The Lagos state Government yesterday launched the Lagos Enterprise GIS Upgrade and the Integrated Land Administration Automation Systems initiated in 2015 with the objective of providing a full digital mapping
platform.

Two (2) Tiguar S-410 UAVs and ancillary equipment by Messrs. Asseco Software Nigeria for the acquisition and update of high resolution aerial photographs (i.e. Orthophoto) and LiDAR photos on the behalf of Lagos State was procured.

ADVANTAGES:
i. The UAVs would offer the unique ability for LASG to capture data, within a convenient time frame.
ii.Due to the unique flight characteristics of UAVs, the imagery is sharper and offers additional unique advantages.
Drones fly very low compared to manned aircraft—400 feet is a typical altitude. This means that the camera captures high ground resolution on the order of two to five centimeters.
iv. because there is a large amount of overlap in the imagery, digital photogrammetric processing results in 3D point clouds of similar resolution.
v.Turnaround time is a few hours, instead of days, weeks, or months in the case of traditional delivery times.

LASG would be able to control the process rather than outsourcing or being stuck with generic imagery that doesn't meet the temporal requirements which will form the new base-map in eGIS and Land Administration and Automation project components.

The Unmanned Aerial Vehicles (UAV) project includes the following:
- 2 Tiguar Unmanned Aerial Vehicles- 22.5kg
- maximum take-off load, payload up to 7kg
- flight endurance 6hr max
- altitude 1500m Above Mean Sea Level AMSL
- 2 High resolution static Cameras by Sony –A7r. 36,4MPx,CMOS
- 2 night vision Infrared cameras and System functionalities by FLIR-TAU2, 640*480PIX, 9Hz, 35mm lens.
- 1 LiDAR + necessary UAV developments by Yellow scan, 10cm accuracy, laser scanner frequency: 40kHz Equipment & Accessories.
- 1 Asseco Ground Control Station (AGCS) including Datalink and ground equipment.
- 1 UAV system Simulator
- Training for 6 Lagos State Govt officers (International and local)

The Lagos State Government will be closing down Yaba and Jibowu/Ogunmorin axis on the 16th and 23rd of November respectively, from 8:00pm to 6:00am the next day for the level Cross construction of the rail tracks.

On the 16th of November the Jibowu axis will be closed down, while the Yaba axis of the rail will be shut down on the 23rd of November.
The routes will be closed at night to ensure smooth and uninterrupted flow of work on the rail tracks.

*Lagos reduces penal fee on planning permit*

In its continuous effort to make Lagos an orderly and environmentally sustainable smart city, the State Government has announced the reduction of the Penal Fee on Planning Permit from 400% to 200% as a post-amnesty enhancement.

The General Manager Lagos State Physical Planning Permit Authority (LASPPPA), Tpl. Funmi Osifuye, in a release issued on Thursday, said Governor Akinwunmi Ambode granted the approval for the reduction covering the period between January – December, 2019 in order to consolidate on the gains of the previous year amnesty period in respect of the grant of Planning Permit.

According to him, under the Lagos State Urban and Regional Planning Law 2010, obtaining Planning Permit is a must for any physical development in the state irrespective of the landowner to ensure that structures are built in the right way and place, as well as to balance development and ensure that such development and growth are environmentally sustainable.

He further disclosed that an applicant is required to pay a Penal Fee for commencing development on site prior to obtaining Planning Permit, adding that the fees are not arbitrary but based on standard rates and vary with the size (volume) of the proposed development.

Tpl. Osifuye also enjoined District Officers to inform all staff of the new development and comply accordingly, while urging members of the public / Developers to reciprocate the kind gesture of the Lagos State Government through voluntary compliance by submitting “AS-Built” Applications for the processing of Planning Permit in their various communities in the State.
