CITY OF SAN FERNANDO, PAMPANGA โThe Bureau of Fire Protection (BFP) Region 3, under the leadership of its Acting Regional Director, in coordination with the Philippine National Police - Criminal Investigation and Detection Group (PNP-CIDG) and other law enforcement units, successfully conducted an entrapment operation resulting in the arrest of a BFP personnel allegedly involved in a scheme offering assistance in exchange for P500,000.00 in connection with the ongoing BFP Fire Officer 1 (FOI) recruitment process.
The matter came to light after an aspiring BFP applicant reported an alleged recruitment-related solicitation involving an individual who communicated with him through Facebook Messenger using a dummy account. The individual allegedly represented that assistance through a purported "backer" could be provided to facilitate the applicant's entry into the Bureau in exchange for P500,000.00.
The entrapment operation was initiated by BFP Region 3 through coordination with the PNP-CIDG Regional Field Unit 3, which undertook the necessary investigative activities.
On 24 August 2026, CIDG operatives, together with the complainant and personnel from other participating law enforcement units, conducted a controlled operation following a series of meetings between the complainant and the subject.
During the initial meeting, the subject allegedly presented a BFP identification card and discussed the purported "slots for sale" arrangement, including the amount required for the alleged assistance. The subject allegedly claimed to have facilitated similar transactions involving aspiring BFP applicants in other regions. The subject allegedly demanded Five Hundred Thousand Pesos (P500,000.00) from the complainant and instructed him to prepare the amount for their succeeding transaction. The complainant informed the subject personnel that he could initially provide Three Hundred Thousand Pesos (P300,000.00).
The succeeding meeting was eventually arranged where the joint law enforcement team, led by BFP Region 3 and CIDG RFU 3, conducted the planned entrapment operation, resulting in the arrest of the subject and the recovery of evidence relevant to the investigation.
The BFP Region 3 reiterates that the recruitment process of the Bureau is governed by the principles of merit, fitness, transparency, and equal opportunity. No individual, whether inside or outside the organization, is authorized to sell, reserve, guarantee, or facilitate the sale of a position or recruitment slot in the BFP.
The public is strongly advised to remain vigilant and to report any attempt to solicit money or other consideration in exchange for appointment, recruitment assistance, or preferential treatment in the BFP recruitment process.
There are NO SHORTCUTS to joining the BFP.
Applicants are reminded to rely exclusively on official announcements and recruitment procedures through official BFP channels.
The BFP Region 3, together with its law enforcement partners, remains committed to protecting the integrity of the Bureau's recruitment process and ensuring that those who attempt to exploit aspiring applicants for personal gain are dealt with in accordance with law.
