BUDGET VARIANCE – A SIMPLE GUIDE FOR SMALL BUSINESSES

What is Budget Variance?

Budget variance simply means checking the difference between what you planned to spend or earn and what actually happened.

It helps a small business owner answer:

“Did we spend more or less than planned?”
“Did we make more or less sales than expected?”

SIMPLE FORMULA

Variance = Actual Amount − Budgeted Amount

But remember: whether a variance is good or bad depends on what you are measuring.

EASY EXAMPLES

Example 1 – Business Expenses 🧾

You budgeted K5,000 for shop expenses.

Actual expenses were K4,000.

You saved K1,000.

K1,000 Favorable Variance
You spent less than planned.

Example 2 – Business Expenses

You budgeted K5,000 for stock.

Actual cost was K6,500.

You spent K1,500 more than planned.

K1,500 Unfavorable Variance
You spent more than your budget.

Example 3 – Sales

You expected sales of K10,000.

Actual sales were K13,000.

K3,000 Favorable Variance
Your business sold more than expected.

Example 4 – Sales 📉

You expected sales of K10,000.

Actual sales were K7,500.

K2,500 Unfavorable Variance
Your sales were below your target.

WHY SHOULD SMALL BUSINESSES CARE?

Budget variance helps you:

Control unnecessary spending
✅ Know where your money is going
✅ Identify problems early
✅ Measure business performance
✅ Improve future budgets
✅ Make better business decisions

SIMPLE RULE TO REMEMBER

For Expenses:
Spend less than budget = Good
Spend more than budget = Bad

For Sales/Income:
Earn more than budget = Good
Earn less than budget = Bad

In simple terms:

A budget tells you what you planned. Actual results tell you what happened. Variance tells you the difference.

UNDERSTANDING DEBIT & CREDIT IN ACCOUNTING

Many business owners hear the terms Debit (Dr) and Credit (Cr) but may not fully understand what they mean.

Debit (Dr) generally records what comes into the business or an increase in assets and expenses.
Credit (Cr) generally records what goes out of the business or an increase in income, liabilities and equity.

Simple Example:
If your business buys office furniture for K2,000 cash:
Furniture Account — Debit K2,000
Cash Account — Credit K2,000
This means the business gained an asset (furniture) and reduced its cash.

Remember: Every accounting transaction has at least one Debit and one Credit, and the total Debits must always equal the total Credits.
Proper understanding of Debit and Credit is essential for accurate bookkeeping, financial reporting and business decision-making.

Protecting Papua New Guinea's Future: A Call for Stronger Immigration and Support for Local Businesses
As a concerned Papua New Guinean, I believe it is time for our leaders and citizens to have an honest conversation about immigration, border security, and the protection of local businesses.
In recent years, we have seen an increasing number of foreign nationals establishing businesses throughout Papua New Guinea. While foreign investment can contribute to economic development, there are growing concerns that some foreign-owned businesses are operating in sectors originally intended to create opportunities for Papua New Guineans, including small retail trade and informal businesses in our settlements and rural communities.
Many Papua New Guineans struggle to access finance, business training, and markets, yet they now face increasing competition from well-funded foreign operators. This raises important questions about whether our current immigration, investment, and business licensing systems are being effectively enforced.
Our Government should strengthen immigration controls, improve border security, and ensure that foreign investors comply with our laws and operate only within the sectors permitted under PNG legislation. At the same time, greater investment should be made in supporting local entrepreneurs through access to finance, training, and business development opportunities.
Papua New Guinea is proudly founded on Christian principles and is home to people of many cultures, backgrounds, and faiths who contribute positively to our nation. Regardless of religion or nationality, everyone who lives and works here should respect our Constitution, obey our laws, and contribute fairly to our communities.
This is not about opposing any particular religion or ethnic group. It is about ensuring that our immigration policies are properly managed, our borders are secure, our laws are consistently enforced, and Papua New Guineans are given every opportunity to succeed in their own country.
I encourage our political leaders, policymakers, and relevant authorities to review our immigration policies, strengthen enforcement where necessary, and develop long-term strategies that protect local businesses while continuing to welcome lawful investment that genuinely benefits Papua New Guinea.
The future of our nation depends on wise leadership, strong institutions, and policies that put the interests of Papua New Guineans first. Let us work together to build a prosperous, secure, and inclusive Papua New Guinea for future generations. See less

PUBLIC NOTICE
CORPORATE INCOME TAX (CIT) NON-FILERS COMPLIANCE WARNING!!
The Internal Revenue Commission (IRC) wishes to advise all active businesses and companies that have been identified through our compliance and data matching activities as potential Corporate Income Tax (CIT) and Personal Income Tax (PIT) non-filers to immediately review their tax lodgement status and take the necessary action to comply.
The IRC is currently undertaking a nationwide compliance enforcement exercise targeting outstanding CIT returns and non-reporting taxpayers. Actively operating businesses identified as having failed to lodge required income tax returns may be subject to enforcement action, including the raising of default assessments based on information available to the IRC.
Taxpayers who may have already lodged their returns but whose returns have not yet been processed by the IRC are encouraged to immediately contact the IRC and provide confirmation of lodged returns together with proof of lodgement to assist with internal verification and processing.
The IRC acknowledges that, in some cases, processing delays may occur. However, taxpayers are strongly encouraged NOT to ignore compliance notices issued by the IRC and to engage promptly with our officers to avoid unnecessary enforcement action.
Businesses with multiple outstanding years of lodgements are urged to regularise their tax affairs immediately.
The IRC remains committed to improving compliance processes, strengthening data verification procedures, and ensuring fair and consistent administration of the tax laws.
For further information or clarification, taxpayers are encouraged to contact the Manager, Desk Audit, Tax Audit Operations, Ms Nassain Kaire on Telephone 307 7445 email [email protected] or visit the nearest IRC office for further information.
