The Local Government Unit (LGU) of Kasibu has formally enacted Municipal Ordinance No. 2026-270, entitled โAn Ordinance Promoting and Developing the Creative Industry, and Creating the Malikhaing Industriya Tangkilikin, Hubugin, at Itaguyod (MITHI) Council, and Appropriating Funds Thereofโ on 10 June 2026.
This milestone makes Kasibu the second municipality in Region 2 to adopt a local policy aligned with the national creative industries framework, strengthening its commitment to advancing creativity as a driver of economic growth, cultural preservation, and inclusive development.
Anchored on Republic Act No. 11904, or the Philippine Creative Industries Development Act, and aligned with the Department of Trade and Industryโs(DTI) MITHI framework, the ordinance institutionalizes the integration of the creative sector into Kasibuโs local development agenda to strengthen opportunities for local talent and enterprises.
The ordinance was sponsored by the Sangguniang Bayan Committee on Trade and Industry, led by Chairperson Hon. Leonardo D. Cabbigat and Vice Chairperson Hon. Ernesto W. Maur, with members Hon. Karen Joy B. Cablinan, Hon. Harold T. Hufalar, and Hon. Juanito C. Domingo.
It was introduced through a motion by Hon. Anthony Glenn D. Guingayan and received unanimous approval from the 12th Sangguniang Bayan under the leadership of Municipal Vice Mayor and Presiding Officer Alberto D. Bumolo, Jr. The measure was subsequently signed into law by Municipal Mayor Romeo C. Tayaban, formalizing the local governmentโs commitment to advancing the creative economy.
Through the ordinance, Kasibu establishes a MITHI Council that will serve as the policy-making and coordinating body for the creative industries sector.
The ordinance also mandates the creation of a centralized creative industry database to register local artists, creatives, and enterprises, which will be coordinated with the Philippine Creative Industries Development Council (PCIDC) through DTI Nueva Vizcaya to better connect local creatives to regional and national opportunities.
In addition, the ordinance prioritizes local creatives in municipal trade fairs, exhibitions, and capacity-building programs while ensuring that women, youth, and Indigenous Peoples are given equitable access to opportunities within the creative sector.
It also establishes a Creative Industry Support Fund sourced from the municipal General Fund to provide seed grants, performance support, and recognition incentives for outstanding creative initiatives and enterprises.
To further promote cultural identity and industry development, Kasibu will also celebrate the Philippine Creative Industries Month every September through creative fairs, cultural showcases, and networking activities that highlight local talent and strengthen community-based creative expression.
With Kasibu now joining Solano as one of the early adopters of the MITHI framework in Region 2, Nueva Vizcaya continues to strengthen its position as an emerging hub for creative industries in the Cagayan Valley.
