Rolleston Town Centre is entering its next chapter.

Recent announcements about the next stage of development, including new commercial buildings and the long-planned town square, are a reminder that successful town centres are never delivered in a single project. They evolve over time.

Rolleston is now New Zealand's fastest-growing town, with rapid population growth, so it's encouraging to see the town centre continuing to develop in a deliberate and staged way, with civic spaces, amenities and commercial development growing with the community they serve.

RMA reform - resource consent changes from 30 October 2026.

New Zealand’s resource management system is changing in stages. The Resource Management Act 1991 (RMA) will continue to govern most everyday consenting and enforcement during the transition, however targeted amendments will take effect from 30 October, changing how certain consent applications are assessed.

How long should your resource consent take?
Under the RMA, councils have statutory timeframes to decide applications:
• Non-notified: 20 working days (50 if a hearing is held)
• Limited notified: up to 100 working days if a hearing is held
• Publicly notified: up to 130 working days if a hearing is held (roughly six months)
But "working days" isn't as simple as it sounds. Weekends, public holidays, the Christmas shutdown, further information requests and time extensions can all pause or stretch the clock.

𝗔 𝗺𝗮𝗷𝗼𝗿 𝗺𝗶𝗹𝗲𝘀𝘁𝗼𝗻𝗲 𝗳𝗼𝗿 𝘄𝗮𝘁𝗲𝗿 𝘀𝘁𝗼𝗿𝗮𝗴𝗲 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗶𝗻 𝗶𝗻𝗹𝗮𝗻𝗱 𝗖𝗮𝗻𝘁𝗲𝗿𝗯𝘂𝗿𝘆.
Construction has officially commenced on the Wrights Road Storage Ponds, a $60 million project that will provide 8.2 million cubic metres of water storage for Burnt Hill Storage Limited (BHSL) shareholders.

More than just a storage project, the ponds will strengthen resilience against drought and climate change, improve water security, and support efficient water use during the irrigation season.

Inovo is supporting BHSL through project delivery, with our Project Management team working meticulously through the pre-construction resource consent conditions, then on through the construction and completion process.

Our Project Planning and Controls team is working on the construction schedule and monitoring, while the Survey team are undertaking monthly drone monitoring surveys.

After years of planning and preparation, it's exciting to see this important infrastructure project now underway.

🚆 The opening of the new Takaanini Station pedestrian bridge over the weekend marks an important milestone for the Auckland Transport Level Crossing Removals Programme, with all pedestrian rail level crossings on the Eastern Line and Southern Line north of Papakura now removed.

To prepare for the City Rail Link, and to increase pedestrian safety, 16 rail level crossings have been closed or replaced during the past decade.
Inovo’s project planning and controls team have worked on the replacement pedestrian bridges at Te Mahia, Glen Innes and Takaanini, as well as the earlier Homai Station project.

Delivering major construction within a busy, live rail corridor requires precise planning and close coordination. Our work included masterplanning, developing detailed hour-by-hour 4D construction programmes, identifying and managing programme risks, and establishing T-minus approval frameworks to ensure critical decisions, dependencies and readiness activities were established and completed.

This level of planning gave the wider project team clear visibility of what needed to happen, and when helping make the best use of limited access windows and supporting safe, coordinated delivery.

These pedestrian bridges are the start of a much wider programme of work to remove or replace all rail level crossings in Auckland over the next 10 to 30 years., to allow for more trains to run, significantly improving safety and reduce delays for people crossing the rail network.

We’re proud to be supporting Auckland Transport on this important programme and look forward to continuing our work together.

𝗦𝗼𝗺𝗲 𝗼𝗳 𝘁𝗵𝗲 𝗺𝗼𝘀𝘁 𝗰𝗼𝗺𝗽𝗹𝗲𝘅 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀 𝗮𝗿𝗲 𝗻𝗼𝘁 𝘁𝗵𝗲 𝗯𝗶𝗴𝗴𝗲𝘀𝘁 𝗽𝗿𝗼𝗷𝗲𝗰𝘁𝘀.
They are the ones that need to be delivered while people keep working, learning, travelling, receiving care or using the facility around the works.

Live-environment projects require a different level of planning: staging, access, safety, communications, decanting, services continuity and stakeholder coordination all need to be built into the programme early.

Whether it is a hospital, school, airport, office or community facility, the challenge is the same: delivering the project while protecting day-to-day operations.

We’ve experienced this first-hand with a number of projects, including the Trimble Inc. Office Renewal in Christchurch where a staged delivery approach enabled the office to remain fully operational throughout construction. Inovo planned and managed multiple staff relocations, coordinating programme, IT services, and suppliers to ensure moves were seamless, sensitive documentation was handled securely, and disruption to staff was minimised.
