Upcoming WHO Pandemic Regulations amendments and a new Pandemic Agreement would significantly expand the WHO’s authority over national health responses, shifting it from an advisory body to a decision-making and coordinating authority.

New Zealand has until 19 March 2026 to reject the amended International Health Regulations (IHR); otherwise, the amendments will take effect automatically. A further decision on the Pandemic Agreement is expected in May 2026.

The proposed changes would introduce expanded surveillance, digital health standards, border controls, data-sharing obligations, financing commitments, and mechanisms to counter “mis- and disinformation,” potentially affecting national sovereignty.

In addition, the Pathogen Access & Benefit-Sharing (PABS) Schedule, including sharing pathogen samples internationally and allocating a portion of vaccine and medical production to WHO control during declared emergencies.

These agreements would reduce parliamentary oversight and public debate in New Zealand, particularly given WHO funding from private foundations and pharmaceutical interests.

The Accountant’s Report.

We have audited the balance sheet and here is our
report:

The cash is overstated, the cashier being short;

The customers’ receivables are very much past due,
If there are any good ones there are very, very few;

The inventories are out of date and practically junk,
And the method of their pricing is very largely bunk;

According to our figures the enterprise is wrecked….
But subject to these comments, the balance sheet’s
correct.
