Requirements:
Strategic Procurement: 战略采购:
1. Develop and implement strategic sourcing plans for raw materials, equipment and services. 制定并实施原材料、设备和服务的战略采购计划。
2. Identify and evaluate potential suppliers to ensure a diverse and reliable supplier base. 确定和评估潜在供应商，确保供应商群体多样化且可靠。
Supplier Management: 供应商管理:
1. Build and maintain strong relationships with suppliers to ensure efficient and timely procurement. 与供应商建立并维护牢固的关系，确保采购高效、及时。
2. Evaluate supplier performance and conduct regular supplier evaluations. 评估供应商绩效，定期进行供应商评估。
negotiation: 谈判:
1. Negotiate terms and conditions with suppliers to achieve favorable agreements in terms of cost, quality and delivery schedule. 与供应商协商条款和条件，以实现在成本、质量和交货进度方面的有利协议。
2. Continuously seek opportunities to reduce costs while ensuring quality is not compromised. 不断寻求降低成本的机会，同时确保质量不受影响。
Purchase order management: 采购订单管理:
1. Prepare, review and process purchase orders in accordance with company policies and procedures. 根据公司政策和程序准备、审查和处理采购订单。
2. Ensure order details are accurate, including specifications, quantities and delivery schedules. 确保订单细节的准确性，包括规格、数量和交货时间表。
Contract management: 合同管理:
1. Draft, review and manage contracts with suppliers to ensure compliance with legal and company standards. 起草、审查并管理与供应商的合同，确保符合法律和公司标准。
2. Monitor and enforce contract terms, including price and delivery commitments. 监控并执行合同条款，包括价格和交货承诺。
cost analysis: 成本分析:
1. Conduct cost analysis and market research to identify cost saving trends and opportunities. 进行成本分析和市场研究，识别成本节约的趋势和机会。
2. Work closely with Finance to ensure budget compliance and cost control. 与财务部门密切合作，确保预算遵守和成本控制。
quality assurance: 质量保证:
1. Work closely with the quality control team to ensure that purchased materials meet required standards. 与质量控制团队紧密合作，确保采购的材料符合所需标准。
2. Resolve supplier-related quality issues promptly. 及时解决与供应商相关的质量问题。
Compliance: 合规性:
1. Ensure compliance with relevant laws, regulations and company policies. 确保遵守相关法律、法规和公司政策。
2. Stay informed of regulatory changes and market conditions affecting procurement. 持续了解影响采购的法规变化和市场条件。
