Met enorme trots mogen wij delen dat De Ruyter Training & Consultancy (DRTC) gisteren als eerste maritiem trainingscentrum van Nederland volledig is geaudit én erkend als maritiem trainingsinstituut binnen de nieuwe landelijke erkenningssystematiek voor maritieme trainingsinstituten van de Inspectie Leefomgeving en Transport (ILT).

Een historische mijlpaal. Niet alleen voor DRTC, maar voor de verdere professionalisering van maritieme training in Nederland.

Sinds 1 juli 2025 geldt binnen de nieuwe Regeling bemanning zeeschepen dat een maritieme opleiding of training pas erkend kan worden nadat ook het trainingsinstituut zelf door de Minister/ILT is erkend. Voor deze nieuwe systematiek geldt een overgangsperiode tot 1 juli 2026.

Na een uitgebreide en grondige audit heeft ILT besloten over te gaan tot erkenning van DRTC als erkend maritiem trainingsinstituut voor de komende vijf jaar.

Waar voorheen voornamelijk de STCW-trainingen zelf werden beoordeeld, kijkt ILT nu naar de volledige kwaliteitsborging van het trainingsinstituut als organisatie. De audit richt zich daarbij op de complete governance, compliance en kwaliteitsstructuur achter maritieme opleidingen en trainingen.

Tijdens deze audit is DRTC onder andere beoordeeld op:

• deelnemersinschrijving en registratiesystemen
• competentie- en certificaatregisters
• competentiemanagement van docenten en instructeurs
• kwaliteitsmanagement van trainingen
• kwaliteitsmanagement van lesmiddelen en faciliteiten
• examenprocedures en examenreglementen
• borging van assessments en examinering
• AVG- en privacybeleid
• digitale leeromgevingen, LMS en e-learningprocessen
• certificaatbeheer en traceability
• documentatie en audittrail
• management- en kwaliteitssystemen
• continue verbetering en interne kwaliteitsborging
• compliance met STCW-regelgeving en Europese richtlijnen

Daarnaast moet een erkend trainingsinstituut aantoonbaar voldoen aan ISO 9001 of een gelijkwaardig kwaliteitssysteem en aan de eisen uit artikel 11 van EU Richtlijn 2022/993 inzake kwaliteitsnormen voor maritieme opleidingen en trainingen.

Deze erkenning bevestigt dat DRTC voldoet aan de hoogste eisen op het gebied van kwaliteit, compliance, examinering, registratie, organisatie en maritieme opleidingsborging.

C188: What the Maritime Labour Convention Means for Fishing Vessels
In today’s post of our July series on the Seafarers Act, we’re highlighting what the C188 Maritime Labour Convention means for vessels in the fishing sector — and when a formal C188 certificate is required.

C188 applies to all seagoing fishing vessels
That means all vessels, regardless of size or duration at sea, must meet C188 working and living standards. This includes:

Valid medicals for all crew
Minimum age and rest hours
A proper crew list
Responsibilities for both skipper and shipowner

But in some cases, an official C188 certificate is also required.

A C188 certificate (Fishing Labour Certificate) is mandatory if the vessel:
Stays at sea for more than 3 consecutive days, and
Is 24 meters or longer, or
Sails more than 200 nautical miles from the Dutch baseline (low tide)

In those cases, the vessel must carry:
A valid C188 certificate
A Declaration of Maritime Labour Compliance (DMLC)
Be subject to inspection and renewal by ILT

Skippers remain responsible for day-to-day compliance, but shipowners are accountable for conditions, contracts, wages, and insurance.

Room for Innovation: The New Experimental Clause
In today’s post, we’re highlighting one of the most future-oriented elements in the new Dutch crewing legislation: the formal introduction of “experimenteerbepaling” — a legal framework that allows temporary deviations for the sake of innovation.

