The BIR has issued Revenue Memorandum Circular (RMC) No. 109-2025 to clarify the scope and coverage of the audit suspension under RMC No. 107-2025. This memorandum addresses questions and uncertainties regarding which tax audits, investigations, and enforcement activities are covered by the suspension.

The Bureau of Internal Revenue (BIR) has suspended all audit and other field operations until lifted by the Commissioner of Internal Revenue. The suspension also covers the issuance of Letters of Authority (LOAs) and Mission Orders (MOs), pursuant to Revenue Memorandum Circular No. 107-2025.

During this suspension, audit or investigation orders are paused, except for:
- Cases nearing 6-month prescription
- Estate, donor, capital gains, and withholding taxes
- Retiring businesses audits
- Criminal probe audits
- Refund claims requiring LOA
- Commissioner-mandated deadlines

The newly appointed BIR Commissioner, Charlie Mendoza, described the suspension as a necessary measure to protect taxpayers’ rights and strengthen the Bureau’s internal processes.

The Bureau of Internal Revenue has issued Revenue Regulations No. 27-2025, which amends Section 8 of Revenue Regulations No. 25-2003 regarding the tax treatment of subsequent sale, transfer, or exchange of a tax-exempt automobile by a tax-exempt person or entity to a non-exempt person or entity.

The BIR issued Revenue Memorandum Order (RMO) No. 46-2025, creating new Alphanumeric Tax Codes (ATCs) under Revenue Regulations No. 24-2025 to help properly identify and monitor creditable withholding tax payments by top withholding agents.

The Bureau of Internal Revenue (BIR) has released Revenue Memorandum Circular No. 92-2025, providing a work-around procedure for the accomplishment of BIR Form No. 1602Q following the implementation of Republic Act No. 12214, also known as the Capital Markets Efficiency Promotion Act (CMEPA).

All eFPS and eBIRForms filers shall use BIR Form No. 0605 for the filing and remittance of the final withholding tax on foreign currency deposits until the updated Form 1602Q becomes available.

The Bureau of Internal Revenue (BIR) has issued Revenue Regulations No. 024-2025 further amending the pertinent provisions of Section 2.57.2.(I) under RR No. 2-98, as amended by RR No. 11-2018, RR No. 7-2019 and RR No. 31-2020, on the imposition of Creditable Withholding Tax on Top Withholding Agent

Payments to manufacturers and direct importers of motor vehicles, pharmaceutical products, and solid or liquid fuels are now subject to a 0.5% withholding tax.

The Bureau of Internal Revenue (BIR) has issued Bank Bulletin No. 2025-09 on September 25, 2025, regarding the Acceptance of Manual Filing of BIR Form No. 2000 and Payment of Corresponding Taxes Due.

Pursuant to RA No. 12213, otherwise known as the Capital Market Efficiency Promotion Act (CMEPA), the tax rates on Documentary Stamp Tax (DST) for certain transactions have been revised. Since the updated tax rates are not yet available in eBIRForms and EFPS, all Authorized Agent Banks (AABs) are advised to accept manual filings and payments for transactions covered under BIR Form No. 2000.
