BI INTERCEPTS 2 WANTED SINO FUGITIVES AT NAIA

The Bureau of Immigration (BI) said its officers at the Ninoy Aquino International Airport (NAIA) have foiled an attempt by two Chinese fugitives to flee the country.

In a statement, Immigration Commissioner Norman Tansingco said the two aliens were intercepted and arrested in separate occasions last June 1 by immigration officers at the NAIA terminal 1 after they attempted to depart the country.

“They are now detained at our detention facility in Camp Bagong Diwa, Taguig City where they will remain until they are deported,” Tansingco said.

The BI chief commended the BI supervisors and inspectors who intercepted the passengers for their vigilance in preventing the flight of the wanted fugitives.

Tansingco bared that one of the Chinese nationals is wanted for extortion in China while the other one has a pending criminal case before a local court and a deportation case with the BI.

The man wanted in China was identified as Jun Zhang, 36, who was arrested while attempting to board a flight to Bangkok and passing himself as a citizen of Myanmar.

He presented to the officer at the BI counter a Myanmar passport under the name Lu Kyin Yang.

“We received advanced information from the Chinese government that he is a fugitive in China and that he would be using that Myanmar passport to evade detection,” Tansingco said.

He reportedly arrived in April, before the Chinese authorities filed the information on his crimes with the BI.

The other arrested passenger is a Chinese woman named Tianyi Zhang, 28, who tried to flee via a flight to Xiamen.

Records show that Zhang was issued a deportation order by the BI for being an undocumented and undesirable alien for allegedly working for an establishment involved in prostitution and labor exploitation.

She and two other Chinese suspects also face a case before the Makati City regional trial court for the said crime.

She and her co-accused were issued a hold departure order by the court to prevent them from leaving while their cases are still under trial. #

BI NABS CHINESE MAN WANTED FOR ILLEGAL GAMBLING AT NAIA


PASAY, Philippines - Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) have intercepted a Chinese national wanted by authorities in Beijing for illegal gambling.

Immigration Commissioner Norman Tansingco said 37-year-old Wang Yilin was apprehended at the NAIA 3 terminal last May 29 after he arrived via a Thai Airways flight from Bangkok.

He was denied entry and taken into custody after the immigration officer who processed him saw that his name prompted a positive hit in the Interpol’s red notice list.

Tansingco said Wang was deported to Guangzhou two days later at the request the Chinese government which informed the BI about his status as a wanted fugitive in China.

​He was accompanied on his flight by five Chinese police escorts who earlier arrived in Manila to fetch him.

“We granted the request of the Chinese embassy that he be sent back to China and stand trial for his alleged crimes,” Tansingco said.

Wang is also on the wanted list of the Interpol which recently issued a red notice for his arrest.

According to the BI-Interpol, a warrant for Wang’s arrest was issued by the Bengbu municipal public security bureau in Anhui province, China on Sept. 28 last year.

Investigators alleged that in 2019 Wang conspired with another suspect in running a syndicate that operated a gambling platform in the Internet where customers took part in online gambling games such as Baccarat in violation of China’s anti-gambling laws.

Chinese authorities estimate that profits earned by Wang and his accomplices from the racket amounted to more than 60 million yuan, or almost US$8.3 million.

As a consequence of his arrest and exclusion, Wang was placed in the immigration blacklist which perpetually barred him from re-entering the Philippines. #

BI-Interpol system expands to satellite offices nationwide

The Bureau of Immigration (BI) has signed an agreement expanding access to International Criminal Police Organization (Interpol) systems to its other offices nationwide.

Through a memorandum of agreement with the Philippine Center for Transnational Crime (PCTC), the BI has agreed to expand and install the Interpol Global Communication System (I-24/7) in all BI offices, including seaports and field offices.

Initially, access to the system was limited to BI personnel at the Ninoy Aquino International Airport, Clark International Airport, Bohol-Panglao International Airport, Subic International Airport, Cagayan North International Airport, and Zamboanga International Airport.

According to BI Commissioner Jaime Morente, the BI-Interpol lateral coordination has led to the arrest of foreigners and fugitives involved in transnational criminal activities.

“The use of the I-24/7 was limited to screening passengers at the international ports,” said Morente. “We see this as an effective tool in intercepting undesirable aliens, hence we sought expansion of its use,” he added.

The move, according to Morente, is also related to the BI’s implementation of Executive Order 122 signed by President Rodrigo Duterte on the adoption of the Advance Passenger Information System (APIS).

BI APIS Operations Center Chief Melvin Mabulac detailed that the Interpol database will serve part of the country’s advance security vetting of incoming foreign nationals.

The BI signed the accord to continue direct access to the I-24/7 at international airports and seaports and extend connectivity to BI offices which accept and process visa applications, permits, and other similar transactions from foreign nationals.

"Since being granted direct access to the Interpol's system in 2015, I am convinced that this agreement has helped the BI in hunting down foreign criminals who are attempting to make our country their hideout," Morente explained. "I am confident that the expansion of the system to satellite and field offices will immensely contribute to the apprehension and deportation of undesirable aliens, " he further underscored.

Since 2016, the BI has launched numerous massive intelligence operations, yielding to the arrest of almost 2,500 foreigners who were found to be undocumented, working without the necessary visas, and were international fugitives hiding in the Philippines.
