INVITATION FOR DISCUSSION, TO RETIRED POLICE OFFICERS UNDER CPS", ISSUES FOR CONSIDERATIONS AND PROPER UNDERSTANDING OF THE EXTREME NEED FOR EXIT OF THE POLICE FROM THE GENOCIDAL CONTRIBUTORY PENSION SCHEME ( CPS):
Nigeria Police Force, Just like it's Counterpart in National Security- the Nigeria Military- is a high-Risk and hazard Prone Security Service and life Sacrificing Job. It is not only expected but necessary and worthy that Retired Police Men should be paid benefits that affords them a living after retiring from putting their life on the line and laying it down for the Security of life of Nigerians, Maintenance and enforcement of Law and order, Collaborating with their Military Counterparts to defend the Nation from external aggression and terrorist attack, defence of the Territorial Boundaries and every other duties they are Charged with inside or outside Nigeria as in various Peace keeping and peace enforcement missions around the world and and international Policing Service. The Nigeria Police Officers do not only totally surrender their lives but their rights and liberties and sometimes even that of the families, in defence of their Fatherland. Their families are often targeted by hoodlums, just to get at their Police parents. Police Officers can be deployed to anywhere even without notice, at the desert, Mountains, Forest and Sea without their consent and consideration. They are deprived from enjoying the privilege of the Civil and Human Rights. They are always subject to deployment 24hrs of the day, all through the year even after completing their routine daily duty Schedules and also Commitment to compulsory duty and can be called up for Service even when on off duty and leave. A Police Officer can be resigned to any duty even after completing his daily duty schedule without entitlement to overtime or extra duty allowance. Infact he is mandated by the Police rules of engagement and Oath of allegiance and Secrecy to sacrifice his Right, Comfort and life, without complain. He is subject to be recalled from leave, for Service during emergency. Why should the government abdicate the exclusive responsibilities of paying Police Pensioners to Businesses enterprises whose core motives is Profit maximization and Cost Minimization. A government that can not fund their Police in Service and retirement has abrogated themselves and a country or State that can do so is described as a failed State. God forbid, Nigeria should not be that.
It is therefore very mischievous, insulting and hypocritical, inhuman and hoodwinking for the enemies of dear nation to concoct, propagate the self serving conspiracy theories and Rhetorics that Nigeria is too poor to pay the Police retirees under the CPS because of the large number of the Police and Secondly that if the Police is pulled out from the CPS, the Scheme will collapse. The begging questions from patroitic Nigerians are "has Nigeria Police been converted to money generating or a Public Financial institution? In whose interest is this conspiracy theories?
"To who much is expected or taken from, much should also be given to. It is therefore an aberation that the Nigerian Goverment and it's Citizenry Should after the sapping use of the Police Officers for 35yrs should turn around to subjugate and abrogate the few surviving Police Veterans to the Whims and Caprices of Business and Commercial enterprises and self motived entrepreneurs, for payment of their retirement benefits. So many thousands of Police Officers have been dieing in action - "paying the supreme price" in the course of their Lawful duties, yearly, most of which are either not reported or underreported. Nigeria Policemen are in all the theatres of operations in partnership with their Military partners and sometimes DSS. They fight same battles and pay same supreme Price, no segregation or discrimination. Disappointingly, at retirement the military are favorably paid under Defined Benefit Scheme (DBS), also subjected to periodic increments by Federal Government while their Counterparts in the Police are sentenced to the genocidal CPS for Instalmental Withdrawals from life, or Instalmental quickening to death, in the hand of selfish Business Enterprises known as PFA . How do you expect the serving members in the Nigeria Police to be patriotic and sacrificing their lives to offer their all, when their seniors who retired after doing so are made a living-dead in the yoke of hunger and starvation?
Even Countries that Nigeria copied the CPS from exempted their Police and their army. Can we claim to be wiser han them for such waiver. If you fail to invest insecurity you are inevitably and tacit and taciturn, investing and promoting insecurity. You cant train and equip and arm the Nigeria Police into a lion and turn around to starve them, while in Service and retirement and not convert them to a devouring monster. Garbage in garbage out.
Atrocities Committed Against The Nigeria Police Retirees Under CPS, by Our leaders in Conspiracy with The Pension Fund Administrators PFA/Business Enterprises, their Stakeholders/entrepreneurs, National Pension Commission ( PENCOM), some other Investors and their Warlords in Powerful Goverment and leadership Positions, Police inclusive. That is why the Rhetorical question "Where are the retirees exiting to?" by some Police Bosses are not only embarrassing but de-psyching.

