The Need to Relax Tightened Visa Laws: A West African Perspective on Migration Governance
The tightening of visa laws, particularly by the European Union, has significantly impacted migration patterns in West Africa, especially for young Nigerians and other nationals seeking better opportunities abroad. In 2023, over 60% of Nigerian Schengen visa applications were rejected, with similar trends in Ghana, Senegal, and Côte d'Ivoire, leaving many young professionals, students, and job seekers with few legal options. Economic instability, high youth unemployment, corruption, and inadequate access to quality education at home further fuel the desire for migration. Consequently, many West Africans resort to irregular migration routes, risking their lives in perilous journeys through the Sahara Desert and the Mediterranean Sea. In the first half of 2023, over 1,200 deaths were recorded in the Central Mediterranean alone.
This article argues that relaxing visa restrictions and expanding legal migration pathways, such as work permits, study visas, and youth exchange programmes, would create safer, more regulated mobility, benefiting both West Africa and destination countries. By focusing on Nigeria as a case study, the paper explores the impact of restrictive visa policies and proposes bilateral agreements between the EU and West African nations to facilitate safe migration. The I4Safe Migration Hub a project of Initiatives for Safe Migration and Social Justice, plays a vital role in educating young West Africans about migration laws, legal alternatives, and reducing vulnerability to trafficking and exploitation. This article advocates for a shift towards cooperative frameworks that align with human rights standards, offering practical solutions to mitigate the risks of irregular migration.
