How to get a Certificate of Occupancy in Nigeria. Step by step. What it costs. Who to contact. No agent needed.

Let me tell you something that will shock you.

The government has the authority to seize any plot of land or property lacking a Certificate of Occupancy at any time — without compensating the owner.

That land you bought. That house you built. Without a C of O — it can be taken from you legally. And you get nothing.

Here is exactly how to protect yourself.

What Is A C of O?

A Certificate of Occupancy is the legal document issued by the state government confirming your right to use and occupy land for 99 years. It is backed by the Land Use Act 1978 which transferred ownership of all land to state governors on behalf of the people.

Without it — your land has no legal identity.

Step 1 — Get A Registered Survey Plan

Hire a licensed surveyor to prepare your survey plan.

Submit it to the Surveyor General’s Office for charting — to confirm your land is free from government acquisition.

This step alone saves you from building on acquired land. Many Nigerians skip it. Most regret it.

Step 2 — Visit The Land Bureau

Visit the State Land Bureau — Alausa in Lagos, Area 11 in Abuja. Collect the application form, fill in your details and attach your required documents.

Required documents across most states:

Registered survey plan. Deed of Assignment or title document. Tax clearance certificate. Passport photographs. Means of identification.

Step 3 — Pay Your Fees

Fees in Lagos range from ₦100,000 to ₦300,000 for residential lands depending on size and location. Additional costs include survey fees and processing fees.

Pay all fees directly into government accounts. Never pay cash to individuals. That is how fake C of O documents are born.

Step 4 — Government Inspection

After document verification the government sends officials to inspect the land — to ensure it is being used for the intended purpose and falls within permissible zones.

Be present during inspection. Keep records of who came and when.

Step 5 — Collect Your C of O

Once approved the Certificate of Occupancy is printed and issued to the landowner. This process can take between three months to two years depending on the state and how efficient their Land Registry is.

Lagos and Abuja have more efficient systems. Follow up regularly. Files go missing when owners are absent.

Why This Changes Everything

A 600 square metre plot without a C of O may sell for ₦3 million. The same plot with a C of O may sell for ₦5 million.

That document does not just protect your land. It multiplies its value.

Most banks and financial institutions require a C of O before accepting your property as collateral for loans.

No C of O. No loan. No leverage. No financial power.

The Warning

Some agents claim they can fast track your C of O. Many are scammers. Always pay fees directly into government accounts.

If anyone asks you to pay cash into a personal account for a C of O — walk away immediately.

Your land is your wealth. Protect it with the document the law recognises.
