Pursuant to Executive Order No. 1 S. 2026, the provincial government of Southern Leyte declares the cancellation of all government work and classes - both public and private in all levels - tomorrow, February 6, in view of the possible adverse effects of Tropical Storm Basyang (TS Basyang) over the Visayas and Mindanao regions.

Citizens are encouraged to stay indoors during the onslaught of the storm and remain in touch with local authorities for possible evacuation protocols as the tropical depression approaches land. Governor Damian G. Mercado enjoins the people of Southern Leyte to seek information about TS Basyang from reputable news sites only.

Meanwhile, DILG Advisory No. 2 reports possible heavy downpour of rain over Eastern Visayas this afternoon to Friday afternoon (February 5-6), with an estimated 100-200mm of rain.

Hence, the provincial government of Southern Leyte and the Provincial Disaster Risk Reduction Management Office (PDRRMO) is at heightened alert for TS Basyang. However, Governor Mercado reassures Southern Leyteños that the provincial government is in tight cohorts with the PDRRMO in monitoring the whole province before, during, and after the tropical storm hits land.

Please be informed that DICT Region 8 is not connected, affiliated, or associated with any private individual, group, or entity that offers or facilitates transactions involving:⁣
⁣
1. The lease or purchase of lots for tower construction;⁣
2. The establishment of internet or satellite facilities; or⁣
3. Any arrangement promising monetary compensation or requiring facilitation fees to prioritize sites or contracts.⁣
⁣
DICT does not authorize nor collect any payment from private individuals, landowners, or organizations for the implementation of its official programs and projects. Any solicitation or demand for money in exchange for DICT-related projects is unauthorized and fraudulent.⁣
⁣
Furthermore, the Department of Information and Communications Technology (DICT) advises the public to exercise great caution in conducting transactions with alleged representatives of Mobile Network Operators (MNOs) and Independent Tower Companies (ITCs).⁣
⁣
This reminder is issued in light of reports received by the Department that certain individuals, claiming to be agents of MNOs or ITCs, are offering to purchase or lease private properties for cellular tower sites.⁣
⁣
For the protection of the general public, landowners are advised to exercise due diligence and require such agents to present documentary proof of their authority to act on behalf of the MNOs or ITCs, as well as the legitimacy of the proposed project.⁣

In verifying the validity of these projects, you may request the following documents:⁣
1. Securities and Exchange Commission (SEC) Certificate of Registration;⁣
2. Local Government Unit (LGU) Business Permit;⁣
3. Special Power of Attorney;⁣
4. Government-Issued ID of the agent; and⁣
5. Real Estate Broker License.⁣
⁣
The public is strongly encouraged to verify all claims or offers directly with the nearest DICT Provincial Office or the DICT Regional Office VIII before engaging in any transaction.⁣
