The incoming administration of Cebu City, led by Mayor-elect Nestor Archival, is set to continue and potentially expand the implementation of the Pambansang Pabahay Para sa Pilipino (4PH) Program—a flagship housing initiative under President Ferdinand Marcos Jr.’s administration aimed at eliminating informal settlements nationwide by 2028.
🏗️ Cebu City Residential Park in Barangay Pulangbato
The first major 4PH project in Cebu City is the Cebu City Residential Park, located in Barangay Pulangbato. This development spans approximately 3 hectares and will feature 19 six-story buildings, offering a total of 3,054 housing units. Each unit measures about 25 square meters and includes one bedroom, a convertible living area, a combined kitchen and dining area, and a bathroom with laundry space. The project is designed to provide affordable housing options for qualified Pag-IBIG Fund members, particularly those displaced by demolitions, living in danger zones, or overseas Filipino workers (OFWs) with families in Cebu City. 
💰 Affordable Financing and Public-Private Partnership
A key feature of the 4PH program is its affordability. Beneficiaries can avail of the housing units through a rent-to-own scheme with a monthly amortization of just ₱4,386, requiring no down payment. This is made possible through a 5% interest subsidy from the Department of Human Settlements and Urban Development (DHSUD), effectively reducing the standard Pag-IBIG loan interest rate to 1.25% per annum. 
The project operates under a public-private partnership model. The developer, DEO Homes and Property Development, Inc., owns the land and buildings, which will then be sold to Pag-IBIG Fund for financing. This setup ensures the project’s continuity regardless of political transitions. 
🌳 Community Amenities and Environmental Compliance
Beyond housing, the Cebu City Residential Park is planned to include various community amenities such as open parks, jogging and walking paths, children’s playgrounds, basketball, badminton, and tennis courts, a swimming pool, and a clubhouse. The development is strategically located near essential establishments like hospitals, schools, churches, and government offices. The project has also secured an Environmental Compliance Certificate (ECC), ensuring adherence to environmental regulations. 
🔄 Transition and Future Prospects
Outgoing Mayor Raymond Alvin Garcia has expressed hope that the incoming administration will continue the 4PH housing projects initiated during his term, including the Cebu City Residential Park. Mayor-elect Nestor Archival, known for his focus on social services and environmental sustainability, is expected to support and possibly expand these housing initiatives to address the city’s estimated 30,000-unit housing backlog. 
As the new administration takes office on June 30, 2025, the continuation and expansion of the 4PH program will be crucial in providing affordable and sustainable housing solutions for Cebu City’s residents.
