Closed captioning helps ensure that persons with hearing disabilities can access timely and accurate information, participate more fully in society, and enjoy equal opportunities in media and communication.

The National Council on Disability Affairs (NCDA), as the lead agency for the observance of the 48th National Disability Rights Week (NDR Week), invites all national government agencies, local government units, organizations of persons with disabilities (OPDs), development partners, private sector institutions, and the general public to participate in the nationwide celebration from July 17 to 23, 2026, pursuant to Proclamation No. 597, s. 2024.

With the theme, "Rights First, Legislation Forward: Strategic Action for Equal Participation and Inclusive Development," this year's observance calls for strengthened collaboration in advancing disability-inclusive legislation, protecting the rights of persons with disabilities, and promoting their full and meaningful participation in all aspects of society.
