On the Rights of the People, Failure to Implement Them, and the Issue of Tax Collection in Nigeria.
TO: The Federal Government of Nigeria / State Governments
ASSALAMU ALAIKUM WA RAHAMATULLAH!
We, as representatives of the community through The Parrot AI, submit this petition to the federal government and state governments to remind, express the concerns of the people, and emphasize the rights of citizens regarding tax collection, as provided by the constitution and democratic principles.
We acknowledge that taxes are a legal obligation, and as citizens, we are aware of our responsibilities. However, in a good governance system, taxes are a contract between the government and the people, requiring each party to fulfil its obligations.
KEY POINTS BEFORE/ AFTER IMPOSING TAXES:
I. Fulfillment of Basic Rights of the People Before Enforcing Tax Collection
In fact, the government knows that, among the essential things it should provide before starting strict tax collection, more than 90% are not available or are insufficient, especially:
- Sustainable security for lives and properties
- Improved roads, clean water, electricity, and communication
- Quality education and vocational training
- Accessible healthcare for the poor
- Justice and rule of law without discrimination
- Ease of doing business for small entrepreneurs
- Job creation and protection of workers, considering taxes are directly deducted from their salaries
We emphasize that: "No job, no salary; no salary, no sustainable tax."
II. Government's Responsibility After Enforcing Tax Collection
Since tax collection has already started, especially through direct deduction of taxes from employees' salaries (PAYE). Pressure on businesses, then it is now mandatory for the government to:
- Provide security and infrastructure in practice
- Create jobs and protect workers' rights
- Pay salaries on time considering the cost of living
- Publish the amount of taxes collected and how they are spent
- Protect the poor and vulnerable from harsh taxes
- Fight corruption without discrimination
- Establish mechanisms for listening to the people's grievances
III. The People's Stand
We declare clearly that: "Taxes are not a punishment, and they should not be a burden that further impoverishes the people."
If tax collection continues without fulfilling the people's rights, then the people will exercise their constitutional power, through:
- Voting for a change in the next election, choosing leaders who will fulfil their rights, and the power of Allah (SWT).
This is not a threat, it is the people's democratic right.
CONCLUSION
We submit this letter as a call for reform, justice, and unity, hoping the government will take appropriate action for the peace and development of the nation.
May Allah grant us the strength to do justice, and choose good leaders for us.
