PNP REMINDS PUBLIC ABOUT AI-GENERATED POLICE OFFICER PORTRAYALS

The Philippine National Police (PNP) is reminding the public to exercise responsibility when creating or sharing AI-generated images that depict civilians wearing police uniforms, particularly when such content is posted on social media and may be mistaken as showing actual members of the police organization.

As artificial intelligence continues to make photo and video creation more realistic, the PNP recognizes its potential while encouraging users to be transparent when content has been digitally generated or altered. Clear identification of such images can help prevent confusion, protect the integrity of the police uniform, and avoid creating the impression that a civilian is an actual police officer.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the reminder is not intended to discourage the use of new technology but to promote its responsible application.

“AI is a useful tool, pero kailangan pa rin nating maging maingat sa kung ano ang ipinapakita at ipinapakalat natin online. Kapag police uniform ang gamit sa isang generated image, dapat malinaw na hindi ito tunay na police personnel. Simple lang ang punto—enjoy the technology, but do it responsibly,” Police General Nartatez said.

He added that the police uniform carries a deeper meaning for those who wear it, representing not only their profession but also the duty and trust entrusted to them by the public.

“Para sa aming mga pulis, ang uniporme ay hindi lang simpleng kasuotan. Kapag isinuot mo ito, dala mo ang isang tungkulin at responsibilidad sa taong-bayan. Kaya mahalaga na hindi ito magamit sa paraang maaaring magbigay ng maling pagkakakilanlan o impresyon sa publiko,” Police General Nartatez said.

The PNP also reminds the public that the unauthorized use of police uniforms or insignia, including in AI-generated content posted online, may have legal implications under Article 179 of the Revised Penal Code, or Illegal Use of Uniforms or Insignia, in relation to Section 6 of Republic Act No. 10175, otherwise known as the Cybercrime Prevention Act. While the use of emerging AI technology may involve different circumstances, failing to clearly label or disclose that an image is AI-generated may expose a person to possible liability, depending on how the content is created, presented, and used.

The reminder is part of the PNP’s continuing effort to strengthen police operations and public safety under its Focused Agenda, particularly Enhanced Managing Police Operations, while keeping pace with emerging challenges brought about by rapidly developing digital technologies.

Strict Enforcement of Anti-Hazing Law

The Philippine National Police (PNP) reiterates that hazing, in any form, is strictly prohibited within the organization. Under Republic Act No. 8049, as amended by RA 11053, the Anti-Hazing Law, any act that inflicts physical or psychological harm, injury, or suffering during initiation or welcoming practices is illegal and punishable under Philippine law.

As an institution, the PNP enforces a zero-tolerance policy against hazing. Personnel found to have participated in, organized, or facilitated hazing activities are subject to administrative sanctions, including dismissal from service, and may also face criminal liability in accordance with the law.

All PNP units are directed to ensure strict compliance with anti-hazing policies, conduct proper monitoring during training and initiation periods, and immediately report and address any suspected violations, reflecting the PNP’s duty to safeguard personnel and enforce the rule of law. These measures reflect the PNP’s commitment to uphold discipline, professionalism, and respect for human dignity within its ranks.

Hazing has no place in the organization, and violators will be held accountable without exception.

FEO Revokes Atong Ang’s LTOPF, Firearm Registration Amid Criminal Charges

The Philippine National Police (PNP) through the Civil Security Group Fi****ms and Explosives Office (CSG-FEO) has revoked Charlie “Atong” Ang’s License to Own and Possess Fi****ms (LTOPF), as well as the registration of six fi****ms, amid several criminal charges in connection with the missing “sabungeros”.

PBGEN JOSE DJ MANALAD JR, Chief, FEO, in an interview on January 16, 2026 at FEO Conference Room, FEO Building, Camp BGen Rafael T Crame, Quezon City, disclosed that firearm license revocation may be imposed when a licensed holder was involved in a criminal offense which may have been committed thru the use of fi****ms contrary to law.

Fi****ms regulatory action was explained that revocation is independent from the court criminal proceedings and is a pre-emptive measure that guarantee the safekeeping of fi****ms with the PNP.

On the same date, personnel of the Regional Civil Security Unit, National Capital Region served the notice of revocation at Ang’s address in Mandaluyong City which was then received by his counsel, Atty. Josemilio Manuel Apostol.

PBGEN MANALAD explained that the measure is intended to ensure public safety while a case is pending, emphasizing that guilt or innocence remains a matter for the courts to decide.

Revoked fi****ms registration are considered loose fi****ms, and that possession of such constitutes a violation under the Comprehensive Fi****ms and Ammunition Regulation Act (RA No. 10591).

Mr Charlie Tiu Hay Ang a.k.a “Atong Ang” was advised thru his legal counsel to surrender all revoked fi****ms registration to the nearest city/municipal police station or to the FEO, in accordance with established procedures, pending final resolution of cases.

PBGEN ROSS C ALVARADO, Acting Director, CSG underscored that the implementation of RA No. 10591 is uniformly applied, regardless of the personality involved, and is carried out with regard for due process and the rule of law.

The PNP, CSG also urged the public to rely only on verified information that were released through official and trusted sources, further reiterating commitment to a fair and just enforcement of fi****ms law in support of peace and order.
