CEBU LEADERS UNITE FOR SUSTAINABLE WATER MANAGEMENT AT CEBU WATER SUMMIT 2025
Cebu City Mayor Nestor Archival joined fellow local chief executives, Mandaue City Mayor Thadeo Jovito Ouano Jr., Talisay City Mayor Gerald Anthony Gullas Jr., Lapu-Lapu City Mayor Ma. Cynthia Tan, and Cebu Governor Pamela Baricuatro, represented by former Provincial Board Member Gigi Sanchez, in signing the Inter-LGU Cooperation Memorandum of Understanding (MOU) during the Cebu Water Summit 2025 held today, October 9, at Bai Hotel, Mandaue City.
The signing of the MOU reaffirms the shared commitment of Cebu’s key local government units to work together in advancing integrated water resource management through policy alignment, advocacy, and coordinated programs. This unified effort underscores a common vision to secure Cebu’s water future and strengthen resilience against environmental challenges.
In his message, Mayor Archival emphasized the importance of collaboration and innovation in addressing the city’s growing water concerns.
“I think we are here today because we need to find what our faults are and rectify them so that we will have no scarcity of water,” he said.
“Flooding is a disaster, and this is what we call wastewater. It is very important for us leaders, and for you, leaders in civic organizations, to make this water a resource,” he added.
Mayor Archival also cited Cebu City’s Rainwater Conservation Ordinance, City Ordinance 2103, which supports the national framework for water sustainability. He shared plans to retrofit the existing system at City Hall as a model for rainwater harvesting and conservation in government facilities.
“What we need to do is to show people that we in the city government are examples of what we are trying to promote when it comes to rainwater catchment,” he emphasized.
Looking ahead, Mayor Archival envisions that in the coming years, all 80 barangay gymnasiums or complexes will serve as water storage facilities, ensuring accessible and sustainable water sources in every community.
The summit also featured a Town Hall session where local leaders and stakeholders discussed key issues such as sewerage and septic treatment, water scarcity, and equitable access to clean water.
The event was spearheaded by the Philippine Institute of Chemical Engineers (PIChE) Cebu Chapter, Inc. and the University of San Carlos Water Resources Center Foundation, Inc. With the theme “Taking the Challenge, Firming Up Actions NOW!!”, the Cebu Water Summit 2025 gathered government officials, private institutions, and sectoral partners committed to advancing sustainable water management across the island.