Why was this introduced?
The maritime industry requested more flexibility to trial new technologies, alternative crewing models, and non-standard qualifications. The new regulation now makes this possible — under strict conditions and oversight. Companies can now apply to temporarily deviate from certain crewing rules as part of approved experiments with new technology. For example, a trial of (semi-)autonomous ship systems or novel watchkeeping arrangements could be conducted under official supervision. This experimental framework lets the industry explore cutting-edge ideas safely and legally. Insights gained from these trials can inform future regulations, ensuring the law evolves with technological progress.

What can be tested?
Deviation from the official manning certificate
Temporary changes to required seafarer qualifications
Use of experimental or alternative CoCs onboard specific ships

Who is this for?
Primarily for Dutch shipbuilders and maritime innovators who want to test:
New vessel types
(semi-)autonomous ship systems
Advanced crewing concepts
Emerging technologies that challenge the current legal structure

How long does it last?
Initial permission: up to 3 years
Optional extension for another 3 years

Important to know:
Any such exemption must be:
Requested with a clear link to technological innovation
Reviewed and approved by the Inspectorate for the Environment and Transport (ILT)
Coordinated with seafarer unions, ship managers, and other stakeholders

This clause ensures that innovation can happen within a controlled, legal framework — without waiting years for legislative reform.

Farewell to the “Aannemersmateriaal” Certificate
In this post we’re addressing a quiet change with long-term clarity: the certificate for “aannemersmateriaal” is being phased out.

This was a rarely used CoC variant for shore-based maritime contractors working in logistics, stowage, or cargo operations.

What’s changing?
You can no longer apply for this CoC (neither by diploma nor by experience)
No new “aannemersmateriaal” CoCs will be issued
Those who already have it may continue to renew it under normal rules (as long as requirements are met)

Why this matters:
One less outdated certificate to manage
More clarity and alignment with STCW functions
Stronger focus on shipboard and internationally valid CoCs

From the Navy to the Merchant Fleet: Now Seamlessly Aligned
In today’s post, we’re highlighting how military sea service now transfers more smoothly to merchant shipping careers.

If you’ve served as a:
Watchkeeping Officer
Navigation Officer
Commander on a naval vessel >500 GT

you can now use that experience directly for your certificate of competency (CoC) in merchant shipping, fisheries, or dredging.

The new regulation makes this possible by:
Recognising navy sea service as equivalent to merchant service
Allowing CoC holders to maintain their license while actively serving in the navy
Requiring only 3 months of additional sea service in the intended sector (e.g. merchant, fishery, or dredging) to upgrade a CoC (such as from First Officer to Master)

That last point is key:
Even if your experience is recognised, you still need 3 months of sea service in the relevant civilian sector before your upgrade becomes valid.

Example: Someone working as Officer of the Watch in the Royal Netherlands Navy can retain their merchant CoC and qualify for promotion — provided they complete 3 months of sailing in the commercial sector related to their intended upgrade.

In today’s post, we’re highlighting a long-standing source of confusion that has been resolved by the new Dutch maritime legislation: the limitation “Op reizen nabij de internationale kust” (Voyages near the international coast) has officially been removed.

Here’s why that matters:

What was the issue?
It could lead to believing this limitation allowed international sea voyages — it didn’t.
The Netherlands cannot determine what is allowed in the coastal waters of other countries.
This created confusion and operational restrictions.

What changes now?
The term “near the international coast” is no longer used in Dutch CoCs.
Instead, the law distinguishes between:
The territorial sea (up to 12 NM from shore)
The contiguous zone (up to 24 NM)
And the Exclusive Economic Zone (EEZ)

What if you sail in foreign coastal waters?
That depends on bilateral agreements.
Currently, the Netherlands has such agreements with Germany and Belgium, meaning mutual recognition of sailing rights in restricted zones.
For other countries: always check with the local maritime authority.

Extra note for Masters & Chief Engineers:
If you're applying for a new CoC with an EEZ limitation (for these senior roles), you’ll now need to present a supplementary certificate:
“Aanvulling-N” for Masters
“Aanvulling-W” for Chief Engineers

Already have such a CoC?
Good news — you keep your qualification. No additional certificate required.
