SEN. KIKO & SEN. RISA FILE JOINT RESO TO STRIP PRESIDENT OF POWER TO ADJUST RICE TARIFFS ✊🇵🇭
Senators Risa Hontiveros and Kiko Pangilinan have filed Senate Joint Resolution 2 seeking to end the president's authority to adjust tariff rates on rice.
The proposed measure will terminate the delegated authority of the president to adjust tariff rates on rice, and bring this back to previous levels.
Should this be approved, the tariff rates on imported rice shall go back to 35 percent for both in-quota and out-quota importations.
The government in June last year slashed tariffs on imported rice from 35 percent to 15 percent.
"The implementation of (Executive Order) 62 has unleashed a flood of foreign grain into the Philippine market, which continues to devastate Filipino farmers and destroy their livelihoods," the resolution said.
The resolution noted that the order made the Philippines the world's top rice importer in 2024, with import volumes reaching a record 4.8 million metric tons.
"This massive quantity of imported rice, facilitated by lower tariffs, directly competes with and undercuts domestic produce," it said.
The resolution also noted that the executive order was issued just as world rice prices dropped, creating a "perfect storm" that devastated the agriculture sector.
It also said that despite the stated intention of lowering consumer prices, farmers are now selling their palay at prices that cannot even cover their production costs, with the farmgate price of palay falling to about P16.9 per kilogram as of June 2025.
It was ata over P24.9/kg in 2024, according to a report from the Philippine Statistics Authority, compared to an average production cost of P13.38 per kilogram in 2023.
"Additional, unavoidable costs such as drying, transportation, and storage further compound the severe losses incurred by farmers," the resolution said. | Via ABS-CBN News
