RECENT APPROVAL BY BENUE STATE HOUSE OF ASSEMBLY NOT A FRESH LOAN

…Benue Workers, Retirees, Know Your True Enemies

We read a sponsored online publication aimed at smearing the reputation of Governor Samuel Ortom and the Speaker, Benue State House of Assembly, Rt Hon Titus Uba in which authors of the piece attempted to cast the present administration as one thriving only on loans. While we are not bothered by the jaundiced intent of those behind the article, we find it pertinent to put the records straight for the benefit of Benue people who may be misled by the politically-motivated publication.

Since 2015 when Samuel Ortom became the Governor of Benue State, the only thing critics have desperately tried to use against him is payment of salaries and pensions. But such critics also know that Governor Ortom was not responsible for the recession which Nigeria went into in 2016, making it difficult for 27 states including Benue to pay salaries and pensions.

The Ortom administration, like those of other states, in 2015 applied for the bailout which the Federal Government had resolved to give to states to cushion the adverse effects of the recession and enable them to pay the outstanding salaries and pensions. The Benue State Executive Council sought the approval of the State House of Assembly and applied for N61 billion bailout which would have addressed the backlog of the emoluments. The Federal Ministry of Finance and Central Bank of Nigeria, for whatever reason, approved and released only N28 billion of the bailout, leaving N41 billion pending. Out of the N28 billion that came to the state, N15.5 billion was for the 23 local government areas while N12.5 went to the state for payment of the outstanding emoluments.
Recall that Kogi and some other states later re-validated the 2015 bailout application and were given the balance of the total amount they originally requested.

The Benue State Government also made several efforts to get the N41 billion balance released to it, but such efforts could not yield results as the Federal Government was not forthcoming until recently.

The N41 billion loan facility the Benue State House of Assembly approved a few days ago was therefore only a re-validation of the application for the pending bailout of N41 billion and not a fresh loan approval. Out of the N41 billion, N17 billion will go for payment of the arrears of salaries and pensions at the state level, while N24 billion will go to local governments.
This is an undisputed fact those who authored the online publication don’t want the people to know. Their fear is that once Governor Ortom is able to get the funds and clear the arrears of salaries and pensions, they will no longer have anything to hold as a tool to tarnish his image and that of his administration. They are the real enemies of Benue workers and retirees. As far as their aim of painting the Governor in bad colours is achieved, the interest of the workers and pensioners does not count.

In their desperation, the authors of the same piece have dragged the Speaker of the Benue State House of Assembly, Rt Hon Titus Uba into their campaign of calumny, branding him with all manner of names. The Benue State Assembly is not a Titus Uba house. It is a legislature made up of representatives of all Benue people where other political parties also have members. The recent approval given by the Assembly for the N41 billion bailout request received unanimous support from members of the House. To therefore isolate the Speaker for attacks is not only unfortunate but also smacks of shameful vendetta.
It is politics taken too far.

In the last one year and ten months, the developmental strides by Comr Isaac Terser Agber, the executive chairman logo local government area of Benue State has transformed, infrastructural development, primary healthcare delivery, business, power supply and other sectors in the local government.

Hon Agber has identified security, infrastructure, healthcare, agriculture, business and other key sectors of the economy as strong pillars on which the Logo local government’s economic revolution would stand, many believed it was one of the plausible and chimerical chants sung by politicians, with little or no intention of fulfilling them.

Justifiably, the belief may have held some water because since the advent of Nigeria’s democracy in 1999, some council chairmen have been widely adjudged to have performed poorly, despite uninterruptedly completing their terms of two years in office or four years in office as it was the case before . While some were found to be somewhat power drunk, corrupt and without a strategy of implementation of policies, others chiefly think more about self, family and loyalists than the populace. But in less than two years, Hon Agber, the Nenzev born philanthropist, is already rewriting history, bringing governance and its dividends to the doorsteps of Logo people.

Unlike what was attained in the past, there is an exciting breath of fresh air in various sectors of the local government including healthcare delivery; economy; infrastructural, human capacity, agriculture and rural development and electrification. The chairman has touched virtually almost every nook and cranny in the local government in terms of developmental projects that are visible for ‘any doubting Thomas’ to see.

More so, apart from bringing panache and dignity to governance, Agber through his populist and people-oriented reforms has elevated the face of leadership and redefined politics to be able to make government respond to the yearnings of the suffering masses, which ordinarily should be the penchant of any government in power.

The strategic ex*****on of laudable policies and reforms by Comr Agber is capable of repositioning the local government to a commercial hub of Sankera in a no distance time.

The executive chairman has successfully surmounted challenges of his office in a one year and 10 months by achieving more than expected which calls for the people of logo origin to totally embrace Comr Isaac Terser Agber’s developmental strides to enable them to explore the economic prospects in the area.

