You should begin developing your Maritime Transport Operator Plan (MTOP) well before applying for your Maritime Transport Operator Certificate (MTOC). You should aim to have your documentation completed and submitted to Maritime New Zealand (MNZ) three months before the expiry date on your current Safe Ship Management (SSM) certificate. MNZ will accept applications from 1 April 2014. If your opera

tion has more than one vessel, you must complete the transition into MOSS on the day your first SSM certificate expires. You may choose to obtain an MTOC for each part of your operation (for example, different regions), or you may have one MTOC for the entire operation. Your vessel(s) certification issued by an SSM surveyor (commonly called a ‘Fit for Purpose’ certificate) will be treated as a Certificate of Survey under MOSS until the day it expires, or the day its out-of-water inspection is due, whichever comes first after 1 July 2014. On 1 July 2014, SSM companies will cease to have a statutory role under the maritime rules. This is where we come in..........

It's been a wild old day today. When there's more sea than sky at the Hole o Row at Skaill you know its been a good one! There were some really cracking waves coming in, proper heavy lumps of sea. These cliffs rise to about 50 metres, loved watching the ever changing waves as the tide dropped. Grey flat light but kinda suited the scene with the spray flattening and softening the scene even further.

Charter boat operations:
Navigating the various Covid-19 Levels

Following the Prime Ministers announcement earlier this week regarding the in principle intent to move down to level 3.2 next Tuesday night, we have received the following information about what this means for charter boat operations. Advice from Ministry of Transport is as follows:

“In step 2 of AL3, people are permitted to access businesses or services (listed in Schedule 2 of the order) operating in connection with relevant conditions. Where a business or service is not specifically listed in items 1–23 of Schedule 2 of the Order, it can operate in compliance with the additional conditions referred to in item 24 - “All other businesses and services”.
Businesses and services operating in accordance with item 24 must have systems and processes in place to ensure, so far as is reasonably practicable, that no customers or clients enter the workplace except to the minimum extent necessary to collect goods through a method that minimises physical contact and (a) does not involve entering a building or, (b) involves entering a shopping mall, but not entering a business or service.
In this case, it doesn’t appear that commercial charters would come under items 1–23.”

Unfortunately, this means no charters. Owners can continue with maintenance work on their vessels and crew training is also permitted under L3.2 (in preparation for the summer season).

It appears that charter boats in Auckland and the Far North will need to wait until the 'traffic light' system comes into play (or we drop down to level 3.3). The Government have advised that this may occur once the three Auckland DHB's reach a vaccination rate of 90% and this is expected to be around the start of December. If this happens, the red light guidelines state the following: "Hospitality, retail and gatherings allowed for vaccinated but with limits similar to Level 2, i.e. up to 100 people". However, it would pay to wait until the Government announce alert levels before confirming charter bookings.
