Why Auckland’s Plan Change 120 Matters for Your Project

If you’re working in Auckland, Plan Change 120 (PC120) isn’t just another regulation — it affects how your site is assessed for flooding, stormwater, wastewater, and geotechnical risk.

Here’s what I see regularly:

Flooding: PC120 requires that developments consider the 1% AEP plus climate change. This often uncovers risks on sites that were previously assumed “safe.”

Stormwater & wastewater: Treatment and detention requirements are tighter, and councils are looking for proof that your system can handle peak events.

Geotechnical: Saturated soils, slope stability, and erosion risks need careful evaluation to meet the new standards.

Ignoring PC120 can slow consent, increase cost, or create design changes late in the process. Understanding it early — and having detailed assessments — keeps projects on track.

It is unusual for our entire engineering team to be simultaneously engaged in site visits, all working on different projects. Our two senior engineers are currently overseeing the construction monitoring of commercial wastewater systems installations at two separate locations. Both projects required resource consent and posed challenges, so we are pleased to have progressed to the monitoring phase. Another engineer is assessing a wastewater system that is no longer fit for purpose, with the owner seeking to upgrade. This assessment involves site testing and location option discussions with the owner. We also have an engineer conducting geotechnical site investigations on a rural site for a new build. GCEL has been engaged to prepare a geotechnical report and designs for stormwater and wastewater systems for a Building Consent application. Fortunately, the weather is favorable today.
