Resilience is often talked about at a policy or design level.

But on the ground, resilience is also a delivery issue. It means understanding the condition and constraints of existing assets, planning work around communities and operational requirements, managing consent and stakeholder interfaces, and keeping programmes moving even when conditions are complex.

For councils and infrastructure owners, the challenge is not just identifying what needs to be strengthened. It is setting up the right project structure, risk management, controls and delivery strategy to produce enduring outcomes that support all stakeholders involved.

We're continuing to work with West Coast Regional Council on their climate resilience and flood protection programme of works, where our project managers are planning and implementating resilience infrastructure projects in key locations including Franz Josef, Hokitika and Greymouth.

Readiness needs to be considered from the beginning โ€” alongside staging, commissioning, staff workflows, clinical services, stakeholder communication and programme risk.

On complex projects, a smooth transition is rarely accidental. It comes from early planning, clear responsibilities, disciplined coordination and a shared understanding of what โ€œreadyโ€ really means.

We saw this firsthand with the project support we provided to the recent Taranaki Base Hospital East Wing building - part of our wider work on Project Maunga.

We created a clinical commissioning programme with a wide range of client stakeholders, including extensive interfaces with the main contractor works. We worked with internal user groups and stakeholders that needed to be explicitly consulted and engaged through the construction process, and particularly through clinical commissioning.

๐ŸŒŸ The exciting work continues on the ๐—ฆ๐—ป๐—ผ๐˜„๐˜† ๐—ฅ๐—ถ๐˜ƒ๐—ฒ๐—ฟ ๐—š๐—ผ๐—น๐—ฑ ๐— ๐—ถ๐—ป๐—ฒ, located on the West Coast of the South Island.

Weโ€™re celebrating a year working with the Endura team โ€“ redeveloping the historic source of gold (the โ€˜Birthday Reefโ€™) for targeted production of 50,000 - 60,000 ounces of gold per year over 10 years. Already providing significant investment into the region, when its up and running, the mine is expected to employ over 250 people.

Our work includes integrated schedule development and review, procurement, cost management, document control and reporting. We are leading the logistics package, which involves coordinating the collection, transporting, and delivery to site of over 100 equipment consignments from over seven different countries.

Weโ€™re supporting Endura to develop a minerโ€™s village in Reefton and to prepare for the necessary roading upgrades that will be needed around the mine site. Electrical upgrades have been needed to supply the power that the mine will need to operate and the processing plant is being developed from scratch.

With so many complex and integrated details needed to ensure the mineโ€™s successful operation, weโ€™ve been drawing on expertise right across our wider Inovo team.

Snowy River is an underground mine with a small surface footprint.

The twin-decline tunnels extend about 3.2 kilometres laterally to intersect the Birthday Reef ore body at depth of ~900 metres below surface - underneath the old historic Blackwater workings.

Endura have committed to high standards of environmental stewardship โ€“ including increased ground stabilisation around the perimeter of the site and water monitoring both upstream and downstream, with a water treatment wetland on site.

Thinking about developing, subdividing or changing how a property is used?

A good place to start is almost always the District Plan.
Every council presents its planning information a little differently, but the core questions are usually the same:
๐Ÿค” What is the site zoned for?
โš ๏ธ Are there overlays or hazards?
๐Ÿ“What are the height, setback, density or site coverage rules?
๐Ÿšซ Is the activity permitted, or will resource consent be needed?
๐ŸชAre there subdivision, access, earthworks or infrastructure requirements to consider?

These early checks can make a big difference. Two sites that look similar on paper can have very different development pathways once zoning, overlays and site-specific rules are considered.
