HOW TO PERFECT YOUR PROPERTY DOCUMENTS:
Using Lagos as a case study:
1. You will first get an R of O or a letter of allocation.
2. Apply to the governor for a C of O; once granted, you have the strongest statutory right.
3. If you buy a property that has been granted C of O, CofO is not issued twice on same property, it is transfer they will now do to you, by executing a Deed of Assignment and obtain Governor’s Consent; the Governor's consent is the legal statutory document transferring the property to you.
In simple terms: C of O is government‑issued right of occupancy (the “gold standard”);
R of O is initial or customary right, often a precursor;
Deed of Assignment is the conveyance document that moves whichever right you hold to another person, and it only becomes solid once registered with consent.
For any purchase, I will strongly advise you to verify the C of O or at least a properly registered Deed of Assignment with Governor’s Consent. otherwise you risk disputes or revocation.
