📘 BIR Update Every Business Owner Must Know!
Starting now, every new set of Books of Accounts must be registered online through ORUS.
What does this mean in practice?
You do NOT register the same books every year.
You register only when you open or use a NEW set of books, such as:
▪️ New bound journals or ledgers
▪️ New loose-leaf volumes for a new taxable year
▪️ A new set of computerized books for the year
For most businesses:
Manual / Loose-leaf books – registration is usually done at the start of a new year when a new set is prepared.
Computerized books – registration is typically annual, because each year’s file is treated as a new “book.”
✨ Bottom line: Register when you start a NEW book—not every year for the same one.
Stay compliant. Avoid penalties. Let your records work for you, not against you.

BIR Revenue Memorandum Circular No. 005-2026 (January 12, 2026).

Its main purpose is to protect taxpayers from fake or unauthorized audits by introducing a way to verify if a Letter of Authority (LOA) issued by the BIR is real.

LOA is the official document that authorizes BIR examiners to audit a taxpayer. Without a valid LOA, no audit is legal.

What’s new in this Circular?
The BIR launched a feature in its chatbot called REVIE – LOA Verifier.
Through this, any taxpayer can check if an LOA is authentic.
You can verify an LOA by entering:
Taxpayer Name
TIN
LOA Case Number
on the BIR website (www.bir.gov.ph) → Chatbot REVIE → LOA Verifier.
Possible Results
“LOA FOUND”
The LOA is valid and recorded in BIR’s system.
No further action is needed.
“LOA NOT FOUND”
This means the LOA is not in the system or may be fake or unregistered.
You must email: [email protected]
Attach a copy of the LOA and provide:
TIN
Name of Taxpayer
LOA Case Number
Issuing Office (RDO / RR / LTS / NID, etc.)
What happens after you email?
BIR will send an automatic acknowledgment.
The BIR Assessment Service will:
Check if the LOA was validly issued and recorded.
Coordinate with concerned offices.
Within 3 working days, BIR will send you an official reply confirming:
Whether the LOA is authentic; and
Its status.

Why this is important for you (as a business owner/consultant)
No BIR audit is valid without a genuine LOA.
This protects you and your clients from:
Fake “BIR” personnel
Unauthorized audits
Extortion or harassment
You now have a direct, official, and verifiable channel to confirm audit authority.
