The Legal Education Board, in partnership with the University of the Philippines College of Law – Gender Law and Policy Program (GLPP), invites law students to the 10th iteration of "Gender and Development 101: A Webinar on Gender Sensitivity for Law Students."

The webinar is scheduled on Saturday, 28 March 2026, from 8:30 a.m. to 12:15 p.m. via Zoom.

This orientation will provide participants with an overview of core gender concepts, placing a particular emphasis on gender rights within educational institutions. The Program encourages law schools to extend this invitation to their students, especially those in their first and second years. As an introductory session, this webinar will supplement the mandatory gender courses offered in the later years of legal education.

The Ombudsman in the Philippines is often called the "Protector of the People." Its main job is to serve as a watchdog that monitors all three branches of government to ensure officials are acting legally and efficiently.

Think of them as the "chief investigator" for government misconduct. Here are their five primary functions:

1. Investigation
The Ombudsman has the power to investigate any act or omission by a public official or employee that appears to be illegal, unjust, improper, or inefficient. They can start an investigation based on a signed complaint, an anonymous tip (if it has enough evidence), or even just by reading a news report.

2. Prosecution
If the investigation finds "probable cause" (enough evidence that a crime was likely committed), the Ombudsman files and prosecutes the case.

High-ranking officials: Cases are filed before the Sandiganbayan (a special anti-graft court).

Lower-ranking officials: Cases are filed in regular trial courts.

3. Administrative Adjudication
Beyond criminal crimes (like stealing money), the Ombudsman can also punish officials for "administrative" offenses like negligence, discourtesy, or misconduct. They have the power to:

Suspend an official without pay.

Dismiss them from service entirely.

Fine or censure them.

4. Public Assistance
The Ombudsman helps ordinary citizens who are having trouble getting services from a government office. For example, if a government agency is ignoring your request or being "red-tape" heavy, the Ombudsman can step in and direct that office to act promptly.

5. Graft Prevention
They study how government offices work to find "loopholes" where corruption might happen. They make recommendations to change systems to prevent fraud, mismanagement, and "red tape" before they even start.

Fun Fact: To keep them completely independent, the Ombudsman is appointed for a fixed 7-year term and cannot be fired by the President; they can only be removed through impeachment (just like the President or Supreme Court Justices).

The Three (3) Branches of Philippine Government Government.

1. Legislative Branch (Law-Making)

Function: This branch is responsible for creating and passing new laws. The flyer shows a legislature building and individuals drafting documents like "Republic Acts."

2. Executive Branch (Law-Enforcing)

Function: This branch is tasked with implementing and enforcing the laws passed by the legislative branch. It is led by the President and supported by the Vice President, the Cabinet, and various government agencies.

3. Judicial Branch (Law-Interpreting)

Function: This branch interprets and applies the laws to resolve disputes. It includes a court system, and the image displays a row of justices and the scales of justice to symbolize impartiality and interpretation.

The system is further guided by the principles of:

1. Separation of Powers: Each branch is distinct, as indicated by the arrows at the bottom.

2. Checks and Balances: As seen in the cyclical arrows, each branch has some power over the other two to ensure that no single branch becomes all-powerful.

The First Philippine Constitution

The Malolos Congress, also known as the Assembly of Representatives, served as the lawmaking body of the First Philippine Republic. Convened in 1898 at Barasoain Church in Malolos, Bulacan, it was a unicameral assembly composed of delegates chosen by municipal officials under the Revolutionary Government, alongside representatives appointed by Emilio Aguinaldo for areas under American control.
The Congress is best remembered for framing the Malolos Constitution, the first republican constitution in Asia. This charter defined the powers of the legislative branch, which included:

- Safeguarding the interests of the Filipino people;
- Enacting and voting on revolutionary laws;
- Discussing and approving treaties and loans;
- Examining and approving financial accounts and taxes.

The creation of the Malolos Congress was driven by two goals: to encourage the participation of the country’s elite and intellectuals in the revolution, and to project an image of a representative government to foreign powers. Its membership included some of the nation’s brightest minds, historians estimate between 130 and 201 delegates served at different times.

Despite limited time, the Assembly proved prolific. Its first official act was the ratification of the Act of Declaration of Independence on September 29, 1898. It also passed laws to protect the Republic from foreign incursions and safeguard local business and labor. However, with the outbreak of the Philippine-American War in February 1899, its activities were severely disrupted.
