Matters arising from new electricity tarrif in Nigeria

Quite sad (but not surprising) that it's the 'freezer' comment that's totally dominated the headlines from yesterday's Electricity press briefing. There was a lot more that was said, that's useful to know, as background and basis for conversation and debate.

If you want to know what else HM Bayo Adelabu said, I took some notes - the comments below are attributable to him (and to the NERC Vice Chair, who also spoke).

[The important background to all this is that for now it's ONLY Band A consumers who are affected by the 3-fold Tariff Increase rolled out this week. There are 5 Tariff Bands in all, A to E. Band A are the ones guaranteed a minimum of 20 hours of supply per day]

1. Prior to tariff change, the Federal Government was subsidizing 67% of the total cost of generating, transmitting, and distributing electricity in Nigeria.

Nigerian Electricity Regulatory Commission Vice Chair added: If you isolate Generation, that 67% figure rises considerably. For example, in January 2024, the total power generation invoice issued to DisCos was 240 Billion Naira , but the Discos were asked to pay only 24 Billion of this = 10%, which means 90% of the generation cost was being borne by FGN, as a subsidy.

2. Total estimated electricity subsidy cost (on FGN) for 2024, without tariff adjustment: ~2.9 Trillion Naira (~240 Billion per month)

3. Total estimated subsidy cost for 2024, after tariff adjustment: ~1.4 Trillion Naira (~113 Billion per month)

4. The Tariff increase has also been accompanied by a reduction in the number of Band A "feeders" — i.e. feeders guaranteed to supply a minimum of 20 hours per day — across the country. There were previously over 1,000 Band A feeders; now, only 481 are classified as Band A.

5. There are about 12 million electricity "customers" in Nigeria (please try and understand this carefully before jumping to make comments. It doesn't mean 12 million 'people', it means 12m 'meter-able' consumption points, e.g households, businesses, etc).

6. Band A accounts for = 15% of the 12 million electricity customers = approx 1.8m. The remaining >10m customers will continue to enjoy government subsidies on electricity consumption.
(Related to this, I've seen data elsewhere that suggests that 70% of the revenues collected in 2023 came from Band A - worth confirming that figure).

7. Of the 12 million customers, only a little over 5 million are currently metered. Which means a metering gap of over 6 million.

8. The subsidised pricing regime will continue in the short term, with a "transition plan" to attain full "cost-reflective" pricing over the next 3 years.

9. The restricting of the Tariff increase to Band A is meant to serve as a "proof of concept"; i.e. kicking off with a Band that has the "capacity and willingness" to pay for 20 to 24 hours of daily supply.

10. The pricing change will help address some of the liquidity issues in the industry; restore a "line of sight" for recovery of investment, and make it more "bankable".

11. There is a huge infrastructure deficit in the power sector; obsolete equipment at all levels (this is where the Minister cited the example of some equipment still carrying ECN branding; ECN has been defunct for more than 50 years now)—and vandalization of everything from gas pipelines to grid towers etc.

12. If DisCos supply less than 20 hours to Band A consumers, there must be sanctions and consequences. "We will not shy away from our responsibilities..."

(On this note, NERC Vice Chair added that under the old Power Sector Reform Act, the powers of NERC to sanction were limited, and fines for DisCos were outdated (he cited fines as low as N10,000 per day). But with the new Act signed by PBAT—see No. 15 below—NERC now has expanded regulatory and sanctions powers. Vice Chair cited example of 2018 when NERC suspended IBEDC Board, and Board went to Court and got the suspension set aside, vs 2024 when NERC was able to successfully dissolve the Board of KEDC).

13. The new Tariff Regime for Band A means there's now an incentive for DisCos to work to migrate other Bands to Band A, so that they can supply them Band A threshold, and charge Band A tariffs.

14. Energy consumption management by consumers has to become a priority. This is where the 'freezer' example (that has gone viral) was cited. Yeah, def not the best example to use, as we've seen from the distracting fallout, but the larger point about more responsible usage stands.

15. Minister mentioned ongoing efforts to improve electricity supply:

—The new Electricity Act signed by PBAT (which repealed the Electric Power Sector Reform Act of 2005) has now fully decentralised the sector, and empowers subnational governments for regulation and licensing.
—Renewable energy investments, led by REA
—New power plants like recently-completed Zungeru Hydropower (700MW)
—Investments in new lines, new injection substations, new transformers
—Closing the metering gap.
—Communications and advocacy

National Universities Commission (NUC) Acknowledges the Transformation of Niger State University of Education, Minna to Abdulkadir Kure University, Minna.

The National Universities Commission (NUC) officially acknowledges the conversion of Niger State University of Education, Minna, from a specialized institution to a conventional university. This transformation, started with the revalidation of the university by the NUC on September 28, 2023 as the 63rd state-owned university and the 270th university in the Nigerian University System (NUS).

It would also be recalled that Governor Mohammed Umaru Bago who is the visitor to Abdulkadir Kure University on January3, 2024 Inaugurated the Pioneer Governing Council and Management of the new University, with Professor Kuta Yahaya and Prof MA Paiko as pioneer Pro-Chancellor and Vice Chancellor respectively.

The NUC received a communication, Ref. GHNS/S/106, dated December 29, 2023, from the Office of the Executive Governor, notifying the Commission about the renaming of the university after an illustrious son of Niger State, Eñgr Abdulkadir Kure for his impactful contributions to education, healthcare, and infrastructure, including the establishment of Ibrahim Badamasi Babangida University, Lapai.

