Moog Controls Corporation (Philippine Branch) invites interested companies to submit their bid for the SITEWIDE INDUSTRIAL HYGIENE AND LOCAL EXHAUST VENTILATION SYSTEM ASSESSMENT as per the following details.

PROJECT/SERVICE SUMMARY:
The primary goal of this project is to analyze worker exposure risks, verify system design adequacy, and evaluate current preventive maintenance practices across the facility buildings at Moog Controls Corporation. The project will identify root causes of low-velocity failures by evaluating all installed exhaust systems across the identified sampling points. The contractor will conduct air sampling, duct velocity traverses, static pressure testing, and hood evaluations in compliance with industry standards. The project’s final output includes generating reports that include risk ratings, a prioritized action register with const benefit recommendations for integration into the facility’s occupational health management system.

GENERAL REQUIREMENTS:

• Must be able to supply all personnel, technical expertise, specialized testing equipment, instrumentation, and labor required to complete the project and all works stated in the scope of work.
• Must have qualified, experienced personnel on the project team, including a Licensed Mechanical Engineer, an Industrial Hygienist (IH or equivalent), and a qualified OSH Professional.
• Has at least three (3) similar project experiences in industrial ventilation system testing, balancing, exposure assessment, and technical engineering audits in a manufacturing or high-tech facility setting.
• Must be capable of conducting comprehensive exposure analyses to evaluate the impact of identified ventilation deficiencies on worker exposure to airborne contaminants. The assessment shall integrate air velocity and airflow data, contaminant source characterization, task and work practice evaluations, and quantitative exposure monitoring results to assess exposure risk, determine the effectiveness of existing controls, and prioritize corrective actions using a risk-based approach.
• Must be capable of performing air sampling, duct velocity traverses, static pressure testing, and hood evaluations in strict compliance with ACGIH (Industrial Ventilation Manual) and ANSI/ASHRAE standards.
• Must be able to prepare a Job Hazard Analysis (JHA), detailed testing methodologies, equipment calibration certificates, and a site safety/project ex*****on plan prior to site mobilization.
• Must comply with all local safety regulations, DOLE-OSHC requirements, and PEZA health and safety guidelines applicable to industrial hygiene testing and technical audits.
• Must possess the technical capability to deliver CAD markups, root-cause analyses, risk-prioritized action registers, and engineering cost-benefit recommendations.
• Duly registered business entity with appropriate government agencies (e.g., DTI/SEC, BIR) and relevant technical or industrial hygiene accreditations.

• Ocular visit will be scheduled upon selection of the shortlisted contractors.

Moog Controls Corporation (Philippine Branch) invites interested companies to submit their bid for the INSTALLATION OF BAGHOUSE UNIT WITH REFRACTORY MIXBOX as per the following details.

PROJECT/SERVICE SUMMARY:

This service covers the full installation of a baghouse unit with a refractory mixbox at a wastewater treatment facility within Moog Controls Corporation. All equipment components are client-supplied; the scope of work encompasses all necessary labor, tools, equipment, and permits required to deliver a full operational installation within the specified contract duration.

The work shall be executed in strict compliance with the approved statement of work, technical specification, and installation drawings. All activities will be coordinated to ensure safe, efficient, and code-compliant ex*****on from mobilization through commissioning readiness.

GENERAL REQUIREMENTS:

A. General Contractor Requirements
1. Permits and Regulatory Compliance
The Contractor shall be responsible for the processing, filing, and acquisition of all necessary permits and clearances required for the ex*****on of the project. This includes, but is not limited to:

Pre-Construction
• DOLE (Department of Labor and Employment): Construction Safety and Health Program (CSHP) and related notifications.
• BFP (Bureau of Fire Protection): Fire Safety Evaluation Clearance (FSEC) and Fire Safety Inspection Certificate (FSIC) as required.
• PEZA (Philippine Economic Zone Authority): Electrical, and mechanical permits, PTO as required.
• MOOG Site Requirements: Strict adherence to internal facility work permits (Hot Work, Working at Heights, Confined Space, etc.) and all corresponding documentation.

