Sustainable resource management depends primarily on the country’s economy and vital nutrition specifically, those people predominantly living in coastal communities. Possibility to achieve effective measures of resource preservation, protection, and enhancement is far, considering those people experiencing hunger. As our population increases, the vital resources on which
we all depend for livelihood and nutrition are in the state of decline. A variety of launched programs in the past may solve portion of the problem, but generally it doesn’t cure the root-cause of the issue. Other previous launched coastal projects and programs vanished once the project funding support’s ends, and mostly gone astray without sustainability. The Philippine Coastal Research and Management Corporation have a program that will reverse the previous trend. Sustainably provides applied education and values formation to coastal communities, create livelihood through eco-tourism activities while preserving and enhancing our natural resources. Promote sustainable resource management through local empowerments, creating a lifelong partnership between our seas and those who depend on our resources as responsible stewards and stakeholders. In our own view as a Filipino marine biologist, the tipping point of irreversible coastal environmental damaged made for Philippine marine resources is near. If kept unchecked, the devastating effects of economic and social instability may leave a scare that no time can heal it anymore. The solution is simple; “me and you” must do our part. VII. PCRMC Technology Background
Research projects on coral restoration initiatives were started since early year 2000 at “Duka Reef” Medina, Misamis Oriental where the main author is the undersigned. These continuous small researches on coral restoration developed a variety of coral enhancement tools / methodologies from highly complicated to simplified environment-friendly procedures designed for establishing massive and economic way of rehabilitating degraded coral reefs. Our research observations were proven to re-generates coral reefs and improved the surrounding area (previously degraded) by increasing the abundance of fishes / invertebrates aggregations and provided in situ developments of biodiversity within coral transplantation sites (www.holcim.org, Regional Awards for Asia Pacific, 2005 “Concrete Substrates for Accelerated Coral reef Restoration”, Philippines). There were several designs of concrete substrates (coral adapters) innovated “devices” for underwater stability and resistance against waves and water movements. Coral adapters planted with multi-coral species were tested since early part of year 2000 up to date experiencing a great resistance against typhoons and monsoonal storms in the area. Both concrete devices and coral planting methods provided promising results for effective coral rehabilitation and enhancement of marine biodiversity of degraded coral reef area. Any proposed projects will utilize the most recent and environment-friendly methods that will fit on specific coral reef for rehabilitation. Introduce innovative devices and methods on establishing coral nurseries that will provide source of multi-species corals that would ultimately regenerate biodiversity of marine flora and fauna in the area. The establishment of Marine Eco-Park and Coral Gardens is a kind of replication project from twelve years successful research output. The project is designed to be established inside a marine protected zone. Purposely situate in a safer venue for breeding, spawning, and nursing of juveniles for those remaining population of coral species, fishes, and other marine lives. Ultimately, the project will function as a natural generator of marine biodiversity that will enhance recruitments of coastal marine organisms. Furthermore, the development and re-growing of coral reefs in the future will mitigate carbon sequestration in coastal areas thus buffering the threat of ocean acidity (latest discovery of STPCA enzymes that creates extra bicarbonate as a buffer to prevent acid damage, Aurelie Moya, 2012). VIII. PCRMC Tract Records on Implemented Projects:
1) Establishment of Coastal Marine Ecosystem Baseline PRA-RSA Assessments
(MRDP-NRM, Sugbongcogon, Misamis Oriental, May – July, 2009)
Sub-contracted agreement for project implementation on Participatory Resource Assessment and Resource and Socio economic Assessments on coastal marine ecosystems were implemented last August to October 2009. Among the six (6) coastal barangays of Sugbongcogon, three (3) barangays were selected as study sites namely: (1) Brgy. Mangga, (2) Brgy. Silad, (3) Brgy. Kiraging. These three coastal barangays have a coastal length of 6,285 kilometers presenting the 80% from the total coastline of Sugbongcogon area. The coastal and marine sub-ecosystems which are the major requirements of the project e.g. mangroves, seagrass beds, coral reefs, and estuarine areas (connecting upland watershed for sediments monitoring) are fortunately available on this three particular sites / barangays being selected. The data obtained from the said study were used as basis in rehabilitating and enhancing its declining resources.

2) Coral Enhancement Project Funded by World Bank through MRDP-NRM
(Linamon, Lanao Del Norte Mindanao, June, 2009-June, 2011)
Along with the mission statement of Natural Management (NRM) of Mindanao Rural Development Program (MRDP), the municipality of Linamon, Lanao del Norte became a recipient town for the three (3) resource – based projects. A land-escape rehabilitation projects were implemented from (1) Tinago Lianamon Falls reforestation, (2) Larapan Linamon River Bank Natural Protection, (3) Magoong – Samboron Coral Reef Enhancement through the establishment of Marine Protected Area, and Coral Transplantation project.
