plan” to regularise its financial position since being classified as a Practice Note 17 (PN17) company and given time extension to come up with the plan.

The financially troubled company has been given a six-month extension, up to Nov 30, 2024, from Bursa Malaysia Securities Bhd to submit its regularisation plan. It said today’s status update is part of the listing requirements of the Main Market of Bursa Malaysia.

"The company, together with its advisors, will continue to actively develop the plan to ensure that the plan is sufficiently robust to address its business and financial conditions. The company will make the necessary announcements should there be any further material developments on the above matter,” it said in a stock exchange filing.

At 3.02 pm, the company’s shares were flat at four sen with 2.31 million shares traded. - Bernama

LONDON: Capital A Bhd expects to see an improved financial performance for the upcoming second quarter and the remainder of the second half of 2024 (2H 2024) for AirAsia, in view of improving demand for travel coupled with bringing back over 250 planes into operation.

Chief executive officer Tan Sri Tony Fernandes said the low-cost carrier would also be capable of facing rising global airfares as it continues to provide the lowest fares among all airlines.

"Obviously, the biggest job for us was bringing back all the 250 planes that were not flying due to the COVID-19 pandemic, and we still have not gotten all of them back. We have about 20 more to go,” he said at the Skytrax World Airline Awards 2024 here.

He is also hopeful of bringing all the remaining aircraft into operation by the end of the year, contributing towards better performance for 2H 2024.

"We have now started taking deliveries from Airbus, and this is the first time since COVID-19 that we are adding planes, and of course, we have phenomenal growth potential as we have about 400 aircraft coming in,” he said.

The company has an order book of 647 aircraft, consisting of 612 A320 Family and 35 A330 Family aircraft.

It has taken delivery of 250 aircraft, with the balance comprising 362 A321neo, which includes 36 A321LR, as well as 20 A321XLR and 15 A330neo to be delivered over the next decade.

In terms of route expansion, Fernandes said AirAsia will be flying to Nairobi, Kenya, in October, making AirAsia the first airline in Southeast Asia and the low-cost carrier to fly into the destination.

"I think it is amazing for Malaysian, Southeast Asian and African businesses to be connected directly between Kuala Lumpur and Nairobi. This will be the first of many destinations in Africa as we continue to build the AirAsia network globally,” he said.

He noted that the route expansion for Nairobi would also boost the cargo segments and businesses between Malaysia and Kenya, while students and tourists remain an important target market.

As for Asia Digital Engineering (ADE), the engineering and maintenance subsidiary of Capital A, Fernandes said it also shows significant growth with the new hangar facility, spanning 8.19 hectares, being constructed in two phases, with the first phase slated for operational by August while second phase operational readiness anticipated by October this year.

"The team is very aggressive, and at the moment, there is no plan for the initial public offering, but I am sure at some point they will look at it,” he added. - Bernama

4 hari yang lepas, kami telah kongsi suatu kenyataan daripada AF Ustaz Anwar Helmy Bin Abdul Malek (UAH), daripada Pondok Ash Syattariyyah Linggi.
Dalam kuliah tasawwufnya pada 20 Januari 2024, beliau telah menjawab satu soalan seperti berikut:
“Mengenai pembelian rumah melalui pinjaman bank, bagaimanakah caranya untuk mengelak daripada terkena riba?”
Huraian jawapan kami terbahagi kepada 3 bahagian; bahagian 1 ialah analisa hadis yang dipetik UAH, bahagian 2 ialah analisa cadangan beliau, dan bahagian 3 ialah cadangan dan kesimp**an kami.

