Opposition Leader Hon James Nomane asked Prime Minister Hon James Marape to clarify whether Simbu Governor Hon Noah Kool can sideline Provincial Administrator John Punde.

The Prime Minister confirmed that the Governor and the PEC have full power to do so under the Organic Law on Provincial Governments and Local-level Governments.

The lawful steps are simple:

1. Convene the PEC and resolve to suspend Mr Punde pending the outcome of the Warrant of Arrest.
2. Send the resolution to the Minister for Public Service and the Department of Personnel Management so the suspension can be effected through the NEC.
3. Recommend an Acting Provincial Administrator.
4. Give Mr Punde written notice and a chance to respond.
5. Withdraw his financial delegations and secure provincial assets.

Mr Punde is presumed innocent, but no public servant is above a court warrant, and the Prime Minister admonished John Punde to submit to his Warrant for Arrest.

Governor Kool must not hold Simbu to ransom while a warrant of arrest is outstanding, El Niño bites and essential services lack funds. He must act now to sideline John Punde as provincial administrator. Simbu deserves better than this!
