📣 Attention to all Davao City Business Owners.
Davao City’s local government requires a CCTV compliance certificate (or similar proof of compliance) because it’s implementing a local ordinance that makes CCTV installation part of the rules for operating or renewing a business permit — not just a random extra request. Here’s why and how this works:
📌 1. It’s part of the Amended CCTV Ordinance
The City Council of Davao approved an amended Closed-Circuit Television (CCTV) ordinance (Ordinance No. 0331-23) that mandates certain establishments install CCTV systems meeting specific technical requirements. This ordinance was adopted for public safety and crime prevention purposes and applies to businesses with certain capital or type (e.g., financial institutions, hotels, malls):

Under that ordinance:
Businesses covered by the rule must have CCTVs with the required quality and placement.
If they don’t meet the requirements, they risk non-issuance, suspension, or revocation of their business permit and possible fines:
A CCTV compliance certificate is essentially the LGU’s way of documenting that a business has complied with what the ordinance requires before they issue or renew a permit.

The goal of the CCTV requirements is to:

🛑 Important note
This LGU requirement applies because of a local city ordinance, not because of a national law that outright mandates CCTV everywhere. And unless the ordinance says so, barangay officials don’t automatically have authority to demand access to your CCTV footage inside private areas without lawful basis (e.g., court order). But they can enforce compliance under the city’s CCTV ordinance as it relates to business permit issuance — that’s why they ask for the certificate.
