Cebu’s Shame: Gwen Garcia’s Arrogance Crushed by Supreme Court Over Unpaid Debts

By OPTIC Politics —Editorial

The Supreme Court's recent decision has decisively punctured Gwendolyn Garcia's long-running charade of power and influence, leaving her public image—and her ego—shattered. For too long, Garcia has indulged in a fantasy of invulnerability, strutting around Cebu in a self-styled fashionista persona, masking her arrogant and superior attitude beneath a facade of style and entitlement. Now, that illusion has come crashing down, as the highest court of the land ruled against her in a case that clearly exposes her financial irresponsibility and legal maneuvers to avoid accountability.

Garcia’s refusal to settle her staggering $700,000 debt to HSBC, coupled with her failed attempts to delay the inevitable through one dilatory petition after another, reveals a woman desperate to cling to power by any means necessary. Her attempts to dodge responsibility, stretching over a decade, have been met with the full force of justice—justice that the people of Cebu have long awaited.

Businessmen who once filled her campaign coffers for One Ceb* must now be laughing at her predicament. Garcia, once viewed as an untouchable political force, is now exposed as little more than a debtor trying to outrun her obligations. The business community, which once saw her as a promising ally, now watches as her credibility crumbles. Her arrogance in believing she could indefinitely stall the ex*****on of the court’s judgment is emblematic of her misplaced superiority—a dangerous attitude that has worn thin on the patience of Cebuanos.

The Supreme Court’s ruling is as clear as it is damning. Garcia has spent years abusing the legal system, filing frivolous petitions that had no basis in fact or law, all in the hope of avoiding a debt she owes. The court was unambiguous: the issuance of the alias writ of ex*****on is ministerial—there was no need for further hearings, no need for Garcia to once again stall the inevitable. Her claims that the writ was improperly served, or that she should have been allowed to participate in the computation of the debt, were swiftly dismissed as the desperate attempts of a cornered politician.

To add insult to injury, Garcia’s argument that the debt should have been forwarded to her business, GGC, rather than her personally, fell flat. It’s a transparent attempt to shirk personal responsibility and pass off her financial failings as a mere business issue—something the Supreme Court saw right through. Her arrogance knows no bounds; she seems to believe that the rules simply do not apply to her, and that her political clout can shield her from personal accountability.

Cebuanos, meanwhile, are fed up. The once-respected governor now stands exposed as a leader who, rather than serving her constituents, is more focused on protecting her personal wealth and reputation. Her superior, elitist attitude has alienated many, and the cracks in her political armor are widening. Cebuanos are no longer charmed by her trying-hard attempts to project herself as an influential, fashionable leader. Instead, they see a politician who is increasingly out of touch with the people she claims to represent, someone who prioritizes her own interests over the needs of her province.

This Supreme Court decision is not just a legal defeat; it’s a moral reckoning for Gwendolyn Garcia. She has squandered the goodwill of her supporters, betrayed the trust of the business community, and disillusioned the very people she once claimed to champion. Her fall from grace is a cautionary tale for any politician who believes they are above the law—a clear reminder that no amount of legal maneuvering can indefinitely protect the guilty from facing the consequences of their actions.

The people of Cebu deserve better than a leader who dodges responsibility, flouts the law, and clings to an outdated sense of superiority. With this ruling, the Supreme Court has not only ended Garcia’s arrogance but has also sent a clear message: accountability cannot be delayed forever. See less

Pay'it hal!

In a privilege speech during the council’s regular session this afternoon, Councilor Pastor “Jun” Alcover, Jr. said the city government and the tourism stakeholders should find a common ground in the implementation of traffic rules.

“Akong sentimento ug simpatiya naa ngadto sa mga turista kansang mga sakyanan na-clamp,” he said.

Alcover lamented that because of the misunderstanding between the CCTO and the owner of the flower garden in Barangay Sirao, it is the tourists that were caught in the crossfire and ended up suffering the inconvenience of having their vehicles clamped.

An executive session has been scheduled by the council on September 13. They invited CCTO officials, the management of Sirao Flower Garden and other small businesses near the area, barangay officials, and other concerned individuals.

