World Bank Group’s IFC and XSD Partner to Boost Jobs and Sustainability in Malaysia’s Paper Industry
Kuala Lumpur, Malaysia, December 18, 2025 – To create jobs and promote sustainability in Malaysia’s paper industry, the World Bank Group, through its private sector arm the International Finance Corporation (IFC), has announced a partnership with XSD International Paper Sdn Bhd (XSD), a leading manufacturer of coated duplex board paper and grey board in Malaysia. The partnership will support XSD’s efforts to boost environmentally responsible paper production using recycled materials and renewable energy.
IFC has provided a $70 million financing package to XSD to fund its strategic growth – including a $28 million green loan – to finance the planned construction of a cogeneration plant in Kulim, Kedah that will use biomass to produce electricity and steam. The remaining financing will be used to fund a third production line for duplex board paper, which will enable XSD to produce an extra 300,000 tons of paper per year, bringing the company’s capacity to 800,000 tons per year.
The project is expected to generate economic benefits by creating an estimated 750 direct jobs and 1,810 indirect and induced jobs, creating employment opportunities and lifting incomes for local communities in the state of Kedah.

世界银行集团成员IFC携手新胜大国际纸业有限公司推动马来西亚纸业绿色转型与就业增长
马来西亚吉隆坡|2025年12月18日 —— 世界银行集团专注于私营部门发展的成员机构国际金融公司(IFC)今日宣布,与马来西亚知名包装纸制造商——新胜大国际纸业有限公司(新胜大)建立战略合作伙伴关系,共同推动本地造纸行业实现更具韧性的增长与更高水平的永续发展。此次合作旨在支持新胜大扩大再生纸生产规模、提升能源利用效率,并加速采用可再生能源,以回应行业及全球市场对绿色制造的更高要求。
根据协议,IFC将向新胜大提供总额 7,000万美元的融资方案,其中包括2,800万美元绿色贷款,用于在吉打州居林建设一座以生物质为能源的热电联产厂,用以供应生产所需的电力与蒸汽。其余资金将投入新建第三条涂布白板纸生产线,投产后新胜大的年产能将新增 30 万吨,总产能将提升至 80 万吨。
该项目不仅能提高新胜大在区域纸业供应链中的竞争力,也将为当地经济带来显著贡献,预计将创造 750个直接就业岗位,并带动约 1,810个间接与相关就业机会,为吉打州社区持续带来更广泛的经济效益和社会效益。