The construction of the Ugba International Grains Market with 22 warehouses capacity and 159 double locked up stores capacity, giving the total of 181 stores underscored Agber’s love for the people and goodwill towards their economic prosperity.

As a landmark project, the council chairman is aware of the diverse economic windows the development of the Ugba International Grains Market will create for the people and promote farming activities within and outside the local government.

The benefits of constructing 34 double locked up stores at Ugba International Yams market, Ugba are enormous. The proximity to Ugba town and it's neighboring towns is unique, as more economic windows can be explored in other sectors of the economy.

The past governments never had the vision of iniating the above the mentioned projects for inexplicable reasons. Now, irrespective of the present economic challenges in the country, the council Boss has embarked on the construction of Anyiin Yam market road as well as the electrification of Ugba International Yam market which is at a speedy level with the council Chairman's lodge wearing a new look.

It is worthy to note that, the administration of Hon Isaac Terser Agber has also constructed a 30ft box culvert and a 50m wide road linking both the International Yam market and International Grains market, Ugba while while modern toilet facility is constructed at All Saints Catholic Secondary school, Ugba.

Comr Agber administration has also paid numerous hospital bills for victims of herdsmen attacks at Mchia, Ageraga, Anyigbe, and Anyiin villages all in Mbagber council Ward even as it has sponsored victims of Chembe massacre in Ukembregya/Tswarev council ward and Tse Amuku communal clashes in Yonov council ward for medical treatments.

Despite the dwindling revenue accrual to local governments, Hon Agber administration has made the security of lives and property its top priority. In his efforts to fight insecurity, he has repaired Logo divisional police patrol vehicles to ease accessibility of troubled areas even as he has sponsored the training of 16 police special constabularies at Police training school, Wannune, Tarka Local government area of Benue State.

In his quest to empower people of his local government, Comr Agber administration has partnered with Innoson Vehicle Manufacturing Co. Ltd. (IVM) and sponsored 2 youths of Logo local government area (Thomas Mpuuga Mwerga Achua-Gba and Anzua Shimave Dennis) one each from Ugondo and Gambe-Tiev axis of Logo Local government at the tune of #500,000 and placed them on monthly stipends of #20,000 each to undergo intensive studies and become well polished mechanics.

His administration has also made several interventions aimed at bettering the lives of his people such as facilitation of the distribution of fertilizers to the rural populace in Logo LGA and distribution of covid-19 palliatives which was shared accordingly across party lines.

The people of logo local government should be receptive of the development and enjoy more benefits, since the policies of the Agber led administration are beneficial to the development of the local government and would establish a better foundation for its transformation.

The ex*****on of the legacy projects and commencement of other gigantic projects are purely demonstration of the chairman's doggedness to ensure that all sectors and segments of the council are positively affected by the new economic windows that such development would deliver.

It has become necessary to commend the executive chairman of logo local government, Comr Isaac Terser Agber for fulfilling his campaign promises to the Logo people.

The enduring legacies of Agber had distinguished him amongst his fellow council chairmen across the state as his giant projects delivery would always be testimonial of a good leader.

In time past, the Ugba International Grains Market and the above mentioned projects were usually mentioned in the budget proposals and heard on the news from other local governments but today, they are not only captured in the budget or heard on news stations again, they are visible and useful projects in our dear Logo local government which is Worthy of praising God for giving logo people a leader who knows the yearning aspirations of the inhabitants.

It is indeed worthy to commend his courage, bravery, vision and administrative sagacity and I urge Logo people to rally round the council chairman and encourage him to do more while his tenure lasted and support his ambition of representing the good people of logo local government in the Benue state house of Assembly Makurdi come 2023 as such rare specie of a leader is not easy to come by.

The constructon of modern toilet facility at Primary Health care, Ayilamo, Tombo Council Ward, the construction of a 50 beds capacity Comprehensive Health Care facility at Diba, Nenzev council ward to ensure prompt access to medical facilities and services by the habitants of the community, the ongoing road construction linking Anyiin Yam market in Mbagber council Ward, installation of a 500KVA transformer at Gondozua community in Mbadyul council ward and other projects cutting across the local government had finally silenced the chairman's critics who accused him of concentrating development efforts only in Ugba town which is the headquarters of logo local government.

It's worthy to thank the council Boss for his understanding and wisdom which has greatly paid off, as most of those criticisms were meant to divert his attention but he ignored them to prove he is wiser and politically matured.

It's against this backdrop of a careful critical assessment of the projects executed across logo local government by the Agber's administration that, it has become necessary for the people of the local government to continue to support him to enable him actualize his ambition of representing logo state constituency in the Benue state house of Assembly Makurdi come 2023.

One of the most prolific Tiv traditional oral poets of all time remains, perhaps, Obadiah Kenhemen Orkor.

