【泰国一乡一品概念/符策勤】

我们在刚结束的“2019年马来西亚国际清真展”上大力的推介“大马优品：一铺两市三千店——香港是中国的门户”时，遇上了25家来自泰国参展的食品中小企业及泰国中小企业机构的负责人。

25家泰国厂商有一半也就是约13家企业，对“大马优品”的概念特感兴趣，老在追问是否可让他们的“一乡一品”对接，搭上香港的3000间药材店的销售渠道。

泰国 “一乡一品”（OTOP–One Tambon One Product）项目，是用于刺激地方经济的项目。

该项目通过从每个乡镇挑选出一种突出的产品，贴上“OTOP”的标志，以鼓励人们发展地方特产和开拓市场。

OTOP的起源

“OTOP”涵盖广泛，如手工艺品、棉花和丝绸、陶器、时尚饰品、厨房用具和食品等。

OTOP意指“One Town One Product”一乡镇一特产。

构想引自1979年日本的OVOP（One Village One Product）一村一品运动，也就是每个乡镇结合当地特色，发展具有区隔性、历史性、文化性、独特性等特质的手工艺品或食品特产的行业。

OTOP配合知识经济概念为前导，创造高附加价值的新型态，群聚式经济体及扮演着“地方特色及小区小企业辅导计划”的一站式角色。

此概念的辅导进程，从产品、包装、品牌、策略联盟及系统整合营销通路，让地方特色产品营销全国与国际，并且吸引消费者至各个特色产业体验其特色。

“乡巴佬产品变凤凰游走国际间”——曼谷的国际机场，就很明显地有家国家背书标志的OTOP商店展现在国内外的游客眼里。

同时，几乎每个泰国的度假村酒店，都有类似OTOP店的存在，可想而知泰国政府的认真执行及所享有的成果！

2018年，泰国政府计划把中小企业发展超过300万家（大马有90万8000家），贡献占GDP近40%的比率及提供1000万个工作岗位。

泰方政府动用了各种资源，欲创造10万个新产品！

泰国为出口导向经济体，出口占GDP 的65%比率，出口制成品占86%，主要如电子电器、汽车、机器与设备及食品。

主要出口到中国、日本、美国、欧洲、大马、澳洲及新加坡。

食品行业的占比为7.5%，难怪泰国食品产商也积极地参加大马清真食品展！

根据大华银行的报告，泰国中小企业也是区域里最积极投入科技来提升业务的国家。

泰国商务部也与盘谷银行联手开发官方电商平台thaitrade.com，帮助中小企业拓展跨境业务。

在东盟，泰国对科技投入最积极，大马65%、新加坡63%；73% 的泰国中小企业以科技为优先，成为公司最主要投资，高于投资工厂及设备。82%的泰国企业投资软件、科技服务、手机应用程式及数字营销，来提高客户忠诚度及满足市场需求。

商机布局20年

2016年，泰国政府提出“泰国4.0”战略，旨在通过创新和技术手段发展高附加值行业，促进泰国行业转型升级和新经济模式发展，增强国家竞争力。

泰国政府表示，将在未来20年全力推进“泰国4.0”战略，让国家走出“中等收入陷阱”，步入发达国家行列。

泰国未来将发展十大目标行业：5个为加持新技术的泰国已有优势行业——现代汽车制造业、智能电子产业、高端旅游及保健旅游业、农业和生物技术、食品加工业。

另外5个为提供投资新机会的未来行业——机器人制造业、航空业、生物燃料和生物化学、数字经济、全方位医疗行业。

泰国政府大力提倡已享世界盛名的食品工业，从电商平台直接了解供应链与终端客户市场，以及提高食品安全来提升行业的竞争力。

泰国4.0概念带来的数字采购及营销，可减少中间商多层成本重叠的竞争阻力，而且更能掌握材料来源的性价比及食物安全控制的可靠及稳定性。

所以，泰国食品业在这新趋势下，成为一个不可忽视的领域及有能力帮助泰国往高收入冲刺！

MITI minister on working visit to Hong Kong

KUALA LUMPUR (Jan 17): International Trade and Industry Minister (MITI) Datuk Darell Leiking is on a three-day working visit to the Hong Kong Special Administrative Region beginning yesterday to strengthen trade and investment ties.

The minister was invited by The Economic Times to deliver a keynote address as a guest of honour at the third edition of the Asia Business Leadership Conclave (ABLC) which starts today, said the MITI in a statement.

He will also launch the Malaysian Products Corner under the Truly Malaysia Programme (TMP), an initiative resulting from a collaboration between the MH Cross Border Group, the Hong Kong Chinese Pharmacist Association and the Hong Kong Chamber of Commerce and Industry.
