Sa kabilang banda, may mga trabaho rin na malayo ang cost ng materials sa labor, tulad ng pagbubuhos ng concrete (casting). Dito, mataas ang material cost dahil sa semento, graba, buhangin, at bakal, samantalang mababa lang ang labor percentage dahil mabilis ang proseso at mas machine-assisted.

As you lead the Blue Ribbon Committee's investigation into these anomalous infrastructure projects, I urge you to confront a glaring conflict of interest that undermines the very integrity of these proceedings: Senator Mark Villar sits as both investigator and potential subject of investigation.

Senator Mark Villar served as Secretary of the Department of Public Works and Highways (DPWH) from 2016 to 2021, overseeing the very flood control projects now under scrutiny.

During his tenure, controversial budget "insertions" totaling P75 billion were discovered in the DPWH budgetโ€”insertions that Secretary Villar himself admitted he had no knowledge of when they appeared in the National Expenditure Program.

This lack of oversight alone raises serious questions about his leadership of the agency during a period when corruption allegedly flourished.

Now, as a member of your Blue Ribbon Committee, Senator Villar finds himself in the extraordinary position of investigating the very department he once led.

This is not merely inappropriateโ€”it is a fundamental violation of basic principles of accountability and justice.

How can we expect an impartial investigation when one of the key figures who should be answering questions is instead asking them?

They deserve accountability from those who failed in their duty to protect public funds and public safety.

Chairman Marcoleta, I urge you to act with the courage and integrity that your position demands.

Remove Senator Villar from these proceedings and ensure he faces the same scrutiny as any other former government official accused of corruption.

The credibility of the Senate, the effectiveness of your committee, and the trust of the Filipino people hang in the balance.

The ghost of every failed flood control project, the weight of every peso stolen from the public treasury, and the tears of every flood victim demand nothing less than complete and impartial accountability.
