The idea behind the Nigerian Skills Qualifications Framework is to ensure that people are properly skilled and they can be recognised based on their skills regardless of where it is acquired.

25/10/2023

Since the inception of the Nigerian Skills Qualifications Framework in circa 2015, the country has been able to develop Levels 1, 2 and 3 National Occupational Standards (NOS) for most trades. Just a few trades have level 4 standards classified.

In the UK and most European countries where NSQF (NVQF as they call it) is implemented, government makes deliberate effort to ensure the progression of skilled workers from one competence level to higher ones.

In the Renewed Hope Job Creation Programme (RHJCP), there should be a progressive plan for upward movement of persons trained. That is skill growth.

There should be a futuristic plan for the programme to ensure that trainees transit from one skills level to a higher one. This will be a motivation to the trainees and beneficial to the skills economy.

The Renewed Hope Job Creation Programme (RHJCP) should be deliberately planned to train skilled workers, not apprentices.

The National Skills Qualifications Framework as published by NBTE in the Nigerian Skills Qualifications Framework (NSQF) Operational Manual (Jan, 2023) is a system for the development, classification and recognition of skills, knowledge, understanding and competencies acquired by individuals, irrespective of where and how the training or skill was acquired.

Attempts have been made to compare National Education System Equivalent against NSQF Levels as seen in the published image. Credit: NBTE.

Previous skills intervention programmes like the now defunct NPower scheme have been anchored on NSQ Level 1 which is aimed at producing Journey men, Trainee, Assistance or Semi-skilled Workers.

The explanation at inception was for it to be used as an entry point since NSQ is still new to the skills ecosystem of Nigeria. I hope enough publicity has been made and thousands of apprentices have been created. It is time to delve into the main meal, which is the training and Certification of Skilled Workers. That's the need of the industry.

The informal apprenticeship system requires a maximum of 5 - 6 months to train a skilled worker that will be supervised. That's equivalent of Level 2. The Guided Learning Hours in the National Occupational Standards further affirms its possibility.

Let's focus on training highly skilled workers.

Beneficiaries need to me rightly matched to their areas of interest.

During my PhD days, at the intro class, I recall my supervisor mention that the P in PhD can be seen as passion. It is passion that will help you navigate the various setbacks and hurdles that you will find on your way during the journey, he explained. It is passion that will spur you and keep the fire burning.

Same thing is applicable to skills training. Trainees should be matched to trades they are passionate about. It is counter productive to post trainees to areas that do not align with their interest. This is exactly where most trainings start failing before they start.

When this happens, the beneficiaries time has been wasted and will be exchanged with reliance on government stipends.

Few days ago, I mentioned how the skills development program of successive governments have moved from SURE-P to NPower. Yesterday, the news was that the scheme has been renamed to Renewed Hope Job Creation Programme (RHJCP) as disclosed by the National Programme Manager of the N-Power, Akindele Egbuwalo, disclosed this on Monday.

Just like the conditional cash transfer and other schemes aimed at putting money into the pockets of Nigerians, it seems the underlying purpose of the scheme is not to create skills but to put money into the hands of 5 million persons.

Whatever the government chose to do, if it does not satisfy the following requirements, then, we are probably in for another ride as far as skills development is concerned;

1. There should be a skills gap analysis
2. Beneficiaries need to be rightly matched to their areas of interest.
3. The scheme should be deliberately planned to train skilled workers, not apprentices.
4. There should be a progressive plan for upward movement of persons trained.
5. The informal sector needs to be formalised through RPL.
6. Stipends should be dispensed timely.
7. Accredited centres should be engaged only.
8. Ultimately, the process of National Skills Qualifications (NSQ) should be adopted from training to use of Assessors, Internal Verifiers and External Verifiers.

In the coming days, I will make attempt to explain each of the points mentioned above.

Thanks