Post-Construction
• Final Occupancy/Operation Clearances: Ensuring all BFP and PEZA final inspections are passed, and certificates are issued.

2. Health, Safety and Environment (HSE)
• Personal Protective Equipment (PPE): The Contractor shall procure and provide all necessary PPE required for the activity. All PPE must comply with established EHS standards and be appropriate for the specific risks of the task (e.g., fall protection, welding shields, high-visibility vests).

• Site Safety: The Contractor is responsible for the provision and maintenance of safety signages, temporary barricades, and hazard warnings throughout the project site to ensure the protection of both personnel and property.

• Housekeeping and Cleanliness: The Contractor shall maintain a clean, organized, and hazard-free work area at all times.

This includes:
▪ Daily removal of construction debris, scrap materials, and waste.
▪ Proper storage of tools and equipment to prevent obstruction of walkways or emergency exits.
▪ Final site clearing and restoration of the area to its original condition upon project completion.

3. Manpower Certification
The Contractor shall deploy only certified skilled workers for specialized operations.
• Technical Certification: Personnel performing major works—including but not limited to welding, crane operation, and rigging/lifting—must possess valid TESDA NC2 certificates or equivalent accredited certifications.
• Lifting Operations: Crane operators and riggers must provide valid third-party certifications for both the operator and the equipment being utilized.
• Crane Certifications: All cranes and heavy lifting equipment deployed to the site must be inspected and certified by an accredited third-party certifying body. Valid certificates of inspection and load test results must be submitted to the project management team prior to the commencement of any lifting activities.

4. Project Management and Reporting
The Contractor shall maintain a transparent and rigorous reporting schedule to track progress against the timeline:
• Daily and Weekly Reports: Comprehensive updates including manpower headcount, activities completed, and safety observations.
• Project Planning: A detailed project schedule (Gantt Chart) must be maintained and supported by S-Curves to monitor planned vs. actual progress and financial burn rates.

5. Technical References and Standards
All work shall be executed in strict accordance with the project drawings provided and technical references. In instances where specific details for general or minor assemblies are not indicated on the drawings, the Contractor shall ensure compliance with the following:
• National Building Code
• Philippine Mechanical Engineering (ME) Code
• Philippine Electrical Engineering (P*E) Code
• Other applicable local and international standards for construction and assemblies

B. General Scope and Contractor Obligations
The Contractor shall provide all necessary resources to complete the project as intended, adhering to the following comprehensive requirements:

1. Turnkey Responsibility: The Contractor is responsible for providing all materials, specialized tools, equipment, and labor required to execute the work. This includes any custom fabrications or off-site assemblies necessary for the final installation or integration.

2. Completeness of Work (Catch-all Clause): The scope of work (SOW) is intended to be inclusive of all tasks necessary for a fully functional result. Any additional work or incidental tasks not explicitly mentioned in the SOW, but which are inherently necessary, related, or required to achieve the project’s objectives, shall be deemed included in the Contractor’s original scope and performed at no additional cost to the Client.

3. Regulatory & Quality Compliance: All works shall be executed in strict accordance with:
a. Applicable local and national standards.
b. Industry-recognized Engineering Best Practices.
c. All relevant regulatory requirements and safety codes are currently in effect.

4. Workmanship: All assembly and installation shall meet the highest professional standards. Any fabrications must be inspected and verified for structural integrity and alignment with the project’s design specifications before final integration.

Moog Controls Corporation (Philippine Branch) is inviting qualified and experienced contractors to submit sealed bids for the FIRE PROTECTION SYSTEMS UPGRADE at its Main Campus in Baguio City Economic Zone, Loakan Road, Baguio City.

PROJECT/SERVICE SUMMARY:
This project mainly covers the upgrade of fire protection infrastructure, focusing on the replacement of underground fire protection pipelines. This project is part of the company’s proactive safety enhancement program to ensure the reliability and efficiency of its fire suppression systems. And, this is part of the company’s ongoing commitment to safety, regulatory compliance, and operational excellence.