It is on record that this development was promptly supported by the Niger State House of Assembly through appropriate legislative action and subsequent assent by the Governor. In his response, the Acting Executive Secretary applauded the visionary leadership of Governor Bago especially the huge financial commitment for the take-off of the University and pledged continuous support and assistance to the vision of the Niger State Government for the growth and development of Abdulkadir Kure University, Minna.

To ensure a seamless transition, he further informed the Governor that the notice have been sent to the Joint Admission and Matriculation Board (JAMB), the Tertiary Education Trust Fund (TETFund), and the National Youth Service Corps (NYSC) for further necessary action.

This is a big moment for education in Niger State, in line with the numerous legacy projects championed by Governor Umaru Bago.

Food security: PJS Group Unveils $25 Million Expansion Strategy for 2024 in Niger State, which will include Shea Butter Extraction Factory, Soya/Rice Bran Oils Production.

The Food Security Program of Governor Umaru Bago in Niger State is gaining momentum through several partnerships.

The PJS Group has invested heavily in Niger State, boosting the agricultural sector in various ways. One major initiative is the PJS Agro Farms Ltd, a large-scale rice farm in Swashi village, Borgu LGA, covering 3,000 hectares with a $15 million investment.

Another project is the Kiara Rice Mills Limited in Kpatsuwa village, Mokwa LGA, Africa's largest rice mill with a $30 million investment, producing 350,000 metric tons of rice annually.

The recent partnership between the Niger State Government and Kiara Rice Mills Limited, as reflected in the MOU signed at COP28 in Dubai, solidifies efforts to strengthen the agricultural value chain in the state.

Transforming the rice production sector from subsistence to commercial aligns with the vision of Governor Umaru Bago. The technical partnership, access to funding, and co-investment opportunities outlined in the agreement demonstrate a collective approach to sustainable development and job creation.

The upcoming Pack-it Packaging Limited, with a $5 million investment, is set to produce 30 million agro sacks annually, supporting the agricultural sector in Niger State.

In 2024, the PJS Group plans to invest $25 million in ventures like producing soya and rice bran oils and establishing a shea butter extraction factory.

These plans are purposely meant to expand the products of the group, boost Niger State's economy, and focus on creating jobs, transferring technology, and promoting sustainability, ultimately contributing to the agricultural growth of the state.

PRESIDENT TINUBU TO APC GOVERNORS: LET US WORK FOR THE GOOD OF ALL NIGERIANS

President Bola Tinubu has implored governors elected on the platform of the All Progressives Congress (APC) to design and implement policies that prioritize all Nigerians and to always consider the national interest above political affiliations.

The President, who received members of the Progressive Governors Forum (PGF) at the State House in Abuja, on Friday, said development policies would only find full relevance in people’s lives when there is inclusivity, ownership, and sustainability.

President Tinubu told the governors that one of the biggest challenges the nation faces was divisiveness, but that the governing party must work towards healing and unifying the country by ensuring a collective national vision, and channelling energy and resources into nation-building.

“You can convert people. You can appeal to people to come to your side,’’ he stated.

The President said Nigeria is too blessed with human, natural, and material resources to be struggling with a dearth of quality infrastructure, quality education, and world-class health facilities.

He said the entire financial system of the country would be re-engineered for inclusivity, effectiveness, and efficiency.

“We have no reason to be poor. Looking back on where we are coming from, where we have been, why we are facing infrastructural decay, a lack of quality and comprehensive education, as well as a lack of health facilities. We are not a cursed country, but blessed,’’ the President said.

President Tinubu asked the governors to come up with a framework that will make the implementation of the school-feeding programme more comprehensive and successful across all states of the federation, taking into consideration the peculiarities of each locality, but working towards having all children in school.

“We have children of school age who are out of school. The way to promote education is to get all governors, including the opposition governors, involved in the school-feeding programme. Please, take it seriously.

“We should not measure the children as statistics. We should measure their return to classrooms as our achievement. We should see economic growth in terms of value and empowerment. We should set up a committee to look into the methods. I am ready to invest in school feeding," the President said.

The President said the school-feeding programme would encourage more investments in agriculture, particularly in livestock farming and dairy, adding that the former Kano State Governor and APC Chairman, Dr. Abdullahi Ganduje, had already worked on a proposal that would be shared for input and implementation. President Tinubu equally congratulated the Governor of Borno State, Prof. Babagana Umara Zulum, for restoring irrigation systems that provide water for year-long cultivation of crops.

On security, the President said the deployment of forest guards was being considered, with better training, modern technological gadgets and weapons to strengthen security, and that the solid mineral and marine economic sectors will also be secured by special police.

“We have a big marine economy, and I do not see why we should not have the marine police. We will have the same in solid minerals to keep the scavengers away. I am ready to invest in security. We will buy our own minerals and keep them in reserves, especially gold, which will be effective in our foreign exchange reserve,’’ the President told the governors.

The Governor of Imo State and Chairman of the Progressive Governors Forum, Hope Uzodinma, thanked the President for involving governors in the design and implementation of polices, as well as for intervening with financial support in the states.

“We will continue to support you as your able ambassadors, willing ambassadors, and capable ambassadors,’’ Governor Uzodinma said.
