PORT HARCOURT CHAMBER OF COMMERCE EXPERTLY DISSECTS RIVERS 2025 BUDGET

Port Harcourt Chamber of Commerce, Industry, Mines & Agriculture, PHCCIMA as a critical business voice and an integral business partner in fostering economic growth and development in Rivers state has expertly dissected the 2025 Rivers State government budget.
In a press release signed by the PHCCIMA President, Dr Chinyere Nwoga, and containing the document dissected by the PHCCIMA Economic Research and General Purpose Committee. Christened the "BUDGET OF INCLUSIVE GROWTH & DEVELOPMENT". PHCCIMA had lauded the Appropriation Bill of 2025, as presented by His Excellency Siminalayi Fubara, GSSR.

It says, "following our promise to analyze the Rivers state budget and share their position, after extensive research and analysis, we came up with this position, as presented below:

"1. BUDGET OVERVIEW:

The 2025 total budget approximates N1.2 trillion, and is affirmed to be N388b higher than the 2024 figure of N800b. However, when adjusted to the average headline inflation of 32.15% recorded in 2024 (according to the NBS), the Net Present Value of the current budget is approximately N1.1trillion.Furthermore, given the FX dependent structure of the economy, the naira depreciated by a conservative 90% Year on Year, from January 2024. This further places the net value of the 2025 budget to about N700b. In simple terms, the RSG had more purchasing power by this time last year. This further illustrates how the fiscal policies at the centre (FG) can impact even the best run States.•With this in mind, and with no certainty that there will be any significant appreciation of the Naira against the Dollar, it may be wise for Government to invest in Capital Assets whose future value may double by 2026. Therefore, the Rivers Government's plan to spend N678b on capital expenditure (roughly 30% over operating expenditure is very commendable, as evidenced by the ratio analysis)
2.SECTORAL ALLOCATIONS OF NOTE

The plan to allocate N31b to Agric and support programmes for youths posits a strategy for genuine empowerment. When this is added to the N15.6b allocated for Social Developments and Investments, it creates ample opportunity for the INCLUSIVE GROWTH. However, it is advisable that the government should create a credible YOUTH and WOMEN DATA BASE needed for articulated disbursements and monitoring. There may need to update or recreate a strategic state-wide enumeration targeted at Rivers State population.Given that the MDG objectives align with this sectoral pursuit, the government could raise at least 50% of the total funds (not less than N20b) from counter-party multilateral funds. To attract investment funds aimed at commerce, the government may also consider allotting a percentage of accrued funds in an INVESTOR GUARANTEE programme. It is noteworthy that the RSG's budget is self-funded primarily through FAAC and IGR, rather than Debt leverage.• The policy to explore counterparty funding with the UBE to support education is smart. However, the chances maybe less than 50%, given the cash crunch and financial reconciliation backlogs.
We commend the earnest pursuit and passage of the Rivers State Electricity Market Bill. However, this requires an articulated PPP model in order to garner the interest of notable investors. PHCCIMA can support this initiative by articulating a Private Sector Expectation.- For the Government to ameliorate their burden in the N98b allocation to the health sector, they may need to recruit consultants to assist the Rivers Teaching Hospital in their internal revenue generation boost, especially the blocking of leakages.

3. SOURCES OF FUNDS & SAVINGS.

The government has posted that the primary sources of funding for the budget are• FAAC••IGR (raised additional N100b)Statutory Allocation• Mineral Funds• VAT•Refunds/Escrow/ECA Indeed, these are commendable. However, there are no BUFFERS to absorb FX risk and ultimately FAAC allocations. As stated earlier, the budget demonstrates financial prudence and less emphasis on bank borrowing.OUR SUGGESTIONS:••••·•••Re-enacting the Rivers State Statutory Savings Account (as proposed) but to ensure the assets do not deplete in value.Eradicate some social taxes on the poor.
Expand the Under-declared and Undeclared Revenue Sources with corporates.

We estimate an additional N100bExpand the upcountry tax collections drive, especially in Lagos and Abuja.RSG should emphasis attracting new investments and unlocking value from existing assets.We believe the RSG can unlock over N500b in trapped or recovered assets.The RSG should continue to pursue clearing the backlog of pension liabilities and consider implementing a revised salary structure to motivate their workforce. This shall not drastically affect the CAPEX/OPEX ratio.With a revised wage structure, the RSG may pursue deepening the skills set and talent pool in government through prioritizing recruitment of specialists into the public sector.In all, it is a well researched and planned budget. Effective Implementation becomes key.

*RSG Appropriation Bill: A Welcome Development Showcasing Fundamental Trajectory For Business Growth - PHCCIMA*

Port Harcourt Chamber of Commerce, Industry, Mines & Agriculture, PHCCIMA has said the Appropriation Bill of the Rivers State Government as just presented by His Excellency Sir Siminalayi Fubara, GSSRS is a welcome development for the business community and the people of Rivers State, as it indicates a fundamental trajectory for business growth.

This was the assertion in a press release made available to the media and signed by the new PHCCIMA President, Dr Chinyere Nwoga, stating that the budgets not only ensures balanced and strategic distribution of resources, but set the economic tone and agenda for the year.

Dr Nwoga noted that the significant allocation to food security, education and health is hugely commendable as they provide the springboard for economic growth.

According to the statement, the Recurrent/Capital expenditure ratio of 44:56% reemphasizes Rivers State's commitment to infrastructural development, which is a fundamental for the growth of businesses. it noted that the budget is usually termed as 'The Moral Document', and as major players in the economy PHCCIMA THINK-TANK will immediately begin to brainstorm on the content of the 2025 budget of Rivers State, and assured that report will be shared with all government agencies, stakeholders, and partners.

