Tanorama Limited, in partnership with its international counterpart, is preparing to submit a joint tender for the Asian Development Bank Technical Assistance project ADB-TA 10400-REG: Project Preparation Consultants for the Proposed Fresh Food Marketing System Project in Papua New Guinea. As part of our submission, we are seeking to identify and engage qualified candidates for the following national positions:
โบ ๐๐ถ๐๐ถ๐น ๐๐ป๐ด๐ถ๐ป๐ฒ๐ฒ๐ฟ: The consultant will have a degree in civil engineering or a relevant field and required years of work experience in the design of logistics hubs or buildings of similar functions with associated infrastructure. Experience with IFI projects in a similar capacity will be an advantage. The consultant will work based on the upstream studies and will (i) supervise the feasibility study for the proposed logistic infrastructure; (iii) assess the opportunity for local communities to participate in the construction, operation, and maintenance; (iv) support preparation of the TOR for the engineering surveys and conduct evaluation of survey proposals for selection of the survey team; (v) supervise the engineering survey team for quality assurance of the selected subprojects; (vi) prepare criteria for selection subprojects, consultant relevant stakeholders for finalization of the selection criteria; (vii) identify subprojects and finalize selection of the subprojects for implementation during the project; and (viii) prepare relevant TORs for the project, including, but not limited to, the design and supervision consultants for subprojects
โบ ๐๐๐ฃ๐๐ฃ๐๐๐๐ก ๐๐๐ฃ๐๐๐๐ข๐๐ฃ๐ฉ ๐๐ญ๐ฅ๐๐ง๐ฉ: The consultant will have at least a degree in accounting, finance, or a related discipline, a professional accountancy qualification, and work experience with financial management assessment (FMA) of at least two IFI projects. For the FMA, the expert will (i) conduct the FMAs of the executing and implementing agencies, and other agencies and/or entities to be involved in the project fund flow, including assessments of their capacity to manage the advance account and statement of expenditure procedures; (ii) propose an appropriate fund flow design and disbursement mechanisms; (iii) prepare an FMA report including a financial management action plan for the project; (iv) provide inputs for the risk assessment and risk management plan, and the project administration manual; and (v) provide training on financial management and disbursement for EA staff.
โบ ๐๐ง๐ค๐๐ช๐ง๐๐ข๐๐ฃ๐ฉ ๐๐ญ๐ฅ๐๐ง๐ฉ: The consultant will have at least a graduate degree in engineering or relevant discipline, hands-on work experience in use and application of various procurement methods, contracting modalities, modern contract management practices, preparation of bid documents, RFP, support in preparation of BDs/RFP, BER and development of procurement strategy. Experience in agriculture sector including supply chain would be preferred. Experience of Government and donor funded projects would be preferred. The consultant will work closely with the international procurement expert and provide support in the (i) preparation of procurement strategy and development of project procurement plan by following guidance provided in ADB Guidance Note; (ii) capacity assessment of the executing agency and the implementing agencies; (iii) market analysis and supply positioning; (iv); propose an appropriate implementation structure for procurement; (v) conduct SPP workshop to explain the process of objective of conducting SPP and discuss results of the SPP with identified risk , proposed mitigations actions and procurement plan; (vi) prepare bid documents and RFP as applicable to support advance contracting actions; (vii) provide training to the EA and IAs staff.