Isu #1: (minit 13:17) Kata UAH: “Nabi kata satu dirham wang riba itu terlebih azab siksanya daripada 36 kali zina.”
Huraian analisa kenyataan ini…
Daripada Anas bin Malik RA berkata bahawa telah berkhutbah Nabi SAW kepada kami dan Baginda SAW menceritakan berkaitan riba serta besarnya dosa orang yang memakan riba sambil bersabda:
إِنَّ الرَّجُلَ يُصِيبُ مِنَ الرِّبَا أَعْظَمَ عِنْدَ اللهِ فِي الْخَطِيئَةِ مِنْ سِتٍّ وَثَلَاثِينَ زَنْيَةً يَزْنِيهَا الرَّجُلُ
Maksudnya: “Sesungguhnya seorang lelaki yang memakan riba lebih besar di sisi Allah kesalahannya daripada 36 kali berzina yang dizinakan oleh lelaki tersebut.” [Lihat: Syu’ab al-Iman, 365/7]
Di samping itu juga, Imam Ahmad juga ada meriwayatkan hadith seperti ini di dalam musnadnya: Dikatakan bahawa Nabi SAW bersabda:
دِرْهَمٌ رِبًا يَأْكُلُهُ الرَّجُلُ وَهُوَ يَعْلَمُ، أَشَدُّ مِنْ سِتَّةٍ وَثَلَاثِينَ زَنْيَةً
Maksundya: “Satu dirham riba yang dimakan oleh seorang lelaki yang mana dia mengetahuinya, lebih dahsyat kesalahannya daripada 36 kali berzina.” [Riwayat Ahmad (21957)]
Para ulama berbeza pandangan dalam menentukan status hadith ini kerana padanya terdapat banyak jalur-jalur dan hadith ini juga termasuk di dalam kategori hadith-hadith yang masyhur dalam kalangan masyarakat. Di sini kami sertakan beberapa pandangan ulama dalam menentukan status hadith ini:
• Imam al-Baihaqi mengatakan di dalam sanad hadith ini berlaku tafarrud daripada Abu Muhajid Abdullah bin Kaisan al-Marwazi dan dia adalah seorang yang munkar hadith. [Lihat: Syu’ab al-Iman, 7/365]
• Imam Ibn al-Jauzi mengatakan pada hadith ini (pada jalurnya) tidak terdapat satu pun yang sahih. [Lihat: al-Mawdhu’at, 2/247]
• Syeikh al-Muhaqqiq Abd al-Rahman al-Mu’allimi al-Yamani berkata, apa yang terzahir kepadaku bahawa khabar ini tidak sahih daripada Nabi SAW sesuatu pun. [Lihat: Ta’liq al-Fawaid al-Majmu’ah, 150]
• Syeikh Syu’aib al-Arnaouth mengdhaifkan jalur-jalur yang ada pada hadith ini dan hadith ini tidak sahih secara marfu’ kepada Nabi SAW tetapi ia adalah daripada ucapan Ka’ab bin al-Ahbar. [Lihat: Musnad Ahmad, 36/288]
• Syeikh Abu Ishak al-Huwaini mengatakan hadith ini tidak mungkin sama sekali dinisbahkan kepada Nabi SAW sama dari sudut tashih atau tahsin. Akan tetapi, sebaik-baiknya dengan mengatakan ia adalah dhaif tetapi di sisiku ia adalah bathil dan matannya terdapat banyak percanggahan. [Lihat: Ghauth al-Makdud, 647]
Setelah melihat beberapa pandangan di atas, kami cenderung dengan mengatakan bahawa hadith ini adalah TIDAK THABIT DARIPADA NABI SAW, bahkan ia adalah ucapan daripada ahli kitab seperti Ka’ab bin al-Ahba sebagaimana yang diriwayatkan oleh Imam Ibn Abi Syaibah di dalam musannafnya dan juga Imam Ahmad di dalam musnadnya:
Daripada Ka’ab bin al-Ahbar berkata:
لَأَنْ أَزْنِيَ ثَلَاثًا وَثَلَاثِينَ زَنْيَةً أَحَبُّ إِلَيَّ مِنْ أَنْ آكُلَ دِرْهَمَ رِبًا يَعْلَمُ اللهُ أَنِّي أَكَلْتُهُ حِينَ أَكَلْتُهُ رِبًا
Maksudnya: “Sekiranya aku berzina sebanyak 36 kali lebih aku s**a daripada aku memakan satu dirham daripada riba yang diketahui oleh Allah bahawa aku memakannya ketika aku memakan riba.” [Riwayat Ibn Abi Syaibah (21997) dan Imam Ahmad (21959)]
Untuk itu, menyandarkannya kepada Nabi SAW adalah tidak dibenarkan kerana banyak ancaman bagi orang yang menyandarkan sesuatu yang tidak diperkatakan atau dilakukan oleh Rasulullah SAW adalah api neraka di Akhirat kelak.
Kesimp**annya, hadith yang menceritakan berkaitan dosa memakan riba lebih dahsyat daripada berzina adalah TIDAK THABIT (SAHIH) daripada Nabi SAW. Tambahan p**a, memakan riba dan juga berzina keduanya adalah haram dan ia termasuk di dalam dosa-dosa besar berdasarkan nas yang jelas daripada al-Quran dan juga hadith.

Hadis Rasulullah s.a.w melaknat orang yang terlibat secara langsung dengan riba bukan sahaja pada pemberi riba, tetapi termasuklah penerima, pembayar, pencatat dan saksi.
لَعَنَ رَسُولُ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ آكِلَ الرِّبَا وَمُؤْكِلَهُ وَكَاتِبَهُ وَشَاهِدَيْهِ وَقَالَ هُمْ سَوَاءٌ
Maksudnya: Rasulullah s.a.w melaknat penerima riba dan pembayar riba dan orang yang mencatatnya dan kedua-dua saksinya dan Baginda berkata MEREKA ITU SEMUANYA SAMA. (Sahih Muslim 1598)
Imam Nawawi dalam al-Minhaj menerangkan bahawa hadis ini menjadi asas kepada pengharaman penglibatan secara langsung dalam transaksi riba kerana ianya dianggap sebagai tolong-menolong dalam perkara kebatilan.
هذا تصريح بتحريم كتابة المبايعة بين المترابيين والشهادة عليهما وَفِيهِ تَحْرِيمُ الْإِعَانَةِ عَلَى الْبَاطِلِ
Maksudnya: Hadis ini menjelaskan tentang pengharaman catatan perniagaan antara dua orang yang terlibat dengan riba dan saksi mereka dan padanya pengharaman tolong-menolong atas kebatilan. (Rujuk al-Minhaj Syarh Sahih Muslim 26/11)
Oleh itu, tidaklah benar dakwaan UAH bahawa dosa penerima riba itu lebih besar dosa pemberi riba, namun dosa pemberi dan penerima riba adalah SAMA BERAT. Bahkan orang yang terlibat secara tidak langsung dalam transaksi riba pun adalah sama berat dosanya dengan pemberi dan penerima riba.
