The Safety Ethics Recommendation Committee (SERC) will operate as not-f

or-profit organization serving as an ad-hoc version of a fire marshal with the intent of inspiring the highest professional standards for developers, real estate promoters, and property managers to adhere to with respects to the ethical safety standards sought after by the National Fire Protection Association (NFPA) in countries that do not provide enforcement or oversight. It is our goal to create a risk prevention culture worldwide and develop social responsibility. The subjective and objective evaluations of fire safety equipment will suffice as a grading system for public knowledge and provided as a gesture of adherence to the best safety practice standards. Additional efforts will focus on consumer and developer education with community outreach and task force development. Future plans will involve fire safety education for everyone but targeting at-risk youth and Panamanians living in poverty. Ultimately, jobs will be created in order to effectuate positive change and enhance safety amongst all civilians.

By virtue of Presidential Proclamation No. 115-A, the month of March was declared as Fire Prevention Month because of the alarming increase of fire incidents happening across the country during this particular period.

In Panama, we are nearing the peak of dry season and forest fires become rampant. Here in Panama city, high rises still have multiple failures in prevention.

Our goals will be forged on the basis of NFPA guidelines backed by the Antitrust Policy which is essential for any good business or personal relationship. Tomorrow is the end of National Fire Prevention Week which is observed in the United States and Canada, during the week in which October 9 falls. In the United States, the first Presidential proclamation of Fire Prevention Week was made in 1925 by President Calvin Coolidge.

Take a moment and change your smoke detectors batteries, review your evacuation plan and perhaps go over basic life saving skills with your loved ones.

SERC's first meeting will be today, February 21st, at PH Pacific Village Tower One and Tower Two, Punta Pacifica lobby at 6PM. Our plan is to discuss an evacuation plan implemented by residents without the support of the Administration and Board of Directors or Developers. It has been more than 10 years since this building's Promoters and Board of directors along with the administrator have failed to establish the legally necessary safety measures as outlined by the NFPA and laws of Panama. Where democracy fails, individuals must rise up and work together. We plan to work proactively to support and educate those individuals at the highest risk in the event of a necessary evacuation. We will provide our own source of evaluations, review of safety equipment, and develop evacuation measures for those involved. Our main goal is based on NFPA to help save lives and have peace of mind our families are safe. The evacuation due to the fire last month in the building was chaotic due to lack of plans and the administrator advising building staff to immediately silence any alarm.

Part of the problem in Panama is they only adopted part of NFPA Codes and not all. For instance, Panama hasn’t adopted the NFPA 1 or NFPA 5000. It is difficult to comply with NFPA 10, 13, 72 and 101 if you don’t need to comply with 1 or 5000. Additionally, when Inspection and Testing are not part of your duties, having a Fire Department without Fire Marshals is like having Laws without Police.
