The governmentโs renewed push to expand oil palm plantations in Mindanao aims to boost local edible oil production, increase rural incomes, and reduce heavy reliance on imports. With about 100,000 hectares already plantedโmostly in Mindanaoโand plans to scale up by 2027, the region is poised to see rapid growth in palm oil processing activities.
But alongside this expansion comes a critical environmental responsibility: managing Palm Oil Mill Effluent (POME). POME is a high-strength industrial wastewater with very high BOD, COD, suspended solids, and oil & grease, requiring serious treatment before discharge to protect rivers and groundwater. Studies show that untreated POME can severely deplete oxygen in waterways and cause significant ecological damage.
At the same time, the Philippines enforces strict DENR Water Quality Guidelines and General Effluent Standards (DAO 2016-08), which apply to all point-source industrial dischargesโincluding palm oil mills and new refineries now rising in the region. Compliance is not optional; every mill must ensure its effluent meets regulatory limits before release to the environment.
As palm oil mills and refineries increase in numberโsuch as the newly built โฑ600โmillion refinery in Sultan Kudarat supported by LandBank and the Department of AgricultureโMindanao will see greater demand for:
โฅ Robust wastewater treatment systems,
โฅ Reliable process monitoring and testing, and
โฅ Sustainable biogas recovery solutions.
For chemical engineers like us, and for SLChE members passionate about environmental stewardship, this is a timely reminder:
๐ Economic development must go hand-in-hand with responsible wastewater management.
๐ Engineering leadership is essential to ensure that growth in
Mindanaoโs palm oil sector remains sustainable, compliant, and protective of our precious water resources.
Letโs continue championing clean water, sound engineering, and sustainable industry practices for Mindanao and the rest of the Philippines. ๐ง๐ต๐ญ

๐พ As a Senior Chemical Engineer in the Philippines, I design small-scale wastewater treatment systems aligned with DENR AO 2016-08 and 2021-19 standards. Iโm committed to helping communities and businesses across the Philippines achieve clean water and meet effluent limitsโsustainably and efficiently.