This project must comply with local standards, Philippine Mechanical Engineer Code, Fire Code of the Philippines, and NFPA 13 and other international applicable codes.

GENERAL REQUIREMENTS:

A. Must have at least three (3) similar project experiences as a company in the installation of Fire Protection Systems.
B. Has a designated Safety Officer/Engineer and a Mechanical Engineer with experience in supervision, testing and commissioning of Fire Protection Systems. Personnel should be always available at site during project ex*****on.
C. Must be able to provide certifications, or accreditation that the company can do Mechanical Works for Fire Protection Systems.
D. Duly registered business entity with the appropriate government agencies.
E. Must be able to comply with the minimum requirements of Philippine Mechanical Engineer Code, Fire Code of the Philippines, NFPA, and other relevant standards.
F. No actual work or purchase should be done without the approval of the necessary drawings (RFA).
G. Provide a scaled, standard, and approved as-built plan after the completion of the project. The as-built plan must include mechanical drawing and interconnection diagram, general notes, map, vicinity map. Legends, typical installation, and tapping details.
H. Planning and Preparation Detailed site survey and assessment of Fire Protection Systems Fireline layout including the strategic locations of Fire Sprinkler Risers and isolation valves.
I. Existing Fire Protection Systems shall remain active until the new Fire Protection Systems are installed and functional. In case that shutdown is inevitable, contractors need to follow Moog requirements/protocols and scheduling. No work shall proceed until approval of the requirement.
J. Compliance with Moog Facilities, Security, and EHS requirements.
K. Job Hazard Analysis (JHA), Methodology, Project Plan/timeline using MS project for approval of Moog team prior to start of work.
L. Work Authorization Permit (WAP) and other special permits required to complete the work (e.g. working at heights, excavation, Hot works, Surface Pe*******on etc.).
M. Contractors must have valid certifications such as NC2 or equivalent, Engineers, and Safety officer (SO2 or SO3 depending on the requirement of standards). A Mechanical Engineer and Safety must always be present at site during work. No work shall commence without the presence of these key personnel.
N. Contractor needs to undergo safety & security orientation (2 hours) and must secure manpower entry approval before entering the plant.
O. PEZA permit, DOLE CHSP, BFP, and other government regulatory bodies. The local government fees, and BFP Fees will initially be shouldered by the contractor and will be reimbursed from Moog.
P. Contractors must follow other standards not specified but mandated by local and national standards.
Q. It is the contractor’s responsibility to conduct site inspection and verification of actual site conditions and other details in the reference drawings.
R. It is the responsibility of the contractor to provide a report to the as-found non-compliance with standards during installation work and must immediately notify project owner or Facilities. Upon verification, the additional cost to rectify these non-conformances will be subject for approval of Facilities and other Departments in Moog.
S. Supply, provide and install accessories, amenities, facility and work not cited herein but are specifically shown on Moog approved design layout and/or mentioned in the Technical Provision or other parts of the Job Specification.
T. The project timeline to complete the project upon contract signing is 120 calendar days.
U. Copy of the final report that details the complete and as-built installation drawings shall be submitted thirty (30) calendar days after the completion of all field work. The copy shall be submitted in binders and in soft copy (USB Flash Drive).
V. One (1) set of drawing files in AutoCAD 2017 or latest version in accordance with Moog standard drawing format and specification. Moog standard drawing format and specification in AutoCAD shall be provided to Contractor upon formal request.
W. The scope of work includes whatever effort is necessary to supply information required to fulfil the responsibility of the Contractor to supply data to, and to expedite coordination and cooperation with the Owner and Owner’s representative.
X. Work permits shall be secured by the Contractor from Moog all throughout the duration of the job. It is also the responsibility of the Contractor to secure means of logistic to transport its personnel to and from the job site.
Y. The Contractor shall furnish other work not explicitly cited in the specifications but is reasonably implied and always required for the completion of the work under the Job Specification such as housekeeping/clean-up of work site, restoration of damaged facilities and equipment affected during the performance of the above work, provision of Contractor’s temporary facilities, securing all necessary government permit.
