Napirmahan na po ni Pangulong Rodrigo Duterte ang Republic Act 11592, o mas kilala bilang "LPG Industry Regulation Act".

Under the law which has been made public today, the Department of Energy (DOE) is assigned as the lead agency in ensuring the quality and safety standards of LPG systems and cylinders used by companies, businesses, and consumers.

The statute mandates DOE to set guidelines for an LPG Cylinder Exchange and Swapping Program, which must include how to compute the depreciated value of an LPG cylinder and the establishment of accredited swapping centers.

The department is tasked to issue an appropriate order for the immediate confiscation and prohibition from public sale of defective and unsafe LPG cylinders or cartridges.

The new law also prohibits anyone from refilling an LPG cartridge and selling those vessels not intended for LPG.

The law also outlined the responsibilities and safety protocols of LPG industry participants such as bulk suppliers, bulk distributors, haulers, refillers, trademark owners, dealers, and retail outlets. All of these industry players must be listed in a central database to be created by the DOE.

Vehicles meant to transport LPG and its cylinders and cartridges and cars utilizing auto-LPG must be registered with the Land Transportation Office, according to the law.

Among the prohibited acts enumerated in the newly signed law are engaging in LPG industry-related activities without the required licenses, certificates, and permits; manufacturing, selling, fabricating, or refilling filled and unfilled LPG cylinders without the express approval of the trademark owner; creating fake LPG seals; and selling or distributing refilled LPG cartridges and cylinders without a seal or tampered seal.
