Thank you for your comment. An Islamic Caliphate is a government governed completely by the dictates of the al-Quran. A Muslim administration is a government headed by Muslims but politically administered in accordance to the political dictates of the rulers, which may not be in keeping with the Quran, or the teachings of prophet Mohammed (Sallallahu Alaihi Wasallam).
For example, Uthman Dan Fodyo ran an Islamic Caliphate, which is why he refused to attack the Kanem Borno kingdom, after receiving letters from el-Kanemi stating that they were already Muslims. Because they were Muslims, and in Islam, it is forbidden for the Muʾmin to attack other Muʾmin.
In fact, Quran 4:75 even makes it mandatory for Muslims who have the military ability to come to the aid of other Muslims when they are under attack, or are being oppressed and unable to defend themselves.
However, the Ottomans conquered the whole of Arabia, despite the fact that the Arabs were Muʾmin, like them, and that some of them were even Sayyid (descendants of prophet Mohammed (SAW).
There are other things, like Zakat, and other things I would not like to mention here, which the Ottomans were not implementing, but which are necessary in an Islamic Caliphate.
This is the reason why my article referred to the Ottomans as Muslims, but not Islamic. Even modern day Turkey operates a Muslim government that is not Islamic.