Orkor, who hails from Mbayengeijir, in Wukari local government area of Taraba State has maintained that he does not know his exact date of birth but that he was born around 1957.

His secular artistic career spanned close to three decades, from 1970 when he came to limelight to 1997, when he converted to Pentecostal Christianity.

Thereafter, he has been as prolific in churning out sacred songs and music, close to as much as when he performed in the secular arena.

He remains one of the few artistes that have made outstanding marks both in secular and sacred songs and music.

Two days ago, he called me to debunk the rumor that he was dead.

He told me that he currently has health challenges including waist pain arising from a diseased prostrate which has compelled him to be undergoing treatment in and out of the Benue State University Teaching Hospital, in Makurdi.

But that he has not died.

I had the privilege of an extensive formal and recorded interview with him at Jootar in Ukum local government area where he pastors Abundant Life Church, on 25th August, 2011.

Ten years later, I updated the interview when we met in Makurdi on December 22nd, 2021.

He reiterated to me on phone yesterday that his last wish is a quick burial after his demise.

"I don't want people to hear that I had died, I want them to be informed that I died and was buried because I should be laid to rest immediately after death," he insisted.

Orkor who told me that he was discipled for three years after his conversion, revealed that he has read the Bible from Genesis to revelation several times.

Indeed, he remains a fanatical adherent to what the Bible says, as literal as it is practicable.

One dramatic example is his separation from the many wives he had married and had several children with, and reunion with his first wife who had separated from him and had 10 children for another man.

Details of that strange development shall be reported in the full interview another day.

The artiste maintained that Christians should be guided on death and burial from the Acts of the Apostles as found in the Bible, especially, as reflected in the quick burial of Ananias and Saphira.

In our telephone conversation last night, Orkor reiterated his directive to his children on his death and funeral which he explained in the updated interview.

"I have told my children that I want my death to glorify God. When a father or parent dies, the house is usually crowded with people in the name of giving them the last respects. In my case I don't want the respect for myself, but my death should rather glorify God."

"God planned that when someone dies, he should be buried immediately. The very day I die and they confirm that I am dead, there is no other program after that. They should take my body to where I'll be buried."

"If God gives us the grace to return to our place in Taraba, thy should take me back home and bury. But even now that we are yet to return, we have an old place which our Mbayenge kinsmen met and mapped out and gave to us, our great grand father had settled there. They should dig a grave there immediately. Even my casket, they themselves can construct. That's to say they shouldn't go looking for luxuries. If they join one wood with another, a casket has been formed already, they should lay me in it and put in a simple grave."

"I don't want a wake keep, I don't want any embalming injection, I don't want to be kept in the mortuary. Once I die, I should be buried. After burying me, they should carry my phone, I have already told my son, Myom, that he should remove my SIM card and give to this one, he should give my phone to my eldest child."

"After burying me, that is when they'll start picking the names of my friends from the phone and SIM and informing them that 'we are sorry to inform you that our father is no more alive but we have buried him. He had instructed us that if he dies, he shouldn't be embalmed, so we have done as he said, we buried him.' That is what I have told them."

"It is not natural, keeping dead bodies, embalming is also not natural. Moreso that during the wake and on the day of burial things happen that in our entire existence, that is what hurts God the most. What I am saying is not a joke, in this our part of the world, what hurts God most is our burial rites."

"On the day of burial, even Christians drink alcohol, commit fornication and adultery, and there is general lawfulness. It might even be a Bishop that will die, they must drink alcohol there, and they must fornicate, commit adultery, excrete indiscriminately. No matter what kind of Bishop, these things must happen, and because of this, your death hurts God. So as for me, let my death glorify God. Once I die, I should be buried quickly so that people do not have opportunity to commit indignities that will disrespect God, there."

The Senior legislative Aide to the Honourable member representing the good people Katsina Ala/Ukum/Logo (Sankera) at the national Assembly Honourable Comrade Richard Gbande PhD describes Dr Clement Mnenga Orgem who is also a university Don at the prestigious college of Veterinary medicine, Joseph Saawuan Tarkaa University Makurdi, as a great man with a golden heart and leadership skills whose footprints can evidently be seen and testified by everyone that has contact with him.

He says Dr. Clement Mnenga Orgem philanthropist services has no boundary as he treats everyone equal without considering ones status, where he or she comes from and family background.

He says Dr Clement Orgem has been his pillar of support right from their IJMBE days to Ahmadu Bello University Zaria till the present time and he has seen the definition of a true brother in him.

He appreciates his efforts, support and kind gestures and brotherly advise saying he owes him alot.

He prays to God Almighty to continue to keep His anointed hands on him for More blessings, protection and more fruitful years to see the harvest of the seeds he has planted.