JOINT STATEMENT OF SUPPORT OF THE STRONG AND ACTIVE MOVEMENT SUSTAINING OPPOSITION TO AND NEGATION OF CTG'S CHURCH INFILTRATION (SAMSON) AND THE KATAWHAN, SIMBAHAN UG KAGAMHANAN (KaSIMBAHANan) BATOK TERORISMO TO THE KILUSAN SA PAGWAWASTO NG KASAYSAYAN ON THE OCCASION OF THE 37TH ANNIVERSARY OF EDSA REVOLUTION

Today, the 25th day of February 2023, we mark the 37th anniversary of the peaceful People Power Revolt, popularly known to many as EDSA Revolution, that made another twist in the country's turbulent history.

Thirty-seven years passed but the true spirit of the EDSA Revolution is still with us Filipinos - the collective desire for a peaceful change of our society.

EDSA demonstrated the ability of the Filipino people to unite and work for the democratic transformation of the Republic and reformation of its governance towards progress and development, without resorting to violence.

In response to the call of His Eminence Cardinal Jaime L. Sin, then Archbishop emeritus of Manila, a multitude of Filipinos from all walks of life went to EDSA beginning February 22, 1986 not to wage battle but to discourage and prevent an unwarranted bloodshed among government forces and the people which they succeeded to accomplish. To some who were there, what happened on EDSA was a 'picnic party' complete with songs, jokes and laughter.

Yes there were banners and streamers but none was red. There were flags but none belonged to any known communist front group or revolutionary underground mass organization. People were rising their arms not in clinched fists but with fingers forming the sign of "L" for "Laban" or fight.

If there was any group that did not believe in and wish for a peaceful end of the EDSA uprising it was no other than the CPP-NPA-NDF. The communists terrorists did not join the people massing up and camping out on EDSA because they were expecting a bloodshed.

The Maoist-Stalinist nature in them dictated that they - the communist terrorists - should rather fuel the military standoff until the protagonists would annihilate each other to eternity to the benefit of the revolutionary movement which to their disdain did not happen. As originally designed by the CPP-NPA-NDF, their members and followers merely stood by and watched in the sideline as people marched and milled on EDSA to provide human buffer between opposing military and police forces that effectively prevented bloodshed.

From the CPP-NPA-NDF's ideological standpoint, only armed revolution and not peaceful reformation would bring about meaningful radical change in the society. Hence, they viewed the People Power Revolt as a counter-revolutionary event they should not engaged in.

Meanwhile, the Marcos family left Malacañang on that fateful day of February 25, 1986 without really resorting to the use of raw military brute that was readily available to it in order to hold on to power. Only when victory was ensured that some urban elements of the CPP-NPA-NDF reportedly took advantage of the confusion and jubilation by joining in the looting and plunder of the Malacañang Palace.

When President Cory Aquino assumed power, the communist terrorist group took no shame to reap the benefits of the peaceful transition of government power with party elements occupying some vital Cabinet seats and had their criminal leaders led by chairman Joma Sison unconditionally freed from prison to launch a comical skit they called "peace talks".

In recent years, the CPP-NPA-NDF surreptiously attempted to rewrite the Philippine history to make it appear that they were one with the Filipino people on EDSA, when in reality they were not. Thousands of pictures taken from the entire People Power Revolution showed no sign of any CPP-NPA-NDF front group like BAYAN, KMU, LFS, GABRIELA, ACT or KMP or any of their underground mass organizations like the Christians for National Liberation (CNL), Revolutionary Council of Trade Unions (RCTU), Kabataang Makabayan (KM), Malayang Kilusan ng Bagong Kababaihan (MAKIBAKA), Katipunan ng Gurong Makabayan (KAGUMA) or Pambansang Katipunan ng Magbubukid (PKM), to name some of the affiliates of the National Democratic Front (NDF), because they have none of the faith that Filipinos are capable of a bloodless positive transformation.

It's a FAKE HISTORY to say that the CPP-NPA-NDF joined in the spontaneous yet peaceful People Power Revolt on EDSA from February 22 to 25, 1986.

Towards this end, we vehemently support the effort of the Kilusan sa Pagwawasto ng Kasaysayan to revisit and correct the country's history not just around the People Power Revolt but beginning from the years leading to the reestablishment of the Communist Party of the Philippines (CPP) in December 1968 in order to fully appreciate its meaning and relevance.

We may live on the spirit and tradition of the People Power Revolt but only on its truest historical context and significance.
