Committee mandated by the United Nations General Assembly in order to promote the rights of the Palestinian people, support the peace process and to mobilize assistance to the Palestinian people.

I want to salute this Committee for its work. At its essence, the exercise of the inalienable rights of the Palestinian people is about the right of Palestinians to simply live as human beings in their own land.

We have seen the realization of those rights steadily slip farther out of reach. We have seen a chilling, systematic dehumanization and demonization of an entire people. Of course, nothing justifies the horrific Hamas attacks of 7 October 2023. And nothing justifies what we have seen unfold in Gaza over the last many months.

We all know too well the catalogue of destruction and unspeakable horrors. The nearly 50,000 people — 70 per cent of them women and children — who have been reported killed.

Now, I call on Member States, donors, and the international community to fully fund humanitarian operations and meet urgent needs. And I once again urge Member States to support the essential work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

My Office had also submitted applications for warrants of arrest for Mr Yahya Sinwar, then Head of Hamas in the Gaza Strip, and Mr Ismail Haniyeh, former Head of the Hamas Political Bureau, but later withdrew them following evidence confirming their deaths.

Dear friends of Justice International Criminal Court everywhere in the world.

Today, we joins the world in marking Human Rights Day, which commemorate from adoption by United Nations on 10 December 1948.

Everyone should be treated with respect and everyone should be held accountable for held accountable for their actions. Now that we are facing real challenges that befall the world, I think we have to prove our relevance.

The preamble of the Universal Declaration of Human Rights begins with a profound statement: that recognizing the dignity and equal rights of all humans "is the foundation of freedom, justice and peace in the world"

These words resonate as strongly today as they did 76 years ago, when declaration of Human Rights was adopted by United Nations General Assembly. There can be no justice without respect for Human Rights and conversely, justice is essential to the protection of Human Rights.

The universal declaration further recalls that "disregard and contempt for human rights have results in barbarous act which have outraged the conscience of humankind. The Law in Action for all not words for those in need, the tears are real and the anger is real. Those experience deep heartbreak and many who believe that the institithat were created had failure because they saw the structure of this structure they believed some of them believed in this extraordinary action creation.

The United Nations believe the aspiration of an International Criminal Court that will come true, the crimes addressed by the ICC namely genocide, crimes against humanity, war crimes and crimes of aggression. are examples of just such acts. The essence of the ICC's mandate is to ensure that such heinous crimes do not go unpunished, "Nullum crimen sine lege, Nulla poena sine lege" and that remember victims can receive redress for the harm they have suffered.

To ensure equal protection for people everywhere, more States should join the ICC's Rome Statutes. To deter atrocities. To protect one's own and other citizens from crimes. And to give hope victims everywhere in the world that a path to justice does exist.

Closing statements in the Yekatom and Ngaïssona trial to take place on 9-12 December 2024: Practical information.

The closing statements in the case The Prosecutor v.Alfred Yekatom and Patrice-Edouard Ngaïssona at the seat of the International Criminal Court ("ICC" or "Court") in The Hague, the Netherlands, they accused of war crimes and crimes against humanity allegedly commitiin the Central African Republic (CAR).

Statements will be made by the Office of the Prosecutor, the Legal Representative of Victims, and the Defence. These statements may be followed by question from the Chamber. Subsequent to the closing statements, the judges will commence their deliberations and the judgement will be pronounced in due course.

Trial chamber V is composed of the Judge Bertram Schmitt (Presiding judge), Judge Péter Kovács, Judge Chang-ho Chung and Judge Beti Hohler (Alternate Judge)

Background: The trial opened on 16 February 2021 before Trial Chamber V. The prosecution called 75 witnesses to testify. The Legal Representative of Victims also called three witness to testify. The Defence teams for both accused called a total of 19 witnesses. On 27 and 28 August 2024, the presentation of evidence of the Defence ended with an unsworn statemiof Mr. Ngaïssona. Prior to the holding of closing statements, the parties have also field their closing briefs.

The Judges of the International Criminal Court (ICC) adopted an amendment to regulation 52 and 53 of the Regulation of the Court, which enters into force today. The amendment concern the presentation of the document containing the charges and the decision of the Pre-Trial Chamber to confirm or decline charges.

Regulations 52 and 53 of the Regulation of the Court, as amended, provide clear direction on how the charges need to be presented by the Office of the Prosecutor and in the decision of the Pre-trial Chamber. The confirmation of the charges decision is a pivotal document of the conduct of the trial and defines its scope. By harmonising the presentation of key pre-trial and trial document, the Judges enhance the efficiency and transparency of the confirmation of charges procedure and ensuring trial proceedings.

The amendment reflect best practices as applied consistently by the Pre-Trial Chamber since 2019. The practice had previously been set forth in the "Chamber Practice Manual" and aligns with the objectives of recommendation 193 and 194 of the Report of the Independent Expert Review conducted in 2020. The amendment is part of the judges' efforts to continuously improve the procedures of the Court and codify best practices as appropriate. Prior to its approval by the plenary of judges, the amendment proposal was placed before the Court's Advisory Committee on Legal Texts, which consists of three counsel included in the Court's list of counsel.

The amendment to the Regulation of the Court will be circulated to States Parties for commencements, Pursuant to article 52(3) of the Rome Statue, if within six months from circulation, there are no objections from a majority of the States Parties, the amendments shall remain in force.