In comparison to our counterpart and partners in National Security: Police DSP - the 3-Star rank is an equivalent to a military Captain excluded from this cheating CPS:
1. Lump-sum (Gratuity): for the Police DSP is N2.5 and N3 Million SP -Eagle Major equivalent; While that of Army Captain is about N15 Million.
2. Monthly Pension of a police DSP is N30,000, while Army Captain recieves N250,000 Monthly.
What is the offence of Policemen against in Nigerian.

4. DEBARMENT ALLOWANCE: DSP - Nil, Captain - N5Million. ETC.
Some Nigerian are using their Privileged positions in power to cripple the effective performance of the Nigeria Police Force by ensuring that the Men remain in perpetual impoverished, genocidal Service condition, unliveable Salaries and retirement entitlement. The truth is that they wish for the country, the begger status, highly frustrated and image brutalized Nigeria Police that lacks the capacity and integrity to enforce the Law against their greedy, fraudulent and Criminals exploitation of the Common and Public Wealth. That is why they are fabricating dubious and provocative claims and insinuations, Conspiracy theories and Rhetorics, knowing it to be false and deceptive. The insinuations that the large Number of the Nigeria Police is responsible for the Federal Government inability to pay the Nigeria Police Retirees under the Defined Benefit Scheme, in line with the Military, DSS, NIA and what obtains in sane climes, exposes their unwillingness to support effective Security Service delivery in Nigeria. You can't expect a disgusted and hunger strike Police to provide you with effective Service nor do you expect to see competent Nigerians volunteer to serve from the Junior ranks cadre. The Few one you see are Children of powerful Nigerian who are sponsored into the Police ASP ranks as Cadets or through Police University and facilited into Police leadership Position to foster the interest of their godfather or sponsorer. These ones don't carry guns to chase the terrorist and arm Robbers, so it is a big Problem.
The main purpose for the State/country and goverment is Security. In the Social Contract Origin of the State, Country and government, People voluntarily surrendered their Liberty and right to the state/country: to make and enforce Law for their Security. The Police is the first line of security for any State/ Country. Nigeria has been adjudged as being seriously under-Policed, judging from the the Police and the Public Population ratio. Proper Security is a costly Venture and any failure to Finance Security is Financing insecurity.
The most unintelligent, Deceitful Hypocritic, Rhetorical Conspiracy Theories are the reasons propagated to justify and defend the lack of retirement benefits to retired Police Officers who risked their lifes and liberty to serve their beloved Country Nigeria for 35 years, under hazardous Conditions. The insinuations that Nigeria is too poor highly indebted and has no money to pay Police Retirees under the Defined benefits Scheme. Instead the Veteran Retirees are subjugated to the Whims and Calprises of fraudulent business entreprenuoers who parades themselves as Pension Administrators and Pension Commission authorities. They pay themselves huge Salaries, allowances and Commissions and gagantuan retirement benefits while on the other hand conspiring to subjugate the poor retired Police Officers to unliveable and humiliating PALLIATIVES that can not be found in the Financial Vocabulary/ dictionary of any known financial rules and should therefore not be adjudged as retirement Benefits to the Retirees. The acclaimed benefits purportedly paid to Police Retirees Under the Contributory Pension Scheme can not suffice for transport allowance anywhere, to relocate the individual Retired Police Officer, Family and Luggages acquired for 35yrs to their New place of abode.
on the other hand the leaders and stake holders of the Pencom and Pension Administrators claimed that the poor Salary paid to Police Officers are responsible for their low contribution to their individual Retirement Savings Accounts and Finally the low retirement benefits, which actually does not even suffice as palliative. This logic or justification is Inhuman, Primitive, Wicked and illogical and very shameful to bear.
Since they admits the Policemen are poorly paid in Service, it therefore needful for the Federal Government to bear the cost of their retirement benefits under the Define Benefits Scheme as is done to the Army, Navy, Air force, Directorate of Security Service (DSS), Nigeria Intelligence Agency, ETC and the countries where Nigeria copied the scheme.
I support the Police Retirees commitment to honour the dialogue with the IGP, to know his actual intention for the use of hire people to represent the CPS retirees and procuring consent claims of the retirees volution to drop their CPS exit agitations. The dialogue also offer a golden opportunity for the retirees to adequately sensitize the IGP, other Police management team and Serving Police Officers of the necessity and positive impacts of the exit. The exhit was done through the arbitrary act of the National Assembly, without the consent of the retirees whose enlightenment was under the defined benefit Scheme and empowered by the constitution of the Federal Republic of Nigeria.
