Moog Controls Corporation (Philippine Branch) invites interested companies to submit their bid for the GENSET SYNCHRONIZATION as per the following details.
PROJECT/SERVICE SUMMARY:
This project covers the synchronization of three (3) units of 480V, 3 phase, 60Hz Emergency Diesel Generators installed at Moog Controls Corporation, Loakan Road, Baguio City. The Contractor shall supply, install, integrate, test, and commission a complete Generator Synchronization System, including the synchronization panel, associated instrumentation, circuit breakers, control devices, protection relays, power cable and cable tray installation, interconnection wiring, and all other components necessary to achieve a fully functional synchronized generator system.
The Contractor shall also perform a comprehensive engineering and design analysis to evaluate the impact of generator synchronization on the existing 480V distribution system. This includes full ETAP power system studies and verification of the capability of the existing low voltage switchgear and generator control architecture. The Contractor shall validate all existing generator wiring schematics, control systems, and communication circuits, and integrate these into the proposed synchronization system to ensure proper functionality and compatibility of all equipment.

GENERAL REQUIREMENTS:
The Contractor must meet the following minimum qualifications and capabilities:
• Must be capable of providing complete engineering, design, procurement, construction, installation, testing, and commissioning services for generator synchronization systems.
• Must have the ability to develop and submit engineering drawings, including Single Line Diagrams (SLDs), control diagrams, communication diagrams, shop drawings, and design analyses.
• Must be capable of performing complete electrical integration works, including cable routing, termination, panel retrofitting, and installation of synchronization panels and instrumentation.
• Must be able to conduct full system studies including:
o Short Circuit Analysis
o Load Flow
o Protection Coordination
o Arc Flash
o Transient/Parallel Operation Analysis
o ETAP Modeling and validation
• Must have completed at least three (3) similar projects involving multi generator synchronization, power system integration, or critical electrical infrastructure work in an industrial facility.
• Must have experience working with different generator brands and control philosophies, similar to Cummins, Mitsubishi, Kohler, Aksa, or equivalent.
• Must be experienced in retrofitting generator control panels, governors, AVRs, protection relays, and integrating them with synchronization systems.
• Must have skilled technicians with proven background in generator control wiring, panel integration, testing, and commissioning
• Must have specialized tools, calibrated instruments, and power system testing equipment needed for synchronization and relay commissioning.
• Must have SO2 or SO3 safety officer, Electrical or Professional Electrical Engineer, and skilled personnel with experience in supervision, testing and commissioning of genset synchronization.
• Must be able to prepare Job Hazard Analysis (JHA), methodology and project plan.
• Must be a duly registered business entity with the appropriate government agencies.
• Must comply with all applicable standards and codes including the Philippine Electrical Code, NFPA, IEEE, ANSI, IEC, and other relevant technical and safety standards.
• Must comply with all PEZA and DOLE permit requirements, including preparation, processing, and submission of permits prior to project ex*****on.

All bid documents must be submitted to MCC no later than April 17, 2026, either via sealed documents (hard copy) or electronic copy via email.