In conclusion, the press release states: "It is our hope that implementation would also be robustly carried out as we look forward to a prosperous 2025"

In what has been largely described as a historic and groundbreaking achievement, quintessential trailblazer, author, businesswoman and astute professional, Dr. Chinyere Nwoga broke through the glass ceiling again to emerge as the first female President of Port Harcourt Chamber of Commerce, Industry, Mines and Agriculture, PHCCIMA. Dr Nwoga’s emergence has become part of a growing trend of exceptional women taking on leadership roles to make their mark in the business world.
Dr. Nwoga who has surmounted similar barriers as the only woman to manage a Federal Coastal Fishery Terminal in Nigeria as Managing Director of Taraba Fisheries, and also the first female Vice Chairperson, Chartered Institute of Directors South East/South South Zone, is an astonishing achiever, a consummate administrator, an exceptional organizer and mobilizer, who has gathered over 35 years of cross-industry experience, and career progression that reflects enviable blend of resilience, innovation, and leadership mien.
Dr Nwoga's over two decades journey to the top echelon of the Port Harcourt Chamber of Commerce movement underscores a blend of strategic vision, operational excellence, and a pioneering spirit –and the significant impact she's had in various industries is a pointer to her career trajectory/versatility that has been quite inspiring.
1987 to 1990, she worked as a Radio Presenter on Imo Broadcasting Corporation (IBC) FM, Owerri. and moved to Port Harcourt to begin a part-time engagement with Radio Rivers as presenter of the popular programme, ‘The Masters', a Classical music program.
From 1992 to 1997, she was Manager of Corporate Affairs of a Shipping & Logistics company Revic International Ltd. 1997 also saw her handling the affairs of Fourth Dimension Publishers Enugu, as a copy editor, a regional Representative, and eventually as their International Representative. She took some time off to pursue her academic goals outside the country and came back fully to business in 2003 when she became the Managing Director, Taraba Fisheries, which had a management lease with the Federal Ministry of Agriculture to manage their largest fisheries Coastal Terminal in the country as at then.
In 2009, she founded her Human Capital Development company, Soluzone Ltd, which offers services such as product/service launches, branding/rebranding, corporate literature production, event delivery, and trade missions.
Dr Chinyere Nwoga has served in various strategic positions at the parent body of the chamber movement, National Association of Chambers of Commerce, NACCIMA and impressively at the home front PHCCIMA, leaving little surprises to her steady rise to the zenith as President.

It will be recalled that Dr Chinyere Nwoga who is also an author of many books was elected as President on November 27th 2024 at the PHCCIMA 64th Elective Annual General Meeting (EAGM) held at the Conference Hall of PHCCIMA. She was elected alongside Chief Isaac Wonwu - 1st Deputy President, Engr. Chief Godwin Etim - 2nd Deputy President, Mrs Edughom Hanson - Treasurer, Surveyor Emmanuel Ogbonda – Financial Secretary, ESV Chief Emma Oka – Publicity Secretary and Mrs Florence Nwosibe as Welfare Secretary . The election also witnessed the emergence of Joseph Habila, Monima Ezekiel Daminabo, Oseleye Daniel Ojuka, Vivian Akajiekwu Segun-John and Virgilus Chukwudi Ezugu as elected council members.
The Elective AGM was succeeded by an elaborate and colourful investiture ceremony that witnessed the presence of the Executive Governor of River state, Sir Siminalayi Fubara as Special Guest of hnour on December 12th 2024 at the Golden Tulip Hotel, Stadium Road, Port Harcourt.
Making her welcome speech at the event, Dr Nwoga noted, “While not forgetting that I am the 1st female president of Port Harcourt Chamber of Commerce since its establishment in 1957, I am however, not standing before you today because I am a woman. I stand here today because members of Port Harcourt Chamber have found me worthy to steer the affairs of the chambers.”
According to her, “Port Harcourt Chamber is the second largest Chamber in this country and as a Chamber, our responsibilities are clearly defined, sustain an ecosystem that grows trade partnership & collaboration, ensure government provides the necessary infrastructure that allows ease of doing business, creates access to funding opportunities for businesses, ensure that members align with global best practices, and of course provide access in funding for members”.
The new PHCCIMA helmsman noted that the theme for her administration is “POSITIONING PHCCIMA TO CREATE AND OFFER DIVIDENDS OF MEMBERSHIP AND ENGAGING ALL STAKEHOLDERS TO ACHIEVE ECONOMIC PROGRESS, adding that they intend to achieve this objective via a PHCCIMA BUSINESS COUNCIL, which will serve as a think-tank, with the mandate to providing the private sector positions on emerging issues in real-time, addressing concerns of the business community, sustaining engagement with policy-makers, and analyzing regulatory issues.
Dr Chinyere Nwoga also commended the River State Governor, Sir Siminalayi Fubara for finding time to attend the event, and assured the continuous collaboration of the Chamber with the government to attract investors to the State.

In his remark, the River State Governor, Sir Siminalayi Fubara congratulated the first female President of the Chamber, Dr. Chinyere Nwoga for her record of excellence and performance, urging members to give the Nwoga-led team the maximum support to succeed. The Governor said his administration is willing and ready to work with genuine investors to accelerate economic development of the state.
He noted that the government was creating an enabling environment for businesses to thrive, and encouraged the business community to take advantage of the friendly-policy initiatives of the government and explore the state.
Highlights of the event include induction of the Governor, Sir Siminalayi Fubara as Grand Patron of PHCCIMA, as well as investiture of the first female President, Executive and Council members of PHCCIMA.

Dr Membere- Otaji noted that in recent months most of the negative political news in the country have come from Rivers state which to him is not only bad for business but also distracts real governance and development in the state.
